( VI ) FOREWORD

The district census handbook (DCH), compiled by the Census Organisation on behalf qf the State governments, is one of the roost valuable products of the Census. The DCH is constantly· referred to by planners, administrators, academicians and researchers. It is inter ali. used for delimitation of cons. tituencies. fonnulation of local level and regional plans and as an aid to District administration. The district census handbook is the only publication which provides Primary Census Abstract (PCA) data upto villa,e level for the rural areas and wardwise for each city or town. It also provides data on in­ frastructure and amenities in villages and towns, etc.

The district census handbook series was initiated. during the 1951 Census. It contained important census tables and PCA for each village and town of the district. During 1961 Cenlus the scope of the DCH was enlarged and it contained a descriptive account of the district, administrative statistics, census tables and a village and town directory. including peA. The 1971 DCH serieq was planned in three parts. Part·A related to village and town directory, Part·B to . village and town PCA and Part-C comprised analytical report, admini'ltrative statistics, dimct census tables and certain analytical tables based on peA and amenity data in respect of villages. However, in some states it was confined to district censur taMe. and in a few ca4!es altogether given up due. to delay in compilation and printing.

While designing the format of 1981 OCR .series some ,new featllfeS along with the restrueturin, of the formats of village and town directory have been. attempted. At the same time, comparabi!itywith tho " I' 1971 data has also been kept in view. All the amenities except power supply in the village hive been ~rouait together in tbe village directory with the in5tructioD tbat in case. an amenity. is, not available in the referrent village the distanQe in broad rangt$ from· "the nearest place where the, atpenity is lYaiiable may be given. The re~tructuring of the format of the village directory and incorporatinl more exhaustive data on infrastructure aspect particUlarly in relation to amenities and land use pattern is expected to further meet the need of micro level planning for rural areas. It is expected to help not only in local area planning but regulating the provision of goods and services as well so as to minimise the regional imbalances in the process of development. A few new items of information have also been introduced to meet some of tbe requirements of the Revised Minimum Needs Programme. Such ntw items of information as adult literacy centres, primary health subcentres, and communitv health workers in" the villap-e have been introduced in the village directory with this objective in mind. The new item on approaCh to the village is to have an idea about the villages in the district which are inaccessible. A' neW coluftm,· "total population and numher of households" has heen introduced to examine the correlatioTl of 'the amenities with the population and number of households they serve. Addition of two more appendices listing the villages where no amenities are available and according to the proportion of scheduled caste and scheduled tribe popUlation to the total population has also been made with this view in mind.

The formats of the town directory have also been modified to meet the requirements of the Mini. mum Needs Prograinme by providing information on a few new items. A new statement on civic and other amenities in slums in Class·I and Class·It towns (Statement IV·A) has been introduced with this objective in mind. It is expected that this will help the planners to cbalk out programmes on provision of civit

( viiJ amenities for the improvement of slums. The columns on Scheduled Castes and Scheduled TrIbes population in statement IV relating to civic an:! other amenitie~ and adult literacy classes/centres under educational facilities in statement V are also added inter alia with this view. A significant addition is class of town in alt ,the seven., statements of the town directory. The District Census Handbooks were introduced for the first time in the 1961 Census in India but so far as is concerned the same we,e brought out in 1971 Census for the first time~~ The District Census Handbooks were published in three parts, namely part A, B & C. These were: found, vel"! useful and valuable source of various informations to . the planners, . administrators, legislators' and' other public bodies. I have great pleasure to bring out the District Census Handbooks for all 7 (seven) d:s:ricts of Nagaland in the 1981 Census, which will serve as a valuable source of information. Part A&B are combined in ~ the same volume.

This volume will give the over all picture of wnoie district at a gia:1ce under the heading "Impor­ tant Statistics". The analytical note contains number of inset tables based on village directory, town' directory and primary census abstracts of the state/districtjcirclesjvilIages. Part A. provides .th~ ...,jIlage directory and town directory along with the tables on administrative, welfare and developmental statistics of the districts while the Part B consists of the tables based on p.e.A. data.

tx~i) ANALYTICAL NOTE

Definition and Concepts :-

Rural Areas:- The Cadastrally surveyed village with fixed boundaries is taken as a village for the purpose of census in plain areas. In the hill areas, a village is considered to be a collection of houses with certain boundaries having a separate name traditionally recognised by the villagers.

