    Animal Protection Voters-Political Action Committee Issues 2016 Primary and Early General Election Endorsements for New Mexico Legislature Voters are urged to support the candidates who will do the best job of standing up for the protection of animals in their districts. Santa Fe, N.M. – Animal Protection Voters (APV), the leading political and legislative advocacy organization for animal protection in New Mexico, works via APV-PAC, its political action committee, to support humane candidates for elected office. APV-PAC announced today its endorsement of 19 candidates facing contested races in the primary election on June 7, and early endorsement of 56 candidates seeking election or re-election in the general election on November 8. Incumbents won endorsements for consistently showing animal advocacy and leadership through votes and other actions in the state legislature. New challengers and candidates received endorsements based on their past activity involving animal issues, as well as their responses to a questionnaire on topics including wildlife protection, anti-whistleblower legislation, horse slaughter and funding for animal-related programs. APV-PAC endorsement decisions emphasized two APV priority bills expected to be reintroduced in the 2017 legislative session: a ban on coyote killing contests, and a ban on traps and poisons on public lands. A growing majority of New Mexicans oppose traps and killing contests as unethical and ineffective wildlife management and a danger to public safety. “Most New Mexicans support stronger animal protection laws, and we are delighted to endorse a diverse, bipartisan slate of candidates who will represent the humane vision and values of their constituents,” said Jessica Johnson, Chief Legislative Officer for APV.

    Week of January 14, 2019 State Issues Legislative Analyst This week, the Legislative Analyst’s Office (LAO) released its overview of Governor Newsom’s budget proposal for FY Report on State 2019-20 that was presented last week, and saw a new leader selected to lead this non-partisan organization. The Budget Legislature appointed a new state Legislative Analyst to fill the role Mac Taylor has held for 10 years. They named Gabriel Petek to the post, who most recently worked for Standard and Poor’s Global Ratings San Francisco Office where he is currently the state’s primary credit analyst. He takes the reins on February 4. In addition to getting a new chief, the LAO released its overview of the Governor’s January budget highlighting that that state’s budget position continues to be strong. They also focus on the fact that the Governor’s proposed budget prioritizes the repayments of state debts and a great deal of one-time funding. Nearly half of the discretionary spending is earmarked to pay down state liabilities, including unfunded retirement liabilities and budget debts. Twenty-five (25) percent of the discretionary spending is for one time or temporary funding proposals, and 15 percent for discretionary reserves. The LAO applauds the Governor’s decision to focus on the repayment of state debts. The LAO points out one thing that many took note of – the Governor has outlined many priorities for budgetary spending. And at least some of the proposals are not fully fleshed out or reflected in the budget document. The LAO was not critical of this but pointed out that these un-finalized proposals give the Legislature the opportunity to weigh in with the Administration and have their say in its development.

The purpose of HB 418 by Rep. Stuart Bishop (R-Lafayette) is to weaken unions like the Louisiana Federation of Teachers and Louisiana Association of Educators. These are the groups that have raised questions about, and led the opposition to, so-called “reforms” backed by big business that all too often result in the privatization of education and diminution of the teaching profession. HB 418 would revoke the right of public employees to pay their union or association dues through payroll deduction. Since local governments currently have the authority to grant payroll deduction, the bill is seen by school boards and others as legislative meddling in their prerogatives. The bill is the brainchild of the Louisiana Association of Business and Industry, which has been twisting the arms of lawmakers to force its passage. The big business lobby recruited the Koch brothers backed Americans for Prosperity to publicly promote the bill. It is an example of what columnist Stephanie Grace, in another context, called “an ugly yet ascendant strain in American politics, a willingness to use any means necessary, no matter what chaos ensues or who gets hurt.” The vitriol motivating the bill’s supporters was on full display when an amendment was proposed to exempt the teacher unions from its prohibitions.
