PRESIDENT’S REPORT

Finances I am delighted to announce that for the fourth year in a row, CSV have announced yet another profit, $21,000 this year, built on sound financial practices and constant monitoring of expenses. We have achieved what I consider to be a satisfactory result, albeit with a lot of hard work and dedication. Each year, the organisation is being progressively placed on a firmer financial footing and we will continue to harness various other income streams in order to provide greater membership benefits and stabilise the platform from which we can promote the sport. I give special mention to the finance director Steve Mitten, Ian Maher and the office staff for continuous monitoring of the finances.

Membership We have continued to work tirelessly to provide our members with a greater range of servicing, considering the financial constraints that the organisation works within. The web site has provided an excellent service. The web site now includes sections such as race entries, results, club contacts, handicaps, velodrome details, latest news and information and frequently asked questions covering all aspects of CSV’s administration.

We are also currently investigating the implementation of an online entry system. This would mean that riders could enter races electronically. NSW are currently trialling the system and 90% of their entries are now received via this medium. This would mean less office time would be used on race entries and could be dedicated elsewhere.

In terms of numbers, we have seen an increase from 2265 in 2000, 2317 in 2001 to 2535 in 2002. Fees have not increased during this period. This year, Cycling has increased their licencing fee $6.50 + GST across the board, all categories, which has been rounded off by CSV to a $10 increase to all memberships. We will continue to provide the best we can for the membership dollar.

The ACF were approached by CSV about the appointment of an independent cost review into all financial affairs, with the primary aim of lowering the fee structure, but not to my surprise, the opposite has occurred.

Vodafone Arena As you are aware, we have finished our second season of racing at Vodafone Arena. We conducted 5 nights of commercial racing, 4 Vic championship days, 2 junior training days, 4 Junior Worlds days and 3 World Masters days, making a total of 18 for the year. Many of the problems experienced in the first year have been resolved – eg. public address, ticketing and scheduling of dates. However there have been new problems experienced. I would like to take this opportunity to thank the promoters, Cyclists International who contributed an enormous amount of time and effort, having presented $90,000 worth of cash and product. I would also like to take this opportunity to thank the riders who have supported Vodafone Arena. We certainly unearthed some sharp, new talent amongst the many days of world class racing. Plans are currently well advanced for the upcoming track season at Vodafone Arena and we ask all members to support the hard work, either by racing or attending as a spectator.

2001 – 2002 Annual Report CycleSport Victoria No 2 Training Velodrome Work on the No 2 training velodrome has begun and the facility, when completed, will be a welcome addition to the current cycling facilities in Victoria. The venue will be shared with bowls and soccer, making it multi-purpose and ensuring its financial viability. John Holland is the successful tender for its construction and completion is estimated in 12-15 months. I’d like to take this opportunity to thank Klaus Mueller who has been responsible for much of the good work having been completed.

Major Events The last financial year has been very busy, filled with major events. We conducted the Junior World Track Cycling Championships, which was a great success. I would like to take this opportunity to thank the event director, Barry Langley for an enormous amount of work and the organising committee, to which I was a member of. Working on the provisional figures of the event, it has been indicated that a surplus of $80,000 exists thanks to the financial control shown by the committee. CSV have since made an application to State Government for use of the surplus money in purchasing the new timing equipment at the No 2 training velodrome. Just a few days previous, this amount was approved. We also had the World Masters Games recently, with in excess of 1,400 cycling competitors. I would like to take the opportunity to thank Jim Taylor and the steering committee, involved in the organisation of the World Masters cycling. Our next major event will be the Women’s World Cup event in March 2003, to be held in , followed by the World Track Championships in 2004. Therefore we are continuing a period where the eyes of national and international cycling enthusiasts are focused on the State of Victoria. This can only assist in boosting the profile of the sport in the State and we must ensure that we capitalise on this exposure. It has been through the hard work and dedication of the CSV Board that the respect of the Government and various authorities has been earnt and this has been essential in ensuring CSV’s current position.

Racing This undoubtedly is our most important function over the past 12 months. I feel that our racing has been great, with our entries continuing to rise. I would like to take this opportunity to thank Ian Maher and Steve Peterson in the office, along with clubs and promoters, who have all worked hard to ensure the continued success of Victorian open racing. It is still a priority to increase the number of commissaires available for races, and encourage members to take part in commissaire courses, in order to improve standards. The Board has decided to update our equipment in the way of race radios and signage, along with some uniforms and clothing for officials. This is not before time. I would like to take this opportunity to thank all current commissaires. We should be absolutely delighted with the results of the Victorian Junior Track team. The Junior National Track Championships in Alice Springs saw Victoria take home 32 of a possible 63 medals, with 15 gold, 9 silver and 8 bronze medals. The performance of our Victorians in the Junior Worlds was also very impressive.