Urban Areas;- The definition of urban areas as adopted in a uniform manner through out the country in 1961 census has also been followed in 1971 and 1981 census. PIlces which satisfy the followin, telts are considered as a town. a) All places with a municipality, corporation or cantonment or notified area, b) All other places which satisfy the following criteria, i) a minimum population of 5,000, ii) at least 75% of the male working population should be non-agricultural and iii) a density of population at least 400 per km a (i.e. 1000 per sq. mile). The Director of eealul Operations of each state and union territory was, however given certain discrection in respect of lome marginal cases in consultation with the state Government to include some places that had other dist­ inct urban characteristics and to exclUde undeserving cases.

The class of the town in terms of population is categoriesed according to the following procedure. 1. Class I With a population of 100,000 and above 1. Class n With a population from 50,000 to 99,999 3. Class III With a population from 20,000 to 49,999 4. Class IV With a population from 10,000 to 19,999 5. Class V With a population from 5.000 to 9,99) 6. Class VI With a population of less than 5,000

Censos House;- At Census House' is a building of part of buildin5 having a separate main entran8, from the road or common courtyard or staircase, etc., used or recogniied as a separate unit. It may be occupied or vacant. It may be used for a residential or non-residential purpose or both.

Household:- A household is a group of persons who co:nmo1ly live together and would take their meals from a common kitchen unless the exigencies of work prevents any of them from doing so. There may be a household of persons related by blood or a hausehold or unrelatei persons or having a mix of both. Examples of unrelated house:lOld., are boardfng houses, messes, hostels, rescue homes, jails etc., which are called 'Iostitutioaal households'. Tnere may be one memh:!r households, two member households or multi-member households. For census purposes, each one of these types is regarded as a household.

Scheduled caste/scheduled tribes ;- There is no scheduled caste in the state of Nagaland in 1981 census as per the Constitution (Nagaland) Scheduled Tribes Order, 1970. In 1931 cen5US the schedul'!d tribes as listed in Constituion (Nagaland) Scheduled Tribes Ord~r, 1970 have been adopted, the names of which are given below :-

1 1) Naga 2) Kuki 3) Kachari 4) Mikir and 5) Garo

It may be noted that the term 'Naga" is a common name of the community as a whole. As many as sixteen sub-tribes have been recorded in the 1981 census under heading 'Naga', they are listed below ;-

Literate:- A person who can both read and write with understanding in any language is to be taken as 1iter~te. A person ,who can merely read but can not write, is not literate. It is not necessary that a person who is literate should have received any formal education or should have passed any minimum educational standard. All children of the age of 4 years or less are to. be treated as illiterate even if the child is going to school and may have picked up reading and writing a few odd words.

Workers:- A "Worker" is a person whose main activity is participation in any economically productive work physically or mentally. Work involves not only actual work but effective supervision and direction of work. The following points are taken into c:)nsideration to treat a person as a worhr during 1981 census.

(i) A person who normally works but has been absent from work during the reference period, (i.e. during the Jast one year prior to the date of enumeration) on account of illness, holidays, temp­ orary closure, strikes etc. is treated as engaged in the work he/she would otherwise have been doing but for his/her temporary absence.

(ii) persons under training such as apprenties with or without stipends or wages are treated as workers.

2 (iii) A persons who has merely been offered work but has not actually joined yet IS treatej as a worker.

(iv) A fuli tim~ public or social service worker who is actively engaged in public service or a full time political worker, who is also actively engaged in furthering the political activity of hislher party is treated as a worker.

Workers are further devided into two categories, viz, main workers and marginal workers,

Main Workers:· If a person has done any work at all during the year, be is regarded as a worker. The main worker and the marginal worker is identified by the number of days he/she had been engaged in the economic and productive work during the year. If a person has done such work for 6 month, or 183 days or more during the reference period (i.e. during the last one year prior to the date of enumeration) he is regarded as the main worker.

The person who is a main worker may have worked for six months or 183 days or more in I more than one activity. For example he/she may have worked for 3 months in cultivation, one month in gur malfing and 3 months as an agricultural labourer.

