A meeting of the Hastings County Planning & Development Committee was held with the following members present: Warden Rick Phillips, Councillors Paul Jenkins, Bonnie Adams, Tom Deline, Dennis Purcell, Vic Bodnar, Carl Stefanski, Loyde Blackburn, Jan O'Neill, Bob Mullin, Libby Clarke and Jo-Anne Albert. Regrets were received by Councillors Barbara Shaw and Dan Johnston. Also in attendance were Lynn Kruger, Wollaston Township Deputy Reeve, Glenn Locke, Limerick Township Councillor, Justin Harrow, Director of Planning, Emily Galloway, Planner, Gib Garrett, Planner, Allison Goodwin, Land Division Secretary, Andrew Redden, Economic Development Manager, Sue Horwood, Director of Finance, Cathy Bradley, Clerk and Corporate Communications Officer and Sharon Christopher, Administrative Assistant.

Call to Order (a) The meeting was called to order by the Chair. Chair Deline welcomed Lynn Kruger, Wollaston Township Deputy Reeve who was sitting in on behalf of Barbara Shaw.

i) Emily Galloway, Planner, reviewed the details of File No. B100/18 advising that objections have been received and that a condition has been added to ensure a vegetation buffer is maintained to assist with the loss of privacy concerns by neighbouring properties.

Moved by Councillor Loyde Blackburn; Seconded by Councillor Paul Jenkins; THAT subject to the conditions outlined, Consent File No. B100/18 (for lands located in part of Lot 13, Concession 8, (Rawdon) part 1 on 21R 18071; Part 2 on 21R 16326, Township of Stirling-Rawdon (Rawdon) be approved. CARRIED

Review of the Minutes of the April 16, 2019 meeting Page 31 of 97 ii) Gib Garrett, Planner, presented File No. B119/18 and B120/18 application details advising that staff are recommending approval. Mr. Garrett reviewed the concerns received regarding the application.

Moved by Councillor Bonnie Adams; Seconded by Councillor Jo-Anne Albert; THAT subject to the conditions outlined, Consent File Nos. B119/18 (Rimar Holdings Limited) and B120/18 (Geraldine Johnston, Christopher Kelly, William Kelly and Deborah Cornacchia) for lands located in Parts of Lots 26, 27 and 28, Concession 19, Township of (Tudor) be approved. CARRIED

iii) Mr. Garrett reviewed File No. B2/19 and the details of the application for severance. He also provided the details of the objection received and explained how the conditions included addressed the concerns.

Moved by Councillor Carl Stefanski; Seconded by Councillor Loyde Blackburn; THAT subject to the conditions outlined in the Planning Staff Report, Consent File No. B2/19 (Larry Presley) for lands located in Part of Lot 35, Concession 1, Municipality of Tweed (Hungerford) be approved. CARRIED

iv) Justin Harrow, Director of Planning, reviewed File No. B3/19 and the details of the severance application, advising that staff considered that the subject lands are located in a settlement area and the severance could hinder the eventual development area available of the retained lands and that staff recommends to deny the application. The applicant, Mr. Pedersen, spoke to the application advising that he is aware of the fact that development holding would remain on the land.

CARRIED

Petitions & Delegations (a) Monica Nikopoulos, Limerick Area Conservation Coalition (LACC) and Deputy Grand Council Chief Marsden for the South East Region of Ontario for the Anishinabek Nation Monica Nikopoulos founder of Limerick Area Conservation Coalition appeared before Committee to speak to the McBride Project, a proposed mine located in Limerick Township. She spoke to the exploration that was undertaken and her environmental concerns that would result if this mining operation proceeded in Hastings County. Ms. Nikopoulos requested that the townships and Hastings County pass a resolution similar to that of Limerick Township limiting mining exploration in Hastings County. Chief Marsden, past Chief of Alderville, spoke to their opposition and noted that the subject land is located on treaty land. He stated that despite Mr. McBride saying that consultation has begun he advises he does not feel this is the case and that proper consultation with First Nations is required.

He clarified that is was not his intention to have the County become involved with running the tourism centres.

Welcome and Introductions: Chair, Dave Gerow, welcomed everyone, called meeting to order and reminded all board members to give any pecuniary interest.

