(2013) Planning the horticultural sector: Managing greenhouse sprawl in the Netherlands, Land Use Policy, 31, 486-497 Abstract Greenhouses are a typical example of peri-urban land-use, a phenomenon that many planning systems find difficult to address as it mixes agricultural identity with urban appearance. Despite its urban appearance, greenhouse development often manages to evade urban containment policies. But a ban on greenhouse development might well result in under-utilisation of the economic value of the sector and its potential for sustainability. Specific knowledge of the urban and rural character of greenhouses is essential for the implementation of planning strategies. This paper analyses Dutch planning policies for greenhouses. It concludes with a discussion of how insights from greenhouse planning can be applied in other contexts involving peri-urban areas. Keywords: greenhouses; horticulture; land-use planning; the Netherlands; peri-urban land-use 1 Introduction The important role played by the urban-rural dichotomy in planning practice is a complicating factor in planning strategies for peri-urban areas, often conceptualised as border areas (the rural-urban fringe) or as an intermediate zone between city and countryside (the rural-urban transition zone) (Simon, 2008). However, “[t]he rural-urban fringe has a special, and not simply a transitional, land-use pattern that distinguishes it from more distant countryside and more urbanised space.” (Gallent and Shaw, 2007, 621) Planning policies tend to overlook this specific peri-environment, focusing rather on the black-and-white difference between urban and rural while disregarding developments in the shadow of cities (Hornis and Van Eck, 2008).

The inventory found that: There are a number of quality frameworks that more or less cover the different types of provision. A framework specifically for type 1 WEB funded non-formal adult education does not exist. Existing frameworks (such as Blik op Werk, with the KET-KIT) could be adapted to this type of provision, carefully assessing what is needed to assure the quality of adult education. Municipalities hardly have advanced quality assurance procedures and rely on the quality assurance procedures of the providers. In the tendering and subsidy arrangements quality criteria are imposed on the contractors. Municipalities generally lack the resources to follow-up on the quality criteria imposed. A future quality approach will have to be distinct per type of non-formal adult education: o Type 1 non-formal adult education: ‒ Develop guideline on how municipalities can deal with quality and suggest a set of quality criteria. A first suggestion could be to look at: ‒ Outreach/partnerships ‒ Intake/screening/registration ‒ Learning resources ‒ Teachers ‒ Monitoring progress ‒ Adapt existing quality framework / labels to assure that the providers have the organisational quality in place to offer the provision; and to assure that there is an external quality check on the learning process; the satisfaction of learners and the satisfaction of clients (funders, i.e.

    WELSTANDS- EN MONUMENTE NCOMMISSIE EDAM- VOLENDAM JAARVERSLAG 2020 VOORWOORD 2020 was een bijzonder jaar, dat ook voor de Welstands- en Monumentencommissie Edam-Volendam in het teken van Corona stond. De commissie heeft de situatie goed kunnen opvangen en is direct na de ingang van de beperkende maatregelen overgegaan op online- vergaderingen. Ondanks de technische moeilijkheden waarmee dit soms gepaard gaat, is het gelukt om ook dit jaar alle aanvragers en bezoekers die bij de vergadering aanwezig wilden zijn, te ontvangen. Corona lijkt geen remmende werking gehad te hebben op het aantal aanvragen. Het aantal door de commissie behandelde plannen was in 2020 hoger dan in 2019. Uit gesprekken met particuliere aanvragers kwam naar voren dat de lock- down vaak juist een stimulans was om hun woning te verbouwen. Gepaard aan de grote bouwactiviteit van particulieren ziet de commissie in 2020 de verstedelijkingsdruk vooral ook toenemen bij een aantal grotere transformatieprojecten. De commissie staat heel positief tegenover het beleid om de grote woningbehoefte te concentreren op bestaande locaties die vrijkomen voor transformatie en herbestemming. De taak van de commissie is om de aanvragers te helpen om programma en architectuur goed in te passen in de omgeving en zorgvuldig af te stemmen op de bestaande ruimtelijke kwaliteiten, in het bijzonder waar het gaan om het beschermde stadgezicht en het landelijk gebied. Een bijzonder project, waarover de commissie het bestuur in 2020 adviseerde, is de herbestemming van het historische complex van het Hoogheemraadschap aan de Schepenmakersdijk Edam, waar op zorgvuldige wijze appartementen worden gerealiseerd in de verschillende monumentale gebouwen. Een ander voorbeeld van een meer grootschalige herbestemming in het beschermde stadsgezicht van Edam is de Baandervesting (voormalige Kornäs-terrein) waar 81 woningen worden gerealiseerd in de vorm van een groot stadsblok met individuele panden en diverse architectonische expressie.
