The Rt Revd the Bishop of Southwark Rex Andrew Pastoral By email only Our ref: NB37/256b 30 October 2020 Dear Bishop Mission and Pastoral Measure 2011 Benefice and parish of All Saints, Spring Park; and parishes of St George, Shirley; and Shirley (also known locally as St John, Shirley) Proposed Pastoral Scheme Following the publication of the draft Pastoral Scheme providing for: (i) the dissolution of the benefice and parish of All Saints, Spring Park and the division of the area of its parish between the parishes of St George, Shirley; and Shirley (also known locally as St John, Shirley); (ii) the parish church of All Saints, Spring Park to become a chapel of ease in the parish of Shirley; (iii) the transfer of the parsonage house of the benefice of All Saints, Spring Park to the Southwark Diocesan Board of Finance as diocesan glebe we received 45 representations against the draft Scheme, 12 in favour, three letters of comment and five which were received out of time (one of which consists of photographs supplementing a representation made within time). The draft Scheme carried the following as the diocesan rationale for your proposals: As the result of ongoing concerns about the financial viability and capacity for governance and mission going forward, the Bishop of Southwark held a Visitation to the parish of All Saints, Spring Park in 2016. This was conducted by the Bishop and Archdeacon of Croydon. A series of Directions were issued as a result of this, designed to help the parish to address these areas. There has sadly been no evidence that this has been the case nor has the parish demonstrated the future capacity to do so. -

The present suppkinent to the 1948-1949 edition brings up to date, on the basis of information receivjed.from the states by the end of Novem ber, 1948^, the* names of the principal elective administrative officers of the states and of the members of their legislatures. Necessarily, most of the lists of legislators are unofficial, final certification hot having been possible so soon after the election of November 2. www.open.ac.uk/buildingonhistory engaging with the past to shape the future the experience of building on history: the church in london BOH_pages_v2.indd 1 01/12/2011 10:38 BOH_pages_v2.indd 2 01/12/2011 10:38 Foreword Foreword “He led them through the depths, as through the wilderness.” [Psalm CVI] The Bible unfolds a historical drama whose author is ultimately God and the community of faith continually rehearses its story as a way of discerning the deep structure of the theo-drama and gathering energy for fresh adventures. The story of Jesus Christ himself is repeatedly related in the New Testament to previous actors in drama, notably Moses. Now is the time when the contemporary community of faith needs to refresh its understanding of the way the church has travelled or we shall lurch between unreasonable optimism and unwarranted despair. The past does not teach directly applicable lessons but it rhymes and serves to reveal perennial themes and temptations. A sense of the history in which we are involved can help us to see more clearly the contemporary roles we are being called to play. It is often said that “mission and ministry should be under girded with theology” but the understanding of what constitutes “theology” is frequently thin and a-historical. Theology is also distilled from the narrative of God’s dealings with the people he has called throughout the history of the church and the cultures in which she has been set. In my experience the church has lacked candour and sophistication in reflecting on and evaluating its own fashions and strategies. -

WT/TPR/S/42 Trade Policies Review Page 84 IV. SECTORAL TRADE POLICIES (1) OVERVIEW 1. Jamaica continues to use trade policies and incentive schemes geared at promoting specific sectors. The National Industrial Policy identifies these sectors, focusing on activities where a comparative advantage is perceived to exist, such as tourism and on identifying others where it could be developed through policy actions, such as data processing and systems development. 2. Traditionally, Jamaica's endowments led to the development of activities linked to certain agricultural crops and minerals. Although agriculture and mining remain important, both sectors have lost GDP share to services and manufacturing. A number of incentives promote activity in manufacturing, including income tax exemptions, and import duty concessions for production for export outside of CARICOM. The main exporter in manufacturing is the textiles and clothing subsector, although the industry has been suffering from a loss of competitiveness and inability to fill bilateral export quotas in the past few years. A substantial part of the garment industry is located in free zones. 3. Jamaica's tariff structure offers higher levels of protection to goods with high value added and to agricultural products (Chart IV.1). Goods used as inputs are generally granted duty-free access. 4. The services sector is the largest and fastest growing in the Jamaican economy. Among services, tourism is the main earner of foreign exchange, generating around US$1.13 billion in 1997. After a period of privatization and reform, activities in the services sector have been largely liberalized, few restrictions remain and national treatment is prevalent. -

Members expressed the view that it would be helpful for the Commission to receive a report from each diocese as to the status of implementation of recommendations made by the Commission. Therefore the Commission requests that each diocese kindly submit a report to the Provincial Secretary before meetings of the Commission in order that an assessment may be undertaken by PFLC in furtherance of its mandate. The Commission took a further look at the following matters from its report to Provincial Synod 2015. -

THE 40TH MEETING OF PROVINCIAL SYNOD OF THE CHURCH IN THE PROVINCE OF THE WEST INDIES THE COMMUNIQUÉ WE, the members of the House of Bishops, the House of Clergy and the House of Laity of the Church in the Province of the West Indies at the fortieth Triennial Meeting in Trinidad held at the Cascadia Hotel and Conference Centre, Cascade, St. Anns from 25th to 30th May, 2019, GREET you in the name of our Risen and Ascended Lord, Jesus Christ. The Synod gathered under the theme “Being and Making Disciples in our Caribbean Context” #Called!Empowered!Sent!” On the 25th May, the delegates were welcomed by Senior Bishop of the Province, The Rt. Rev’d Errol Brooks, the Bishop of North Eastern Caribbean and Aruba (NECA). The Bishop of the host Diocese, the Rt. Rev’d Claude Berkley, joined the Senior Bishop in extending welcome to the Diocese and the Synod. The Synod extended a warm welcome to Observers Mr. Kevin Ryan of Anglican Men of the West Indies, Mrs Valerie West of the Mothers’ Union and Mr. Cliffton Nedd of the Anglican Alliance. The three houses of the Synod, the House of Bishops, the House of Clergy and the House of Laity met separately in a pre-synod session to peruse the Synod Journal and other synod documentation. The business session continued with a presentation by Judy Joseph McSween, Board Member, Centre for Emotional Intelligence and Human Relations, on the topic of Emotional Intelligence for Leaders of Faith-Based Organisations. This presentation enabled members of Synod to reflect on the fact that theological training alone was not enough to prepare them for the rigours of religious leadership.
