EDITORIAL NO FORUM TO FIGHT FOR PENSION RESTORATION The absence of a forum for GSRMA members to publicly air their views on pension restoration is bemoaned by General Secretary Paschal Feeney. He says the Association has waited for far too long to make its submissions to the Public Service Pay Commission, which is due to deliver its report in April. n behalf of the GSRMA, I had written well in Oadvance when the Terms of Reference were released for the Public Service Pay Commission (PSPC) – the body which was established to look into all aspects of Public Sector Remuneration. Likewise I sought representation on your behalf on the Commission itself in order to get our message across, since the Government is failing to recognise our plight. Taoiseach Enda Kenny referred my application to the Minister for Public Expenditure and Reform, Paschal Donohoe TD. Minister Donohoe released the names of the PSPC members he had appointed to the Commission, and inferred that all submission in relation to public pay and pensions were to be submitted to this body in good time, so that they would be best equipped to deliver its report. In mid-February I wrote to the Public Service Pay Commission, to put them on notice that I would be as a progressively structured imposition on public service making a submission on your behalf. As audience needs changed and evolved, RTÉ, together with the independent sector, rose to the challenge to ensure that quality Irish content was produced to inform, educate and entertain. From factual to entertainment, lifestyle, cláracha gaelige, drama, comedy and young people’s, the sector responded to unprecedented changes to daily life in Ireland and across the world to produce relevant and distinctive content. Audiences in Ireland connected with Irish content in increasing numbers across all genres, with RTÉ’s all-day share of TV viewing increasing by 1.7% to 27.2%1. RTÉ delivered 43 of the top 50 programmes on Irish television in 2020, with 14 being produced by the independent sector. Independent productions such as Ireland on Call and RTÉ’s Home School Hub played a pivotal role in meeting new audience needs and complemented News & Current Affairs content across TV, online and radio. As well as creating innovative new content and formats to meet these needs, the independent sector demonstrated great agility by adapting production models to comply with public health advice and restrictions. Series such as Ireland’s Fittest Family and Operation Transformation used best-practice production methods to ensure their safe return to screens, while new programming such as Gardening Together with Diarmuid Gavin, No Place Like Home and Open for Business reflected shifts in audience lifestyle and needs during the pandemic.

I HAVE been requested to say something by way of introduction to a collection of the writings —small in bulk, but still, to my mind, very big in substance and form—of my old friend Lalor, and I willingly comply with the request. Scarcely any man living, at least out of his own family, with the probable exception of my friend Thomas Clarke Luby, can have known him better, and few, if any, can have a higher opinion of the intellectual and moral merits of the man. I cannot, however, do better for Lalor's memory than by extracting from a book of mine, still unpublished, all that directly bears upon him. I extract, then, without any further comment, but only with the explanation that, from the nature of my book, I could not easily detach from it what I think it necessary to say here of — Vlll INTRODUCTION.

APPROVED BY MEMBERS OF THE THESIS COMMITTEE: Ann Weikel, Chairman Charles A. Le Guin Michael F. Reardon -=.v Cf) Reece In early 1868 William E. Gladstone presented several bills in Parliament to disestablish the Church of Ireland. Prior to 1868 Gladstone had stated his opposition to the official connection between the Church of Ireland and the State. Gladstone, however, had also claimed that he was not in favor of immediate action and instead advocated restraint in attacking the Church of Ireland. The 1860's also saw the rise of the Fenian organization. The Fenians were dedicated to the overthrow of English rule in Ireland and the 2 establishment of an Irish republic.