Minutes: No issues with last month minutes. Motion made to accept minutes made by Robert, seconded by Loyde. Carried.

Business Arising: Cindy advised that district 3 and working group would be discussed later in the meeting. Loyde has supplied EOTA with a code of conduct and conflict of interest to adapt for the board. These will be scanned and sent out to the board to discuss at the next meeting. Cindy also advised that more letters of support have come in for funding. All these letters have been sent to MPP .

Financial: Monthly Summary was provided to board and explained. Cindy advised we are still waiting on about $5,500 being owed to EOTA from Level 3 (new company name is Century Link), Tourism Development Fund and a few others. The permit chart was presented in the newsletter Motion made to receive financials made by Bill, seconded by Wayne. Carried.

Correspondence: A letter was given to Wayne to provide to the Bancroft OPP stating they can act on EOTA behalf on the trails. Wayne requested Cindy contact someone from Bancroft to touch base with them. Tom also requested a letter for their OPP detachment. Cindy advised board we had another North Frontenac agreement to sign; it is the same as all other agreements with them. Motion made to renew agreement was made by Wayne, seconded by Bill. Carried. Working Group Update/Proposal: Cindy gave update on the working group and went over the draft partnership that was put together with Dave Baker and Mike Ainsworth. A motion was made to support draft partnership document with OFATV. Moved by Wayne, Seconded by Robert. Carried. Talks have come a long way with OFATV and the draft agreement will be taken back to their clubs and presidents to see if they agree to this. Loyde questioned if there is an end date goal for this, Cindy advised we need to have things hopefully finalized by the end of March or shortly after so the riding season will not be effected. EOTA proposal is in front of Government and MPP is asking them to support it. All board members are in agreement with how this will move forward, and thanked Cindy for all of her hard work and time that has been put into discussions with OFATV and the working group.

OFSC district 3 Update: District 3 meeting with the OFSC and EOTA had to be postponed. Meeting to take place at a later date. Emails are still going to Ken for District 3 to explain further the break down budget and what the expenses are and will be. Cindy has agreed to keep Bill up to date if anymore emails come in from District 3. Bill requested that a meeting be set up with all districts that use EOTA trails to discuss upcoming projects for the next year. Cindy also advised board there will be three bridges on the Campbellford to Hastings line that will need to be posted for 10 tonne limit.

Media Campaign: EOTA has signed a contract with Destination Ontario for a $50,000 media campaign for 2 months. When the new budget is released, there could be more funding available. The current campaign will reach ON, USA & QC to bring more people to the area. Destination Ontario is very positive about EOTA seeing more sales from this campaign.

Quinte West Meeting: Cindy met with , and the meeting went very well. Quinte West looking to purchase land from Glen Ross to Frankford, for shared use and would like EOTA to maintain it. Cindy advised that EOTA will have to inventory the land before anything is agreed on. Quinte West will be working to put some type of contribution into the budget to help maintain. Cindy to keep board up to date as things move forward.

Website Statistics: Erica gave update on website statistics to board.

• 70,000+ page views. This is up from 28,000 in the previous year. • On average people are visiting 3 different pages while on our website. • Average duration on website is 2 min and 30 seconds. Our website host tells us this is above average, as other websites are at about 1 minute. • 82% of our website viewers are new. • Visitors from the USA are at about 8,500 people, this is up about 15% from previous year.

Newsletter: Newsletter with highlights from 2018 was handed out to the board. Newsletter will also be sent to all clerks to be included in council meetings.

Other: Quinte Sportsman show was held in Belleville earlier in March and EOTA had a booth at the show. Show was very well attended, and there was lots of interest in maps. Dave mentioned possibly having a Mayor/Reeve & councillor ride this spring or summer. EOTA will look into doing this. Dave also mentioned he would like to stay on as Board Chair. A motion was made to have Dave stay on as chair for the remainder of the year. Motion made by Wayne, seconded by Tom. Carried.

Stormwater - where does it go?

This spring, all the snow in your yard has melted away and just miraculously disappeared. Now, let’s give a thought to where it all goes. Sure, some of it seeps into the gardens and lawn but a large percentage of it runs across the hard surfaces in your yard and directly into the stormdrain. Along the way it picks up a host of pollutants: pesticides, road salts, heavy metals, oils, bacteria, and other harmful pollutants. But where does it go?

There are a couple of options, some good, some not so good. A lot of stormwater simply runs into the nearest body of water, untreated, not so good. This can harm fish habitat, cause erosion problems and add contaminants to the water body.

Better options are stormwater management facilities, which have a simple purpose, they gather stormwater runoff. Through a combination of landscape and structural features, stormwater management facilities slow and filter this runoff improving the water quality.

Around the Bay of Quinte, different management facilities are used for different reasons. Man-made wet ponds, constructed wetlands, detention/retention channels, infiltration trenches, and bio-retention swales (rain gardens) are specifically designed to collect runoff from streets, the ground surface, and stormdrains. These facilities allow water to accumulate and be gradually released back into watercourses, which reduces erosion, removes contaminants, and improves water quality. In addition, these stormwater management facilities can be attractive features. In many neighbourhoods, they are surrounded by natural vegetation and provide habitat for birds and animals. Another option is a stormwater oil and grit separator, which is an underground device that captures oils and sediments from stormwater runoff improving water quality.

Other options are designed to provide water quantity control to alleviate downstream flooding: dry ponds, surface storage areas, and oversized pipes, but offer limited water quality benefits.

We can all help to improve the quality of stormwater runoff by taking the following actions: • Do not pour anything into the stormdrain that you wouldn’t put directly into a river or stream • Harmful liquids should be disposed of at household hazardous waste events. • Use eco-friendly cleansers to wash your car. • Limit the use of pesticides on your lawn. • Ensure your vehicle is not leaking oil. • Pick up animal waste. • Build a rain garden in your yard. • Look for signs of other contaminants that may end up leaking into the stormdrain.

Stormwater is a source of excess phosphorus to the Bay of Quinte. The Bay of Quinte

The long-term Phosphorus Management Strategy will guide actions to maintain and improve water quality in the Bay and protect it for future generations. The strategy will set a long- term phosphorus target for the Bay. As well as, phosphorus targets for the key sources of phosphorus and proposed actions needed to meet the targets.

The goal is to restore and maintain the Bay to a healthy and sustainable condition for the long-term by reducing the risk of harmful algae blooms, while maintaining a sustainable fishery.

The strategy is to be based on best available science and modelling studies. As well as, the best available technology for wastewater and stormwater treatment. Along with advocating for the adoption of long-term targeted urban/rural stewardship initiatives to implement Best Management Practices.

The strategy will be implemented through a watershed based adaptive management approach. Review and update of the strategy will happen every 5 years and be based on advances in Best Management Practices, science, and technology.

We will be consulting with stakeholders in the affected sectors (agricultural, wastewater, and stormwater) in 2019.

The Bay of Quinte is a major generator of economic activity for the area (fishing, cottages, recreational boating) and the source of drinking water for most residents. This strategy will help maintain and improve the water quality and subsequently ecosystem health/quality in the Bay of Quinte and its watershed. This is intended to increase enjoyment of the Bay by local residents and increase tourism in the area by ensuring the Bay remains a healthy and

vibrant ecosystem.

Hastings County’s May 2019 Edition of “In the Know” Page 78 of 97 operators across Ontario’s Highlands are busy preparing for another fantastic season of welcoming visitors to the region. In fact, a group of 17 tourism operators and municipal representatives from Hastings County had the added support of preparing for this season by taking part in IGNITE Hastings County – a program that has shown remarkable success.

Participating stakeholders spent the better part of a week in April connecting, collaborating, and sparking new ideas during IGNITE, an interactive workshop hosted by Ontario’s Highlands Tourism Organization (OHTO) and made possible by funding from the Ministry of Tourism Culture and Sport through the Regional Tourism Organization (RTO) program.

The hands-on IGNITE program was created to inspire tourism operators and allies to connect with each other to build new experiences that meet the needs of today’s visitors, and took place at an off-grid, solar-powered retreat at Northern Edge Algonquin in South River, Ontario. Though this is the first time the IGNITE program has been offered specifically to stakeholders in Hastings County, this is OHTO’s fifth time hosting this immersive workshop, which has continually sparked new partnerships across the region leading to sought after experiences for visitors.