When main activity of a person qualifies him to be treated as a worker he/she is further categori. esed according to the type of work he/she performs viz., cultivator, agricultural labourers, household industry and other work.

These terms are explained below:-

Cultivator :. For the purposes of census a person is working as cultivator if he or she is engaged either as employer; single worker or family worker in cultivation of land owned or held from Govern· ment or held from private person or institutions for payment of money, kind or share. Cultivation in· eludes supervision or direction of cultivation. If a person gives out his land to another person for cultivation for money or share of crops and who does not even supervise or direct cullivation of land he will not be treated as cultivator.

Agricultural Labourer :. A person working in another person's Jand for wages will not be treated a~ ~ultivator, but he will be treated as an agricultural labourer.

Household Industry ;- A person is said to be en,!aged in household industry if he is engaged in some productive, processing, servicing or repair of articles or gtlods such as handlooffi weaving, dying, carpent­ ry, bidi rolling, pottery manufacture, bicycle repairing. black~mltl1y, tai1o~ing etc, and if it is conducted by the head of the household himself/her self and or by the members of the household at home or within the village in rural areas and only within the precincts of the house where the household lives in urban areas. The industry should not be run on the scale of a registered factory.

Other Workers ;- All workers, i.e., those who have been engaged in some economic activity who are nilt cultivators or agricultural labourers or in Household industry, are "Other workers"

Marginal Workers :- If a person has worked any time, but has not worked for the major part of the year he is treated as a Marginal worker. He may be a student or engaged in household duties or dependent or rentier or beggar or inmate of institution such as prisoners.

3 Non Workers:- A'Non-worker' is a person who is engaged in any economically productive work Non-worke~ are categorised under seven broa:! heads namely, household duties, students, retired person& and reutiers, dependents, beggars and inmates of institutions.

BRIEF HISTORY OF THE DISTRICf AND THE DISTRICT CENSUS HANDBOOK

History :- Mon is one of the 7 districts of Nagaland. The other 6 districts of Nagaland are Kohima, , , , and Zunheboto. When the state was created in 1963, it was divided into three districts namely, Kohima, Tuensang and Mokokchung. Mon was one of the 3 sub-divisions of till 1971 Census. In December 1973 Tuensang was further divided iato two districts i.e. Tuensang and Mon. The people of Mon and Tuensang districts are known as eastern Nagas which includes the Konyaks, the major tribe of Mon district. The Konyaks are a big tribe and they are divided into two groups· Lower Konyaks and Upper Konyaks.

Though it is certain that the people of this district came to this place from outside, probably from different parts of Indo China and South East Asia, and through Burma, it is not known when tbey came. There has been some inferences of the arrival of the Southern and Western Nagas to their present places but there has not been any such inference in respect of the eastern Nagas including Konyak Nagas of Mon district.

During 1971 Census, Mon was one of the 3 sub-divisions under Tuensang district. But in 1973 Mon has beea declared as a separate district which include the following circles urJdor Mon sub-division' vide Nagaland Government Notification No. Ap. A. l5/12/71 (HQ) dated Kohima. the 19th December, 73.

1. Naginimara 4, Phomching 2. Champang 5. Mon sadar 3. Chen 6. Tizit

There are 82 villages out of which 2 are uninhabited. which consist the rural unit of the district. There is only one urban unit in the district. This new district has been created witlt the areas of the Mon sub-divisioll and placed under the ciurge of a Deputy Commissioner with a view to introduce a more efficient system of administration in the state.

No separate District Census Handbook was published for Mon district during 1971 Census as it was a part of Tuensang district. All the comparable and necessary informations pertaining to the present Mon district for 1971 Census are available in the District Census Handbook of Tuensang district published in 1971.

Phyiscal Aspeets, Highlights on the changes in the jurisdiction of the district during the decade including its boundaries:-

Mon district. then Mon sub·division under Tuensang district has six circles, namely Naginimara, Moo sadar, Champang, Cher Phomching and Tizit which has been approaved by the Government of Nagaland in Notification No AP 15/12/71 (HQ) dated 19th December 1973.

Boundary :- It is bounded by Sibsagar district of in the north, Armachal pradesh and Burma in the east and Tuensang district in the south and west.

