Minutes of the Monthly Meeting of the Parish Council on Wednesday 2nd December 2015 held in the Pavilion Building, Front Street, commencing at 6.30pm.

The Chairman welcomed P. Johnston to her first meeting of the Parish Council.

Burglary Other

Salutation, Framwellgate Moor – unknown persons have entered through the flat roof and removed several work related tools. The Forge, Pity Me – garage entered and offenders try to steal a quad bike.

Criminal Damage

Lilac Avenue, Framwellgate Moor – possible criminal damage to a plant pot (could possibly have been damaged by wind but IP requires the incident to be crimed). Carrside, Framwellgate Moor – damage caused to a crumbling wall. Garden Avenue, Framwellgate Moor – firework posted through letter box of property. Front Street, Framwellgate Moor – unknown person punch side of vehicle, after a verbal altercation, causing damage to bodywork. The Avenue, Pity Me – report of criminal damage caused during a domestic incident. Arnison Centre – damage caused to vehicle tyre whilst parked outside of M&S Arnison Centre – damage caused to vehicle whilst parked outside of Pets at Home

New College Durham – theft of wheel trims from parked vehicle.

Thefts

Dunelm Ridge, Pity Me – theft of a handbag from public house. Male has been arrested in relation to this incident. Frankie and Bennys, Arnison Centre – Family left the restaurant without paying the bill. MacDonalds, Arnison Centre – known female removed two toys from a charity box in the restaurant. 7 x shoplifting offences around the Arnison Centre. Finchale Avenue, Brasside – theft of money box from telephone box

Violence Against The Person

Durham Pathways, Abbey Road – female worker assaulted by a service user. This is to be dealt with internally. No further Police Action required. The Avenue, Pity Me – Domestic incident between mother and daughter Harvey Avenue, Framwellgate Moor – domestic type incident. HMP Frankland, Brasside – prison relation incident.

Attempted Theft of Motor Vehicle

No reports to Police.

Anti Social Behaviour

Newton Drive, Framwellgate Moor – road salt has been tipped into an upstairs staff bedroom through a window.

2 Newton Drive, Framwellgate Moor – complaint from a resident in Raby Road in relation to the noise caused by firework display. Hudspeth Crescent, Pity Me- personal incident between neighbours. The Forge, Pity Me – noise nuisance from neighbours, singing in the early hours of the morning Brasside – report of motorbikes using the footpath near to the nature reserve.

Road Related Nuisance and Highway Disruption

Newton Drive, Framwellgate Moor – report of vehicles speeding along the street at school time. Woodbine Road, Pity Me – male arrested for disqualified driving. Abbey Road, Pity Me – resident complaining of Vauxhall vehicles parking outside of houses since the lines have been implemented further along the street. Bishops Way, Pity Me – report of a vehicle parked on the footpath on a junction. Vehicle moved.

PACT MEETING DATES

FRAMWELLGATE MOOR, PITY ME and BRASSIDE

Wednesday 16th December 2015 – 1800-1845hrs – Framwellgate Moor Community Centre 1 resident turned up at the last PACT meeting, this was in relation to problems in the Avenue/Hartside View/Anvil Court area of Pity Me. She decided at the meeting that she had been angry at the previous meeting and had over reacted a little. She no longer feels the need for a Neighbourhood Watch in the area. Durham County Council is looking to erect a camera in the area but apparently the lamp posts in this area are not the right size. UPDATE: A suitable lamp post has been highlighted for this and we are just waiting to see if it gets erected. There have been several arrests in Pity Me since the last meeting and the area is a lot quieter in relation to incidents. Police are still monitoring the area. Lines and signs are now in situ along Abbey Road. Framwellgate Neighbourhood Policing Team now has a new Sergeant; Sgt 2332 Mark MALLATRATT Tel: 101 Ext: 74 4850

One – Off Projects and General Discussion on Items of an Urgent Nature

The Following updates were given to the meeting:-  Pavilion Redevelopment - A grant of £8105 had been awarded by Awards for All to be used

3 towards financing the costs of Disabled Access toilets, paths, ramps and doors.  New Signage for Playareas etc - These were on order and were expected soon for installation

 Barrier Hoops in KGV car park - This project was now complete. Min. No.3013

Members Matters

The following items / issues were raised for discussion / follow up action:-  A report was given on the ongoing issue of applying for a post code for the Pavilion Building.  The meeting was briefed on progress with regard to developing the Parish Councils new website.  A report was given on a matter needing attention with regards to a footpath in the Miller Homes area. Report from Unitary County Councillors

The Chairman welcomed County Councillor Hopgood to the meeting and her report included the following:-  A collaboration between the New College and the local Working Mens Club would ensure that the wall in its vicinity would be rebuilt.  A report was given on an improvement to the ongoing Arnison Parking situation where an additional 200 spaces had been created.  An update was given on the Huspeth Cres project.  A new grant regime from the Foundation would be accessed on the Parish Councils behalf by Groundwork Trust. The Chairman thanked the County Councillor for the report Min.No.3016

5 b Other Correspondence (i) Standards Committee The Clerk agreed to circulate the most recent advice on the question of Declarations of Interest. Min.No.3018 (ii) Brasside Play Area. An update was given on the progress made by Groundwork Trust in completing the tender process and securing all the funding towards the project. Min.No.3019

(iii) Parish Vehicle Replacement The Council gave further consideration to the present availability of vehicles and accessories which would be a suitable replacement for the original one. Final information would be received shortly from Paxtons on the availability together with considering other alternatives. The matter would be reconsidered at the next meeting. Min.No.3020

(iv) Insurance Claim for Pavilion Building The impact damage claim had been accepted by the Councils Insurers but information was still awaited from them on whether or not a separate claim could also be submitted on the separate roof spread problem. A further report would be given to the next meeting. Min.No.3021

(v) Requests for Donations The Council considered requests from the Great North Air Ambulance and Durham Cathedral. Following discussion it was agreed to donate £50 to each of these organisations. Min.No.3022

Review of the Clerks and Greenkeepers Pay and Conditions of Service

Following very careful consideration of the above and taking into account the increased workload of the Clerk, it was agreed to increase the Clerks weekly contracted hours from twelve to fifteen with effect from December 2015. No proposals were discussed in respect of the Greenkeeper It was further agreed to review the position again for both the Clerk and the Greenkeeper at the next Annual General Meeting. Min.No.3023

Finance / Governance Reports a) Accounts for Payment / Approval of Expenditure for 2015-2016 The Clerk asked for confirmation of the Members actions in agreeing to the usual salary and wages paid in accordance with conditions of service, and employment contracts, since the last meeting AND the following Accounts, report previously circulated, it being noted that some additional Accounts below were also presented and agreed at the meeting:
