Dear Voter,

If there is anything predictable about elections, it is change. Every year, something new is introduced. Budget reductions, new laws, fresh regulation…you name it. We take it in stride. Election year 2011 is no exception. Plenty has changed.

• Vote-By-Mail is now the law of the land. Pierce County can no longer conduct polling place elections. • Our aging Express Booths have been retired. • We now have 23 Ballot Deposit Sites throughout the County. • Five new Voting Centers will be opened across the County. • “I Voted” stickers are back!

Vote-By-Mail For 17% of Pierce County’s voters, this is a big change. Instead of driving to a polling place, a ballot will be mailed to your home. Simply apply a stamp and mail your ballot before August 16th. Or, drop it off at any one of our 25 Ballot Deposit Sites or six Voting Centers. Locations are on pages 8 - 10 of this booklet.

Express Booths In 2010, we began the process of retiring our staffed Express Booths. In 2011, Express Booths have gone away entirely. It's expensive to staff these booths, move them, and store them. And, the booths were breaking down after nearly two decades of use.

Ballot Deposit Sites Have you seen our new boxes? Designed specifi cally for elections, these secure boxes were manu- factured locally by LaserFab. Citizens have decorated the boxes with inspirational quotes to promote voting. These Ballot Deposit Sites are open 24-hours a day, beginning as soon as ballots are mailed. If you’d like to save a stamp, fi nd the nearest location on pages 8 and 9.

Voting Centers The Vote by Mail legislation closed polls. It also required each county to establish at least one Voting Center. The purpose of the Voting Center is to provide assistance to voters, especially those living with disabilities. Think of Voting Centers as an extension of our offi ce. It is a place to talk with staff about replacement ballots, provisional ballots, or registration issues. You can also use a touch screen voting machine to cast your vote. Pierce County will open six Voting Centers. Find the nearest location on page 10. Voting Centers will be open from 7:00 a.m. to 8:00 p.m. on Monday and Tuesday (Election Day). Voting Centers are NOT polling places. They are places to get special assistance with voting.

“I Voted” Stickers We know you love the “I Voted” sticker. Thousands wear it proudly, as a reminder to others. Well, we’ve found a way to include the stickers in your Voters’ Pamphlet. And this way, you can wear “I Voted” at any time during the election period. In fact, we hope you will. Pierce County voter participation is the lowest in the state. Help us remind everyone of this important civic duty.

Don't wait to mail your ballot!

Vote-By-Mail Ballots will be mailed July 29, 2011. You should receive your ballot by August 5, 2011. If you don't receive your ballot, call 253-798-VOTE (8683) or 1-800-446-4979.

Your ballot must be postmarked by August 16, 2011 to be counted. If you mail your ballot on Election Day, check the mail pick-up time to ensure it will be postmarked on time.

You can drop off your ballot or mail your ballot anytime after you have voted it.

3 Pierce County Citizenship Celebration

We're bringing back an old tradition.

Citizenship Day was fi rst celebrated in May 1940 and was called 'I am an American' Day.

In 1940, I am an American Day was initiated by Congress for the third Sunday in May.

In 1952, it was moved to September 17th, Constitution Day, to cor- respond with the signing of the United States Constitution in 1787. Tacoma's last celebration was in 1949.

Today we consider Citizenship/Constitution Day as the birthday for our country. It serves as a means for American citizens to express pride in their citizenship. Constitution Day also desig- nates a time to honor the Constitution of America and learn more about this famous piece of legislation.

The third annual public reception for persons natural- ized within the past year and native born 21-year-olds was held Thursday May 15, 1941 in the Jason Lee auditorium. Several hundred men and women - repre- senting some 35 nationalities - attended the ceremony. Federal Judge Lloyd L. Black was one of several speak- ers that evening. His address was titled "Thank God I Am An American."

"I am an American" Day observance was held in May of 1941 at Jason Lee Middle School. Arthur B. Langlie, Tacoma Mayor Harry P. Cain and Superior Court Judge Ernest B. Card delivered addresses of welcome.

Many other dignitaries were in attendance including Federal Judge Lloyd L. Black, jurist whose court in Tacoma saw nearly 600 persons attain American citi- zenship during the past year and who received a silent standing tribute by the assembled new citizens before his brief speech.

Governor Gregoire signed ESSB 5124 on Tuesday, April 5, 2011. Effective July 24, 2011, Pierce County no longer has the authority to conduct elections at traditional polling places. joins as the second state to vote entirely by mail.

Polling places won't be open for the 2011 Primary and General Election.

Poll voters will not need to do anything. Your ballot will automatically be mailed to you each election.

Voting by mail is easy and secure:

• Open envelope. • Remove ballot and return envelopes. • Read the insert and instructions. • Vote your ballot. Vote-By-Mail • Place ballot in the secrecy envelope. • Place secrecy envelope in return envelope. • Read the declaration. • Sign, date, and seal return envelope. • Return ballot by mail or at a ballot deposit site. ______Vote-By-Mail Secrecy.

Q. Is my vote secret? A. Yes. Secrecy of the ballot is mandated by Washington State law and is upheld in all elections.

Q. Can how I vote get tracked back to me? A. No. Election offi cials can’t trace a ballot back to a particular voter.

Q. How does my ballot remain anonymous? A. The voter places the voted ballot in the inner secrecy envelope, and then places the secrecy envelope in the outer return envelope.

Once the voter’s signature on the outer return envelope is verifi ed, the outer return envelope containing the voter’s name and address is opened and separated from the inner secrecy envelope that contains the voted ballot.

Before the inner secrecy envelope is opened, it is mixed in with many other secrecy envelopes. Next, the secrecy envelope is opened and the ballot removed. This maintains the secrecy of the ballot.

Q. Is this process observed by any outsiders? A. Observers are invited and present to observe the entire election process. Pierce County has a public viewing area that allows any member of the public to observe ballot processing.

Q. When are election results released? A. Approximately 8:15 on election night.

14 City of DuPont Proposition No. 1 Regular Property Tax Levy for Emergency Medical Services

Ballot Title Shall the City of DuPont be reauthorized to impose regular property tax levies of fi fty-cents ($.50) or less per thousand dollars ($1,000.00) of assessed valuation for six consecutive years to continue to provide and im- prove Emergency Medical Services beginning in 2012?

Explanatory Statement

The City of DuPont maintains a fi re department to protect its citizens against fi re and to provide emergency medical services. To maintain the current level of service and to better provide emergency services, the City needs to operate and maintain emergency vehicles, medical aid equipment as well as the facilities staffed by trained fi refi ghter/emergency medical technicians. To provide adequate revenue to pay for these costs, the City of DuPont is requesting a renewal of a regular property tax levy that expires in 2011. This renewal levy is proposed for a period of six years with the collection beginning in 2012 and would provide for a general assessment of fi fty cents per one thousand of assessed value within the City of DuPont, specifi cally for EMS services. The funds raised by the renewal levy shall be used only for the provision of emergency medical services, including personnel and training costs, costs of equipment, supplies, and facilities necessary for the provisions of emergency medical services.

Please vote "Yes" to continue the current Emergency Medical Services (E.M.S.) levy in DuPont.

The proposed E.M.S. levy continues the existing E.M.S. levy, which expires this year. The purpose of the E.M.S. levy is to fund the staffi ng, training, and equipment necessary to provide Emergency Medical Services by the DuPont Fire Department.

The availability of rapid response E.M.S. services in DuPont can make the difference between life and death. Explanatory Statement West Pierce Fire & Rescue is requesting renewal of the maintenance and operation levy for a period of two years. This M&O levy has supplemented the fi re district's regular levy for many years. In 1939, the legisla- ture established fi re districts to serve rural areas, rather than urban areas such as Lakewood and University Place. The regular levy is inadequate to provide fi re, emergency medical and rescue services to two cities with more than 98,500 citizens, a hospital, two colleges, a major state mental institution, a regional golf course, and a regional shopping mall.

This levy will fund over 25% of the fi re district’s budget. It will cost approximately $1.08 per thousand dol- lars of assessed value in 2012. With the estimated decline in assessed property values, this is projected to be a reduction in total tax revenue for the fi re district. If this special levy is approved by the voters, the law prohibits any further tax levies for maintenance and operational support of the fi re district for this two-year period.

West Pierce Fire & Rescue is a fully paid fi re district, providing fi re suppression, fi re prevention and code enforcement, emergency medical services and rescue services throughout Lakewood and University Place. Explanatory Statement

The Emergency Medical Services (EMS) Levy has been in place throughout the current district since the 1980’s. Re-authorization of the EMS Levy will continue funding paramedic emergency medical services throughout the District which also includes the City of Puyallup.

The EMS Levy also funds the EMS Transport Program which pays for citizens of the District to be transported to area hospitals by fi re department ambulance with no out of pocket expenses. Passage of Proposition No. 1 will extend the current EMS Levy for an additional six years at the current rate of .50 cents per $1,000 of assessed valuation. At this rate, the owner of a home assessed at $200,000 pays $100 per year to ensure timely paramed- ic emergency medical service and ambulance transportation to area hospitals.

Over the years, population growth has increased demand for services, and especially emergency medical services. A 10-year EMS levy enables the fi re department to continue to provide quality Advanced Life Support Services (paramedics).