4 Population • The total population of Mon district is 78,938 according to the 1981 census out of which 42,219 are males and 36,719 are females and 72,040 rural and 6,898 urban population. MOD sadar is biggest circle with 15,570 persons clo!'-ely followed by Champang circle with 14,693 persons. Tne smallest circle in the district is Tizit circle with 9,044 persons.

The important places in this district are Wakchin~, Mon, Tizit, Champang and Naginimata; a railway \ station.

River Dikhu has passed through MOD district and has joined the Brahmaputra.

Climate and Rainfall :. The district enjoys monssoon type of climate with fairly good rainfall Rainfall is heavy durin!! the summer. Rainfall all over the state varic3 from 20(} to 300 ems. which oc~urs for about seven months from March to September and is heaviest in Mon area.

Major characteristics of the District :

Although Nagaland is almost entirely hilly it has several plain areas also on the border of Assam. They are plains of Naginimara and Tizit in Mon district.

Main characteristics of the district in relation to the economic resources:-

Agriculture :- The main occupation of the people in the district is agriculture and 83.46 percent of the main workers in the district are cultivators. Jhum cultivation is the main form of cultivation. Important crops under jhum cultivation are rice', millet, maize. cotton, chilli etc.

Industry ;- Industry ha5 not yet developed and so only few people of this district are engaged in weaving, blacksmithy and handicrafts to meet their needs.

Forestry:· Forestry is an integral part of the human environment and th~ development mlde in the field of forestry are reflected in various sectors of human activity in this district. All requirements of forest based products both in the rural and urban areas are met locally from the forest.

In the 1981 Census, good effort has oeen made to compile' both censused and non-censu~ data at village and town level in a wide range and uaiform manner with an enlarg~d scope for aU the seven districts in the state. This book is of great demand for the statistical data by the State Government machinery and local bodies of administrative, planning and developmental purposes, The D. C. H. is being brought out comb:ning part A and Part-B to avoid delay in publication "Part-A consists of village and town directory while part·B of this volume cO:1sists of Primary Ce.1sus Abstracts circle wise/village wise and town wise (within' the town, ward wise).

The scope of Part-A and part·B is explained briefly below Scope of Part-A

The D. C. H. Part.A contains the village and town directory. The village directory reveals the general living conditions of pea~antry and the over all d~velopment that has taken place in the district. The ame:tities available Within each village in the field of education, medical ani health. drinking water, Communications post and telegraph have b~en given in columns 5·10 of thi~ directory.

5 Besides the information to rel~ting to distance from nearest town,staple food, power supply, approach rOld to the village etc, are given in the columns 11 to 14. This directory also gives the information regarding the land use in he~tares. EVen though the village3 in Nagaland are not cadastrdly surveyed, the appro"imate arta of tbe different land use are being presented in columns 15 to 20 of this directory. All possible effort has been made to record in the remarks column any place of religious, h;storical or arche­ aloaical inti!rest of each village. It also gives the informations relating to the number of news papers com'ing" to the village, numb:!r of motor cars etc. in the village if any. The town directory of this part gives the data for each town in the district in the six statements explRincd below:· Statement I - It furnishes the status and gro'Nth history of the town at the census of 1901 to 1931. Columns 7 to 14 are kept blank and a dash (.) has b~en given as it is a newly created town as 5mh for the first time during 1981 census.

Statement II· Funishes the physical aspects and location of the town as in 1979. The rainfall and temperature data in maximum and minimun and road distance of the state HQ from the town have also been given. The name of the nearest city, Rly station and the bus route also are furnished with distance within brackets.

Statement III • Furnishes the informations relating to municipal finances 1978· 79. The municipal finance could not be furnished as the town itself is a cen~us town as shown in column 3 of the statement.

Statement IV - Furnishes the data relating to civic and other amenities, 1979 It furnishes the Scheduled tribe population, road length in km, system of swerage and numb;!r of latrines of different types, method of disposal of night soil, protected water supply with source of supply, system of storage with capacity in Iitres and electrification (number of connections for vario:J.s purposes in the town).

Statement V - Furnishes information relating to the medical, educational and the recreational facilities as in 1979.

Statement VI· Furnishes the informations relating to the trade, commerce, industry and bank facilities as in 1979.

Scope of part-B - The district Census Handbook Part B contains the village and town Primary Census Abstract.

