(2013) Planning the horticultural sector: Managing greenhouse sprawl in the Netherlands, Land Use Policy, 31, 486-497 Abstract Greenhouses are a typical example of peri-urban land-use, a phenomenon that many planning systems find difficult to address as it mixes agricultural identity with urban appearance. Despite its urban appearance, greenhouse development often manages to evade urban containment policies. But a ban on greenhouse development might well result in under-utilisation of the economic value of the sector and its potential for sustainability. Specific knowledge of the urban and rural character of greenhouses is essential for the implementation of planning strategies. This paper analyses Dutch planning policies for greenhouses. It concludes with a discussion of how insights from greenhouse planning can be applied in other contexts involving peri-urban areas. Keywords: greenhouses; horticulture; land-use planning; the Netherlands; peri-urban land-use 1 Introduction The important role played by the urban-rural dichotomy in planning practice is a complicating factor in planning strategies for peri-urban areas, often conceptualised as border areas (the rural-urban fringe) or as an intermediate zone between city and countryside (the rural-urban transition zone) (Simon, 2008). However, “[t]he rural-urban fringe has a special, and not simply a transitional, land-use pattern that distinguishes it from more distant countryside and more urbanised space.” (Gallent and Shaw, 2007, 621) Planning policies tend to overlook this specific peri-environment, focusing rather on the black-and-white difference between urban and rural while disregarding developments in the shadow of cities (Hornis and Van Eck, 2008). -

Stapelbroek Word Count: 24951 Date: 25-07-2018 Summary This thesis contains a case study on the determinants that influence the paradiplomacy strategy that Dutch provinces adopt vis-à-vis their member state, when representing their European interest. Because of the growing regional involvement in International Affairs, the traditional relationship between the sub-national authorities and their member states has been challenged. Both the sub- national and national level have been transitioning into a new role. This thesis aimed to contribute to the literature on determinants of paradiplomacy strategies (cooperative, conflicting and non-interaction paradiplomacy) that sub-national actors can adopt vis-à-vis their member state. The goal of the research is twofold: a) to gain insights in the reason why Dutch regions choose to either cooperative, conflicting or non-interaction paradiplomacy in representing their EU interests vis-à-vis the national level and b) to determine which strategies are most used and why. Corresponding to this goal the main research question is “Which determinants influence the paradiplomacy strategy that Dutch provinces adopt vis- à-vis their member state, when representing their European interests?” To answer the research question a qualitative in depth case study has been performed on two cases consisting of two House of the Dutch provinces regions and their respective provinces. -

I conducted the research in cooperation with the University of Twente and Waternet, which performs all water related tasks for the City of Amsterdam and the Regional Water Authority Amstel, Gooi and Vecht. My time at Waternet introduced me to the world of drinking-water and wastewater treatment; a relatively new topic to me. The graduation process opened my eyes to see a great sector where sustainability is high on the agenda. The fact that wastewater quality and the provision of essential resources, like phosphorus, are in the public interest was a great attraction to me. The whole time I kept wondering how things could be better or more sustainable. At one point I even found myself wondering whether it was more sustainable to use a pencil or a pen, which I thought was overdoing it! I would like to thank my supervisors at Waternet: André Struker and Jan Peter van der Hoek. -
