That application is mutually exclusive with the proposal proffered by Threshold in its Petition for Rulemaking and as set forth in the FCC's Notice ofProposed Rulemking (the "NPRM") in this proceeding to substitute Channel 235Cl for Channel 249Cl at Altamont, Oregon.2 The application has been designated as a counterproposal in this proceeding.3 I See File No. BPH-20110819ABZ.
