PAUL MOON A Chequered Renaissance: The Evolution of Maori Society, 1984- 2004 Introduction In the wake of Labour’s euphoric victory in the 1984 General Election, two conferences were swiftly organised by the new Government. The first was an economic summit that took place in September of that year. It sought to proclaim a new period of prosperity for the country – one which would be achieved primarily by means of an extensive liberalisation of the economy. The following month, the Hui Taumata was convened by the Minister of Maori Affairs, Koro Wetere. It was a summit of Maori leaders that its organisers hoped would herald a period of vigorous and substantial progress for Maori. Not since the height of the Kotahitanga movement in the 1890s had so many hapu and iwi representatives gathered together with the intent to foster Maori development in such a concerted manner. The overriding emphasis of the 1984 Hui Taumata was on the need for significantly increased Maori access to and management of resources. Maori – according to Prime Minister David Lange at the opening of the Hui – were to be the authors of their own subsequent development. 1 This emphasis on greater Maori self-determination and development, though, was not merely a spontaneous gesture on behalf of the Government. It was as much a reaction to the culmination of forces for change that had been building up for at least a decade. Its immediate paternity included the rise of activist groups such as Nga Tamatoa in the early 1970s, increased Maori politicisation in general, the inception of the Waitangi Tribunal in 1975, a growing Maori population, and the emergence of a strong and articulate Maori intelligentsia. -

New Zealand First: parallels between the man and the party Margaret Joiner Department of Political Studies University of Auckland ([email protected]) Paper prepared for the New Zealand Political Studies Association Conference, University of Auckland, Auckland, 30 November-1 December 20091 Abstract: This paper will address the likelihood of the New Zealand First party returning to parliament at the 2011 General Election. Following fifteen years in parliament, in 2008 New Zealand First failed to reach the five-per cent threshold, or to secure an electorate seat. With a few exceptions, notably the Social Credit/Democratic party (1953-1987), small parties in New Zealand have tended to come and go and are rarely long-term movements. By focusing on the emergence and decline of New Zealand First, this paper engages with the wider study of New Zealand’s modern party system, specifically the phenomenon of the limited lifespan of small parties, and the notion advanced by a number of scholars that parties are profoundly influenced by their origins (Downs 1957; Duverger 1959; Rawson 1969; Panebianco 1988; Jaensch 1994; Hug 2001). This paper posits that New Zealand First emerged primarily as a political vehicle for the frustrated ambition of its mercurial leader, Winston Peters. Parallels have been identified between the man and the party as it progressed through an oscillating pattern of success and failure, thereby confirming that Peters continues to be the personification of the movement. While political parties tend to rejuvenate following electoral downturn, which typically involves leadership change, the findings here question the effectiveness of such a strategy for a party so reliant on its leader for voter identification. -

IMPORTANT NOTICE Labour is trying to destroy the NZ Natural Health Industry The Labour Government is trying to change the way in which all Natural Health Products (NHPs) are regulated. They plan to treat NHPs as medicines and give the power to control them to the controversial Australian Therapeutic Goods Administration (TGA): We know from the Australian experience that this would mean; • Fewer Natural health products available - consumer choice reduced • Increased cost to consumers • Natural health products treated as drugs • Many NZ businesses forced to close - jobs lost • There will be little NZ can do to protect itself – Australia would make decisions for NZ The Australian TGA (which would take over NZ’s natural health industry) is known to use an extremely heavy-handed approach to supplements. Remember the Pan debacle? The TGA recalled 1200 natural products off the market on the strength of one manufacturer’s lax handling of quality control standards. “The truth is that of more than 1200 products recalled, NOT ONE of the natural health products was found to be at fault. It was only one pharmaceutical drug which was a problem”. Despite strong opposition from industry and a Parliamentary Select Committee report against the proposal, Annette King signed the Treaty with Australia on 10 December last year. But the battle is far from over. The Government still needs to have the treaty passed into law and for that it needs the support of the opposition parties. We can stop the Government’s TGA proposal especially if we are strong and united. The opposition party MP’s need to know the strength of public opposition.
