I am pleased to provide you with the Annual Report of the Department of Premier and Cabinet for the year ending 30 June 1997. The Report has been prepared in line with the requirements for public sector reporting set out in the Directions relating to the Financial Management Act 1994.

The responsibilities and achievements of the various divisions and units of the Department during 1996-97 and the plans for the coming year are reported. Reports also are provided for the Office of the Governor and the Office of the Chief Parliamentary Counsel. The highlights reported indicate that a great deal of important work was done during the year.

The Report relates to the responsibilities held by you as Premier and also spans your responsibilities as Minister for the Arts and Minister for Multicultural Affairs. I take this opportunity to express thanks to you for your leadership and commitment in these areas, including the support provided by Mrs Lorraine Elliott as Parliamentary Secretary to you as Minister for the Arts and The Hon Phil Honeywood as Minister assisting with Multicultural Affairs.

I also wish to formally recognise the very important contribution made by Mr Tim Jacobs as Director Arts Victoria, particularly for his work on Arts 21 before he took up his new position as Chief Executive Officer of the Sydney Opera House.

THE CABINET OFFICE Through the Secretary, the Office assists the Premier, as Chair of Cabinet, in leading the Government, managing the Cabinet agenda, and coordinating the development and implementation of Government policy.

It provides the Premier with policy analysis and advice on all matters affecting his role as head of government. It provides administrative support for the operation of the Cabinet, Cabinet committees and the Executive Council, and for the Government's relationship with the Parliament.
