Hydrofictions: Water, Power and Politics in Israeli and Palestinian Literature Hannah Boast Hydrofictions: Water, Power and Politics in Israeli and Palestinian Literature Hannah Boast PhD University of York English and Related Literature October 2015 Abstract This thesis examines the representation of water in Israeli and Palestinian literature, from the early years of Zionist settlement at the start of the twentieth century, to the daily violence of today’s ongoing occupation. It takes an interdisciplinary approach, drawing on disciplines including cultural geography, science and technology studies, and, inevitably, politics. At the same time, it situates these explorations in the context of the increasingly fevered contemporary debates on ‘water wars’, global water crisis, and the Anthropocene. In doing so, it demonstrates the many ways in which water intersects with Israeli and Palestinian cultures, at the same time as indicating the potential for literary approaches to deepen and critique existing political, scientific and corporate discourse on the future of the world’s water. Literary critics have so far had little to say about water. Land has always seemed more politically important and cultural meaningful. The significance of land appears dramatically amplified in the context of Israel/Palestine, where issues of land, borders and sovereignty remain painful and unresolved. This neglect of water exists in spite of a growing trend towards reading literature for its representations of resources, most prominently in the subject of ‘petrofiction’. No resource, however, is more fundamental than water. In bringing water to the forefront, this thesis has significant implications for future research in Israeli and Palestinian literary studies, postcolonial ecocriticism, and the environmental humanities. No part of this thesis has been previously published, or submitted for examination at the University of York or any other institution. vi Introduction In his 2008 eco-thriller Hydromania, the Israeli novelist Assaf Gavron imagines a dystopian vision of a future Israel/Palestine in the aftermath of dramatic climate change.1 Set in the worryingly close year of 2067, Gavron’s novel presents a drastically altered political scenario, in which Palestinians have won the conflict, claimed Jerusalem as their capital, and become the regional power. In a reversal of the current territorial situation, Israelis have been left with a narrow coastal strip of territory, comprising the two now-overcrowded cities of Caesarea and Tiberias. The novel’s main theme however, as its title suggests, is water scarcity, with Gavron presenting an Israeli version of the ecologically-inclined sub- genre of science fiction increasingly termed ‘cli-fi’.2 In Hydromania, the world is effectively governed by corporations from three countries, China, Japan, and, more surprisingly, Ukraine, who exercise control over every aspect of Israeli citizens’ lives through their monopoly on the highly scarce commodity of water, now known by its brand names of ‘Ohiya Water’ or ‘Gobogobo Water’. Rainfall is rare, with each event timed using sophisticated technologies, and citizens are prevented from collecting their own water, leaving them constantly thirsty. She cautions that ‘[t]he future that Assaf Gavron depicts in Hydromania is a prospect familiar to every anxious Israeli’.3 Indeed, stories about the exhaustion and contamination of Israel/Palestine’s freshwater sources appear frequently in the local and international press. Most days, we can read about topics from the water shortages experienced by Palestinian communities in East Jerusalem, to the apparent promise of Israeli water technology, to fevered predictions, by both left and right, of climate change-induced political destabilisation in Israel/Palestine, and the wider Middle East.4 Renowned Israeli architect and theorist Eyal Weizman turns in his latest work from questions of the spatial politics of occupation to the intersection of Israeli mechanisms of territorial control with conceptions of weather and climate.5 The water of Israel/Palestine has long been the