MTB CSV have an ongoing commitment to mountain biking and Chris Beales’ continued dedication to the sport has been excellent. We are continuing to run junior development through schools and for the first time this year, a Victorian team was sent to the National Championships, partly funded as what occurs with state representatives in other disciplines. Through our commitment to MTB, including our state series and junior development, we have now seen a Victorian become a world cross-country champion. Trent Lowe, a member of the Dirt Riders club, won his event at the MTB world championship in . On a national level, the situation is currently being resolved and hopefully, it seems there may be an outcome in sight.

Premises As you will know, CSV have moved its administrative office to William St, West , and now have around 12 months remaining on the lease, having left its previous offices in O’Connell St, Nth Melbourne. The shift between offices was an extensive operation and an enormous amount of work was done with hours of volunteer time. I would like to thank them for their dedication and hard work. When the new training velodrome at Northcote is completed , CSV will finally have a permanent home, as there has been provision made to house the administrative office in the facility. We are currently continuing to sub lease one of the rooms in the office to the National MTB coach, Damian Grundy. This shift cost CSV $17,000, made up of removal costs, partitions, painting, carpet, along with the installation of computer, phone and electrical points.

Development We continue to run road and track camps and our squad coaching days have proven beneficial, highlighted by the performance of our juniors at National Championships and Junior World Championships. There has also been a continued emphasis on commissaires and coaching courses. Rick Leonard, employed as the State Development Officer left after his 12 month contract expired at the end of September and the Board are currently considering a re-structure of the office, taking into account the position of development. The Victorian Schools Cycling Championships were held later in the year this time around in September and October and were very successful, particularly the State Final being held in conjunction with Sun Tour finish. The State Final of the mountain bike section is to be held on December 1.

Staff / Officials I would like to take this opportunity to thank the office for their tireless efforts over the past year. Adam Murchie moved on, near on the start of the financial year and Ian Maher replaced him in the position of Executive Officer, having previously been Events Officer. Ian has done an outstanding job, completely dedicated to improving the administration of cycling in Victoria. His dedication to long hours of hard work is commendable and his easy-going manner has made him a pleasure to work with. We in cycling are most fortunate to have a man of this calibre in this position. Steve Peterson took over from Ian as Events Officer and I would also like to thank him for his commitment and valued contribution. As he gains valuable experience, he promises to be an integral part of the administration. For her outstanding duties as Administration manager, I thank Amy McCann for her hard work, monitoring finances, in order to present accurate reports to the finance director, Steve Mitten. I also thank Rick Leonard for his effort over the past 12 months and I wish him well in the future. Finally, to Maureen Dougherty, our office volunteer, a big thank you for her valued time and much needed contribution. The CSV office is continuing to do a magnificent job with limited staff and resources. The dedication to the sport is unsurpassed. Both the Board and myself greatly value their contributions and I hope you all agree that we are being well supported by our staff.

Officials / Volunteers A special thankyou goes to all officials, volunteers, handicappers, club officials and coaches who keep the sport alive. Be it at club level or state level, the performance of the many thankless tasks, essential to the well being of the sport are all highly valued. Your help and support is much appreciated, without the efforts of these people, there would be no cycling.

2001 – 2002 Annual Report CycleSport Victoria CSV Board I would like to thank the Board and announce to the members, that the majority of the Board has been harmonious over the past 12 months, working tirelessly at their tasks, dedicated to the sport. They have taken to their tasks diligently and their attendance and punctuality has been excellent. The focus is clearly on getting the job done. We have welcomed Steve Mitten on board as finance director who has done an excellent job and we also welcome our new Board member, Trevor Wilkie, who has recently taken up the marketing portfolio. I would like to take this opportunity to thank Jim Taylor, in completing the huge task, involved with the co- ordination of the cycling at the World Masters Games. Chris Beales’ commitment to the development of mountain biking is commendable, as has been Barry Langley’s work in the racing portfolio and with the Junior Worlds. Klaus Mueller’s efforts towards the running of Vodafone Arena and especially towards the construction and development of the No 2 Training Velodrome has been excellent. I feel that the Board has further improved credibility with the government and other authorities and most importantly, with clubs and members. I thankyou for the privilege of being president over the past 12 months and I will endeavour to continue having a positive impact for our sport. Furthermore, the Board and myself are not complacent and will always strive for further improvement.