Subject: Town of Bancroft request for County participation in Community Improvement Plan (CIP)

Recommendation:

1. THAT the Planning Committee recommend to County Council that County staff from both Planning and Finance work with Town Staff to prepare for the County to participate in the Brownfield Tax Grant and Tax increment Grant Programs in the Town of Bancroft’s Community Improvement Plan subject to reviewing the Town’s final details for administering the program.

The incentive programs do not require upfront capital investments but rather use future tax revenues resulting from the new investments (increase in property assessment) to cover the cost of the incentive (see report for additional detail). Based on the assessment growth from last year in the Town of Bancroft (approximately $7500) in the CIP project area the impact is anticipated to be approximately $5,625, however that number could increase depending on the amount of new investment (construction).

Background:

The Town of Bancroft approved their Community Improvement Plan (CIP) in 2014 which identifies the entire Bancroft Community Urban Area as identified in the Hastings County Official Plan as the “project area”. The Town’s CIP has a number of different programs (9) that can be utilized by the Town. The Town has recently “activated” two of their programs from the approved Community Improvement Plan, the Brownfield Tax Grant and the Tax Increment Equivalent Grant Programs. In a letter dated April 18, 2019 (see attachment 1) the Town of Bancroft is requesting the County participate in these two programs commencing on January 1, 2019.

Details of these programs are as follows:

Tax Increment Equivalent Grant A tax rebate to phase-in up to 75% of the municipal tax increase attributed to reassessment after re- development for up to 5 years. The Tax Increment Equivalent Program recognizes that a site which undergoes development or redevelopment typically results in a reassessment which generates higher taxes to the Town. The program encourages investment by returning a portion of the tax increase for the first five years to the developer/investor.

Brownfield Tax Assistance Incentive A tax rebate to effectively “freeze” the municipal tax increase attributed to reassessment after redevelopment for a qualified site for up to 3 years. The Brownfield Tax Assistance Program recognizes that properties which are contaminated due to past activities must first undergo site remediation before the redevelopment can commence. The program encourages investment by freezing the normal tax increase following redevelopment for 3 years to partially offset the cleanup costs or risk management program arising from Phase 1 and Phase 2 Environmental Site Assessment.

Both incentive programs provide a transition period for the additional tax burden a property typically experiences after development or redevelopment (see attachment 2 for excerpts of the CIP relating to the grants). Both programs are available to the entire project area.

Comments/Analysis:

Section 2.6.6 of the County’s Official Plan states: “Where a Member Municipality has in place an approved Community Improvement Plan where financial incentives are provided, the County may consider making grants or loans to the Member Municipality for the purposes of carrying out a Community Improvement Plan. While the County recognizes the importance of a Community Improvement Plan to a Member Municipality and will endeavor to support local plans, the County is under no obligation to contribute to a Community Improvement Plan.”

The County Official Plan generally encourages participation in Member Municipality’s CIP’s. For any request County Council needs to ensure the member municipality’s CIP and related programs are aligned with the goals of the County Official Plan and the Community Improvement Plan.

The Brown Field Tax assistance program is intended to encourage the “clean up” of contaminated properties that would otherwise remain undeveloped. This program is consistent with the policies and intent of the County of Hastings Official Plan.

The Town has indicated the intent of the Tax Increment Equivalent Grant program is to encourage investment/development in the downtown as well as the outer regions of the Bancroft Urban Community area. It is also meant to target new investment/development which will be connected to municipal water and sewer services in order to increase the number of users on the system making the system more efficient and sustainable financially. Generally, the programs meet the intent of the County Official Plan, however there are some specific and technical details surrounding the program that will need to be discussed and addressed with the Town prior to the County’s Participation (i.e. confirming how the Town will implement/administer the programs; confirming the details and process around how a project qualifies).

The Town has indicated that they would be responsible for the administration of the program for both the Municipal and County portions of the tax grant. County staff supports this as it minimizes costs and time to
