LEGISLATIVE RESOLUTION urging Major League Baseball Commissioner Allen H. (Bud) Selig to overturn the openly admitted error of the official umpire ruling of "safe" at first base for the Batter Jason Donald in the 9th inning of the Detroit Tigers vs. Cleveland Indians game on the night of June 2, 2010 and thus awarding Detroit Tigers pitcher, Armando Galar- raga, a "perfect" game to his pitching record WHEREAS, The first base umpire, Jim Joyce, who has been an umpire for over 23 years in Major League Baseball has openly admitted fault to his incorrect ruling of "safe" for the Cleveland Indians batter Jason Donald; and WHEREAS, The expanded use of technology has permitted review of calls on plays in many sporting events which, in this case, has shown blatant evidence of a missed call play; and WHEREAS, Detroit Tiger's pitcher, Armando Galarraga, has continued to show humility and graciousness since the Major League Baseball officials blatant disregard to acknowledge this historic and personal record of achievement; and WHEREAS, The importance the game of baseball plays to the State of New York and throughout the Nation is to provide inspiration of hard work, discipline, and team work to successive generations of Americans of which a blatant error like this, if allowed to stand would sully the reputation of baseball; and WHEREAS, There has only been 20 pitchers in the history of Major Leag- ue Baseball who have ever achieved the historical record of "perfect" game, including Cy Young, Sandy Koufax, and David Cone; and WHEREAS, The definition of a "perfect" game is when a pitcher or pitchers retire each consecutive batter during the course of a nine inning game which is the total of 27 batters, which Armando Galarraga achieved if not for the missed call play by the umpire at first base; and WHEREAS, The reversal of this ruling would not affect the standing records of other players on the Cleveland Indians and Detroit Tigers as the batter, Jason Donald, was the last out in the batting line up for the Cleveland Indians; now, therefore, be it RESOLVED, That this Legislative Body pause in its deliberations to urge Major League Baseball Commissioner Allen H. (Bud) Selig to over- turn the openly admitted error of the official umpire ruling of "safe" at first base for the Batter Jason Donald in the 9th inning of the Detroit Tigers vs. Cleveland Indians game on the night of June 2, 2010 and thus awarding Detroit Tigers pitcher, Armando Galarraga, a "perfect" game to his pitching record; and be it further RESOLVED, That a copy of this Resolution, suitably engrossed, be tran- smitted to Major League Baseball Commissioner Allen H. (Bud) Selig..