EXECUTIVE OFFICER’S REPORT

What a big year it has been for cycling in 2001-2002. Firstly Adam Murchie, who had been Executive Officer of Cycle Sport Victoria since December 1998, left us in mid October 2001. Adam still remained on the 2002 World Junior Track Cycling Championship Management Committee representing Cycle Sport Victoria.

In December 2002 Cycle Sport Victoria moved offices from 19 O’Connell Street, North Melbourne to Level 2, 420-424 William Street, West Melbourne. This was a huge task, renovating the new offices, and then moving everything from O’Connell Street up those stairs to our new address. To everyone that assisted in the renovations and the move, congratulations on a magnificent effort.

The 2002 World Junior Track Cycling Championships was a major project overseen by Cycle Sport Victoria during the year. Barry Langley as Event Director, along with Joe Ciavola and Adam Murchie representing Cycle Sport Victoria on the Management Committee, put in many hours to ensure that this event was the of the highest quality. The Championships, conducted in August 2002 were a huge success due, to Barry, Joe and Adam, plus all of the officials and volunteers who gave of their time willingly.

Another major project undertaken by Cycle Sport Victoria was the 2002 World Masters Games. Jim Taylor (Chairman), George Nelson (Secretary), Laurie Norris, Karin Jones, Chris Beales, Eric Rudd, Bettina Terry and Paul Ciuro were the sub-committee appointed by Cycle Sport Victoria to oversee this event. Adam Pearse was appointed by the World Masters Games Board to act as Liaison Officer for Cycling. Once again the above-mentioned, spent countless hours organising and running the event. The event turned out to be twice as big as anyone expected, with 1410 entries received. The event was conducted from the 5th till 13th October 2002 and special mention to all of the officials and volunteers for their outstanding efforts.

Well it is now official; work has commenced on the Training Indoor Velodrome at Northcote. Klaus Mueller has been the Cycle Sport Victoria representative for the Reference Group, chaired by the City of Darebin, and has ensured that Cycling receives the best possible outcome for this joint venue.

The 2001 Road Season was very successful, with entries up 22% on the 2000 Season, with this carrying on to the 2001-2002 Track Season. In particular, the Christmas Carnival Circuit which attracted riders from all over Australia. At some Carnivals over 300 riders participated

The Victorian Junior Track Team travelled to Alice Springs in April 2002 for the National Track Championships. Of the 63 medals to be decided, Victoria returned with with 32 medals, 15 Gold, 9 Silver and 8 Bronze and also the Ray Godkin Shield as the Champion State. Victoria won 15 of the 21 events held, with Sarah Humphreys JW15 setting two new Australian Records, and receiving the “Champion of Champions” award. Congratulations to the 19 riders, which represented Victoria, and the Management Team for the outstanding achievements.

The Senior National Track Championships were held in Sydney in April 2002.

2001 – 2002 Annual Report CycleSport Victoria Victoria returned with a total of 16 medals, 7 Gold, 6 Silver and 3 Bronze. The under 19 Men’s team dominated their category winning 7 Gold, 2 Silver and 1 Bronze medals. Mark French was named the “Champion of Champions” at the conclusion of the Championships. Congratulations to Nicholas Sanderson, Bradley Norton, Sean Finning, Jonathon Clarke and Mark French on being selected to represent Australia at the 2002 Junior World Track Championships in Melbourne.

I would like to take this opportunity to thank the office staff of Cycle Sport Victoria for their contribution throughout the year. During the year Simon Quick (Development Officer) left, and was replaced by Rick Leonard, who also left us at the end of September 2002. Adam Murchie also left us mid October leaving the workload to Amy McCann, Steve Peterson who joined Cycle Sport Victoria mid-November and myself.

My thanks goes to the Board and Committees for their direction over the past 12 months. It was a pleasure to work with a very committed Board, which once again allowed Cycle Sport Victoria to return a profit for the 2001-2002 year.

Finally, I must mention the many hours that President, Joe Ciavola devotes to cycling in Victoria. As President, Joe has worked tirelessly to turn Victorian Cycling Incorporated into a profitable organisation since being elected to the position.

