Abstract The Major Vegetation Types and plant communities of the Soutpansberg Centre of Endemism are described in detail with special reference to the Soutpansberg Conservancy and the Blouberg Nature Reserve. Phytosociological data from 466 sample plots were ordinated using a Detrended Correspondence Analysis (DECORANA) and classified using Two–way Indicator Species Analysis (TWINSPAN). The resulting classification was further refined with table–sorting procedures based on the Braun–Blanquet floristic–sociological approach of vegetation classification using MEGATAB. Limpopo is the main focus of this study because it, inter alia, borders on three sovereign states (Botswana, Mozambique and Zimbabwe) which place the province in a good position to engage in international relations, mutual intentions and friendly relations with its neighbouring and other distant countries. The results of this study is that provinces have become important foreign policy and international relations actors in the area of low politics; however the national government remains as the main actor in the international relations and foreign policy making process.

I am confident that everyone is already feeling welcome and truly at home. Secondly, let me also take this opportunity to appreciate the presence of all of you in this meeting. Just by looking around, I am convinced that this is an assembly of all strategic role players in the field of water and sanitation. There is no doubt that your presence and participation in this summit will go a long way in enhancing the quality of the discussions and the resolutions to be adopted in this summit.