Primary Census Abstract:· It gives for each village and each ward of a town the primary census data incorporating area sq. kms, the number of households, total population and its breakup by sex, scheduled tribes, literates and educated persons, workers classified in column 17 to 26, non-workers in column 27 to 30 for both town and villages circle wise.

The District of Mon with an area of 1786.00 square kilometres has a population of 78,938 out of which 42, 219, are males and 36, 719 are females as recorded in the 1981 census.

The Districts has only one town, with an area of 9 sq km, namely; Mon town. It has a popUlation of 6,898 out of which 4,373 are males and 2,525 are females.

The district consists of 6 circles with one town. The total population of the tOWIl and the circles area as follow :- Mon town 6,898, Naginimara 12,903, Champang 14,693, Chen 9,616, Phomching 10,214, Mon sadar 15, 570 and Tizit 9,044. This part also contains the special primary census abstract on scheduled tribes. The abstract gives tne total number of households with S. T. members for the district separately for )9tal, rural and urban followed by the circles in column 4, total scheduled tribe population sexwise iVcolumn 5 to 7 and total literates sexwise in 8 to 10. . ,

The sexwise workers of different categories and nonworkers among the scheduled tribe population for the district (total rural, and urban) followed by the circl~s are given in colUmns 11 to 31 of this abstract.

Four appendices which are prepared on the basis of villages directory and peA data are incorporated 1D this volume.

AppeDdix I· This appendix shows circle wise abstract of educational. medical and other amenities. From this table it appears that some villages have only one type of educational amenity, either primary or secondary or higher secondary schools, while some are having more than one type of institutiom. Similarly. in case of medical and other amenities like drinking water and post and telegraph also it is seen that some of the villages have more than one aminity and others have only one of the amenites.

Appendix II • It relates to the land utilisation data in respect of censul towns.

Appendix III - This appendix shows the names of the villages where no amenities are available. There is only one village in Naginimara circle in Mon district wher" no amenities are available.

Appendix IV .. T1;1e appendix shows the ranges of scheduled tribes population (percentages). From the table it appears that almost all the villages where there are scheduled tribes popUlation are falling within the scheduled tribes range 51 and above excepting few which fall within the other lower ranges.

The above table shows the circlewise distribution of villages according to the availability of different &Il'.enities in the 80 villages such as education, medical, drinking water, post and telegraphs, communications, approach by pucca road and power supply.

The above table gives the proportion of the circlewise rural population served by the d1fferent amenities. From this table it appears that large proportion of rural population are served by educational and drinking water facilities whereas a very small proportion of the rural popUlation is served by pucca approach road.

Table No.3

This table shows the distribution of villages not having certain amenities arranged by distance ranges from place where these are available. This table reveals that there is only one village where educatioaal facility is not avai!able but available at a maximum distance of 10+ kms. There are 65 villaaes where there are

7 no medical facilities available within the village but available at the distanco ofless than 5 kms in 3 villages., 5·lOkms in 18 villages, lO-l-kms in 36 vilIa$es and 8 villages in which the same facility is available at' distance unspecified.

Similarly the table shows the information relating to drinking water, post and telegraph anel oommunication facilities.

From the above table, it appears that there is no inhlbited village which falls within the distance range 0-5kms from the nearest town. 9 villages fall within the distance range of 6·15 kms all of which have educatIOnal and drinking water facilities and 55.55 percent of the vilhges have power supply in this range.

33 villages. fall within the distance range of 16-50 kms from the Mare it town, all of them with educational facility, 21. 21 percent of the villages hwe medical facility 93. 34 percent have drinking water 9.09% have post and telegraph, 3. ()3% have communication, 303% have approa~h by pucca and 36.36- percent have power supply facilities .

. . 38 villages fall within the distance range of 51 +kms with 97.37% having educational facility, 21.05% haVing medical facility. 84.21% of the villages have drinking water, 10.53% hava post and telegraph, 2.65%. have communication and 526% have power supply facilities. There are 80 inhabited villages in Mon District in total of which 98.75% hwe educational facility, 18.75% have medical facility, 9\).00% have drinking water fa~ilitYt 8.75% h:we post and telegraph 1.25% have pucca approach road and 23.75% have power supply facilities.