NO 2 VELODROME

Klaus Mueller updated members on the No 2 Velodrome. He stated that the completion of the actual building is contracted for September 30, with Sherman receiving the contract. Clifton formworks carpentry has been given the tender for construction of the track. It was stated that they were involved in the track construction at Vodafone. They are aiming for the track to be completed by mid December 03. K Mueller stated that, as with any contract, this date may be delayed, but that early 2004 would be a realistic point to consider for the opening of the track facility. Klaus stated that during discussions regarding the facility, plans had bounced between the builders and CSV several times for approval, in order to cut the costs of the original quote, which came in much higher than budget. It has now been settled at around $9m total. K Mueller stated that this cost meant that there were no bells and whistles, just a basic construction. At this stage, there would be seating for 500 spectators in the finishing straight. The City of Darebin was asked to include provision for another 500 seats in the back straight. To ensure that this provision is made, CSV is committing $15,000. At this stage, it has not been finalised whether or not this commitment would be required. Members will be kept informed.

K Mueller stated that it looked as if the purchase of timing equipment would be covered by the 2002 Jnr Worlds surplus. He stated that the City of Darebin had received a $1m contribution

2001 – 2002 Annual Report CycleSport Victoria from Bowls, in exchange, they have now been granted management rights to the bistro and function rooms. It was stated that this may mean there is an amount of restriction that may be placed on our use of the function rooms. K Mueller stated that most importantly, CSV have exclusive ownership of the Velodrome and therefore there is no limit to the use of the Velodrome.

Clubs in Metropolitan Melbourne with track facilities have been contacted and asked to attend a meeting on Monday, November 25, 2002 regarding the use of No 2 Velodrome, whether it be club racing or training, costs etc. K Mueller stated that it was imperative that, for the survival of the facility, it be used as often as possible. It was stated that at all stages during the planning process, never has it been indicated that the track be a club track, it is the home of CycleSport Victoria. It was stated that clubs should not take such a facility for granted. Melbourne will soon have two indoor velodromes, which would rate as one of the most unique scenarios throughout the world. It has been indicated that the operating cost could run at around $200,000 per year and there must be an offset of income to ensure the feasibility of the facility.

FINANCIAL REPORT

Steve Mitten, finance director reported on the financial situation at CSV. He stated that CSV had returned the audited figure of a $21,000 net profit. He also stated that CSV had returned an impressive operating profit, as compared to last year and that this was the important figure from a non-profit organisation’s point of view. S Mitten stated that this was down to the Board tracking as close to budget as possible throughout the year. He stated that there were considerable extraordinary expenses, including the move of office, upgrade of computers and internet upgrade. He stated that, considering all of this extraordinary cost was absorbed and CSV still had the result it did, it was an excellent result. The benefits of the 2002 World Masters and Jnr Worlds will not appear in the accounts until next financial year. S Mitten stated that $19,000 depreciation seemed a little high, considering it is $13,000 higher than last year. He stated that, what should happen, is that equipment such as computers etc. should be gradually depreciated, and not in such a big hit, as has happened here. Other points of note were: officials claims were up $4,000 this year and wages up $22,000, mainly attributed to junior development officer. It was noted that rider credits were still gradually increasing, now existing as $32,856, having increased this year from $29,000 the previous year. S Mitten also stated that $75,000 had been placed in a term deposit, based at 5.85%.

S Mitten indicated what can be expected next year, making a forecast. He stated that members should expect trading to travel along a similar line, and we can expect an upward trend in membership to continue. Income from grants could be expected to dry up a little. Members can expect costs to rise by about 3%.

Overall, Steve Mitten stated that he was very happy with the financial situation, with around 500,000 in turnover being handled by only three staff.

Les Dunn questioned the non-interest bearing liabilities, being the VCF trust. J Ciavola stated that the $60,000 would be coming into play this year with an application to be made to the trustees. This may mean using a portion of the trust towards the No 2 velodrome. It was stated that it was the original intention of the trustees that the money go towards something tangible, such as this facility.

F TO ELECT LIFE MEMBERS

J Ciavola stated that, after much consideratio by the Board, they had awarded life membership to two members.

Firstly, to Merv Dean who has been involved with the Bendigo Cycling Club for many years, held many positions at the club, is a state commissaire and has been at the forefront of a club, involved in promoting open events for many years. Merv thanked Joe and the Board for the award.