    The Lost Decade of the Israeli Peace Camp By Ksenia Svetlova Now that Israeli annexation of Jewish settlements in the West Bank is a commonplace notion, it seems almost impossible that just twelve years ago, Israel and the Palestinian Authority (PA) were making significant progress in the US-sponsored bilateral peace negotiations. Since then, the stalemate in the talks has become the new normal, under three consecutive governments headed by Benjamin Netanyahu. The Palestinians, led by Mahmoud Abbas and his government, have been cast as “diplomatic terrorists” for asking the international community for help. The Israeli peace camp has been subjected to a vicious smear campaign that has shaken its self-esteem and ruined its chances of winning over the public. This systematic smearing of Israeli and Palestinian two-staters has paid off. In the April 2019 elections, Israel’s progressive Meretz party teetered on the edge of the electoral barrier while Labor, once the ruling party, gained only six mandates (5% of the votes). The centrist Blue and White, a party led by ex-army chief Benny Gantz, carefully avoided any mention of loaded terms such as “the two-state solution” or “evacuation of settlements”, only calling vaguely to “advance peace” – as part of Israel’s new political vocabulary, which no longer includes “occupation” or even “the West Bank”. Despite offering no clear alternative to the peace option it managed to successfully derail, the Israeli right under Netanyahu has been in power for over a decade in a row, since 2009. Israel’s left-wing parties are fighting to survive; the Palestinians are continuing their fruitless efforts to engage the international community; and the horrid reality of a single state, in which different groups have different political and civil rights, seems just around the corner.

    On the Methodological Role of Marxism in Merleau-Ponty’s Phenomenology Abstract While contemporary scholarship on Merleau-Ponty virtually overlooks his postwar existential Marxism, this paper argues that the conception of history contained in the latter plays a signifi- cant methodological role in supporting the notion of truth that operates within Merleau-Ponty’s phenomenological analyses of embodiment and the perceived world. This is because this con- ception regards the world as an unfinished task, such that the sense and rationality attributed to its historical emergence conditions the phenomenological evidence used by Merleau-Ponty. The result is that the content of Phenomenology of Perception should be seen as implicated in the normative framework of Humanism and Terror. But this is in spite of the fact that they go very distinctly against the grain of virtually all contemporary scholarship on Merleau-Ponty. For it is the case that very few scholars today – and this is particularly true of philosophers – have any serious interest in the political dimen- sions of Merleau-Ponty’s work.

Die vorliegende Arbeit untersucht die Beschaffenheit von „Talkback“-Diskursen auf Nachrichten-Web-Seiten im Rahmen des palästinensisch-israelischen Konflikts. Die Ergebnisse der Studie zeigen, dass viele der Antwort- schreiber sich einer kritisch-rationalen Diskussion über grundlegende Fragen des Konflikts verpflichten, jedoch oft auch rationale Argu- mente vorbringen, um entgegenstehende Meinungen zu delegitimieren. Der „Talkback“-Dialog ist durch eine engagierte Diskussion gekennzeichnet, wobei jedoch die Mehrheit der Antwortschreiber eher in Dialog mit dem jeweiligen Artikel treten als einen Dialog mit den anderen Antwortschreibern zu führen. The study's findings demonstrated that several talkback writers engage in rational-critical discussion of is- sues essential to the conflict, although they often use rational arguments to de-legitimize conflicting opinions.     Survey of Palestinian Refugees and Internally Displaced Persons 2004 - 2005 BADIL Resource Center for Palestinian Residency & Refugee Rights i BADIL is a member of the Global Palestine Right of Return Coalition Preface The Survey of Palestinian Refugees and Internally Displaced Persons is published annually by BADIL Resource Center. The Survey provides an overview of one of the largest and longest-standing unresolved refugee and displaced populations in the world today. It is estimated that two out of every five of today’s refugees are Palestinian. The Survey has several objectives: (1) It aims to provide basic information about Palestinian displacement – i.e., the circumstances of displacement, the size and characteristics of the refugee and displaced population, as well as the living conditions of Palestinian refugees and internally displaced persons; (2) It aims to clarify the framework governing protection and assistance for this displaced population; and (3) It sets out the basic principles for crafting durable solutions for Palestinian refugees and internally displaced persons, consistent with international law, relevant United Nations Resolutions and best practice. In short, the Survey endeavors to address the lack of information or misinformation about Palestinian refugees and internally displaced persons, and to counter political arguments that suggest that the issue of Palestinian refugees and internally displaced persons can be resolved outside the realm of international law and practice applicable to all other refugee and displaced populations. The Survey examines the status of Palestinian refugees and internally displaced persons on a thematic basis. Chapter One provides a short historical background to the root causes of Palestinian mass displacement.