All the 80 inhabited villages have been distributed a~cording to the population range and amenities available. 23 villages fall within the population range less than 499,50 villages within 500-1,999 and 1 within the population range 2.000·4,999. It is seen that there is not a single village which falls within the biggest popUlation range 5,000+.

The number of villag~s (with their percentage) having the amenity of educational, medical, drinldns­ water, post and telegraph etc. are shown in the above table.

The above table shows main staple food in the mljority of villages in each cirde. It is seen that rice is the main staple food in Naginimara, Cham pang and Cben whil~ in Pho:nching, rice and millet, in Tizit, rice and maize and in Mon sadar, rice :millet and maize are Ihe main staple food.

The above table show3 the growth, density and sex-ratio of the urbln populatbn in the district in relation to the state urban population. Mon Distrkt has been created only after 1971 CeJlSUS and Mon H. q. has been treated as' a urban centre for the first time in 1981 .cenS:1S.

The decadal change as recorded in fizit circle is 31. 32% the higbest, followed by Naginimara circle with 22.68%. The decadal variation is found to be lowest (-1.76%) in Mon sadar Circle be·:ause the popUlation of Mon H Q. was included in the rural p.:>pulation of Mon )adu in 1971, while in 198 [. the population of Mon H. Q. is included in the urban populatirlD. As a result, the rural population of Mon sadar circle decreased in 1981.

It show3 a lower percentage of scheduled tribe population to the total population in the urban area of Mon town which is 62.55%. The percentage of workers is higher than that of nonworkers in all the circles ex.cept Naginimara and Mon town. The percercentage of workers to the total population of the District as a whole is 85.66% and non-workers percentage is 41. 34'/. 30 PART.B VILLAGE AND TOWNWISE PRIMARY CENSUS ABSTRACT

PRIMARY CENSUS ABSTRACT Fly Leaf

In this part basic population figures in respect of each village m case of rural areas and for each ward in case of urban areas have been presented in 28 columns for each circle/town separately. In census terminology this statement is called Primary Census Abstract. This Abstract can be divided into following five parts for column-wise illustration ;-

(a) The first part contains two columns, e.g, columns. 1 and 2, code number assigned to each village within each circle and for each ward within the town and name of each village within each circle and name of town/ward within the urban area. (b) The second part of the statement relates to the information pertaining to the total area, number of occupied residential houses, number of households, sexwise distribution of population, sexwise population of scheduled castes/tribes and literacy figures for each village within the circle in the rural areas and for each ward in case of urban areas. The total area in column 3 has been given for the town only but the same could not be furnished for each village within each circle as the villages in the district are not cadastrally surveyed. The total number of occupied residential houses in column 4 excludes the vacant houses aDd other houses which are used non-residential purposes and the information is based on the Abridged Hou~elist to 1981 enumeration. The number of households in column 5 has been presented on the basis of Household Schedule The total population figures in· column 6 has been distributed sexwise in columns 7 and 8 of the Abstract for each village and urban ward which also included houseless and institutional population. (c) The third part of the statement contains column 9 to 12. ~he columns 9 and 10 are keep blank. as there is no scheduled caste population in NagaJand as per the Constitution (Nagaland) Scheduled Tribe Order, 1970. In columns 11 and 12 the sexwise population of scheduled tribes have been presented. The sexwise literacy figures have been presented in columns 13 and 14. Cd) The fourth part from columns 15 to 26 deals with working population. In columns 15 and 16 sexwise main workers have been given whereas from columns 17 to 24 the figures relating to the main workers distibuted into four broad categories of workers have been presented. These categories include workers engaged as cultivators, Agricultural labourers. Household Industry and the remaining workers which fall under the industrial 'classification in catogory HI, IV, V (b). VIto IX under the heading "Otherworkers". It may be noted that the particulars about these categories of workers are not being presented in the Primary Census Abstract itself sep!lrately, however. the same has been presented in table B-3 Part UI which is being published separa1e:y in columns 25 & 26 sex wise particulars of marginal workers have been presented. This category of workers are other than the 'Il1ain workers and are engaged in economic pursuits for only some parts of the year. (e) The fifth part contains the non-working population who are dependent on others. The informations have been presented in columns 27 & 28 of this statement. The definitions of all the categories of workers. non-workers and other items of the Abstract are given in the analytical note of this book.