Secondly, to Chris Wilkins who has played a big part with the Shepparton Cycling Club over many years, also holding many positions at the club, also a state commissaire and also at the forefront of the promotion of open racing, doing a power of work at the club. Chris also thanked Joe and the Board for the award.

G TO ANNOUNCE THE ELECTION RESULTS

In the absence of returning officer, Ron Howard, Ian Maher, Executive Officer, read the returning officer’s declaration, indicating the result of the election for presidency. The declaration read: ‘to facilitate the opening of the envelopes and the counting of the votes, I invited the scrutineers, Jack McGowan and Bob Farley, to attend the VCI office at 9am on the morning of November 14, 2002.’

The declaration was signed by the two scrutineers, along with the returning officer, and stated that, ‘we declare that the above results reflect the votes as cast by those VCI members, whose name appeared on the voting list.’

The results of the election were as follows:

As a result, Joe Ciavola will remain in the position of president for another two years.

H TO ELECT THE INDEPENDENT APPEALS BOARD

As there had not been any formal nominations received prior to the AGM, nominations were called from the floor. J Ciavola asked if all current incumbents, present at the meeting would be

Move that the current members of the Appeals Board be re-instated for another year.

I TO APPOINT AN AUDITOR

J Ciavola stated that the current auditor, Gary McLennan, would be moving up to Brisbane, having been previously based in Devonport, Tasmania. J Ciavola stated that CSV had only recently been told of this and suggested that the appointment of an auditor based in Melbourne be investigated by the Board. He sought approval from the members, stating that it was important for an auditor to be close by, for the purpose of meeting with either the office staff or Steve Mitten, with any issues that may arise. Move that the Board be given the task of appointing an alternative auditor after investigations

D ARMSTRONG / L DE LUCA CARRIED GENERAL BUSINESS

1. Doug Armstrong questioned whether there was now a vacancy on the Board, as he thought that if an Executive member was challenged by another Board member, then that Board member tendered their registration in doing so. K Mueller stated that this had been investigated and this does not appear in the constitution. It is that Board member’s decision whether or not to continue in his position. 2. Bill Dove stated that, as there will be television coverage of upcoming events at Vodafone Arena, he asked what the position would be on allowing school kids on free tickets to have more spectators in the stadium, in order to improve the image portrayed on television. J Ciavola stated that similar ideas had been considered in the past but that it is very expensive, as MOPT must receive $5 from each ticket sold, regardless of whether it is sold or given away. Bill Dove asked if there was some discussion that could be entered into, as it would look impressive to prospective sponsors. J Ciavola stated that he and Cyclists International will investigate the possibility of this happening. Barry Langley stated that it would be very difficult to get school groups in, when the event is in fact, held after hours. J Ciavola stated that Cyclists International had tied up SBS television coverage for at least the first four meets. 3. Matthew Wright asked if anything had been considered, aiming at increasing the number of state commissaires? J Ciavola stated that the ACF has indicated to the States that it would be introducing a level 0 commissaires course, based for club racing. Matthew Wright stated that the problem was at state level. J Ciavola agreed, but stated that with an increase at club level, it was bound to influence the numbers available at state level. I Maher stated that on behalf of the officiating committee, the staff sent out surveys to current and past commissaires and had a huge response. It was aimed at testing why people were not involved and for what reason? I Maher also stated that there were many areas regarding officiating that were to be or currently are being looked at including; travel reimbursement,

It was stated that while officials did not have a great problem spending money to officiate, but it is not fair that they be out of pocket. 4. Ian Maher stated that while on the issue of officials, he has had a very ordinary response from commissaires for the Xmas Carnivals and it was getting to the desperate stage. He stated that if he didn’t receive some contact regarding the events, then it was doubtful whether or not they would run. He stated that it was the biggest series of events outside of Vodafone Arena, yet no-one wants to work at them. He stated that the problem was that there was a hard core group, many of which are here tonight, who officiate at most races. It was stated that there was definitely a need for younger commissaires, perhaps coming out of the new accreditation created by Cycling Australia. 5. Joe Ciavola stated that there was to be the inaugural Victorian Cyclist of the Year awards. May 2nd is the date set. There will be 6 categories plus the overall award, covering road, track and MTB, male and female. At this stage, David Goode would be the Maillot Jaune representative on the organising committee. Expressions of interest in being on the committee are currently being called for. Senior and J19 riders will be invited along with club representatives. Senior club champions will be presented on stage. Hopefully it will be a large scale event, and will now take the place of the Austral function which will no longer run.
