HD Land Ltd and Hampton Downs (NZ) Ltd (“HD Land”) seek to retain the zoning of the Hampton Downs Motor Sport and Recreation Zone (HDMSR) as proposed. 2. HD Land opposes the submission by submitter number 783 Reid Investment Trust (RIT) which seeks to rezone the site as identified below from rural to the HDMSR zone and to include the site within Precinct E, as weLL as to change the zoning provisions to cater for future industriaL deveLopment on lot 6 DP 411257. Subject site – Lot 6 DP 411257, 17 ha for industrial 1.3587 ha available in Precinct B 3. Evidence on behaLf of RIT prepared by ALastair Wyatt dated 12 February 2021 has undertaken a s32 analysis of the site identifying two rezoning avenues of the site. These include: a) Rezone the site from rural to “industriaL” b) Rezone the site from ruraL to HDMSR zone with a new Precinct F enabling both industrial activities and event carparking or include the site within the eXisting Precinct B. GeneraLLy speaking HD Land do not oppose the deveLopment by RIT but any development must be undertaken with sufficient detaiL to ensure that alL reverse sensitivity risk is resolved. As background to these concerns HighLand’s Motorsport Park (Hampton Down’s sister track) has been engaged in on-going regulatory proceedings in order to protect themselves from reverse sensitivity effects.

This study focuses on two landfills, the Horotiu municipal waste landfill, near Hamilton, New Zealand, and the Maseru landfill in Lesotho. The Horotiu landfill is located less than 50 metres from the Waikato River and also sits on a shallow (< lm to water table) aquifer. In Lesotho, the Maseru landfill is 4 km from a river and 2 km from a water reservoir and rests on a huge aquifer. Over 5000 people depend on groundwater in the area between the landfill and the river.

This assessment should be read in the context of the Urban Design and Landscape Design Statement provided by AECOM. 1. Masterplan Concept and Transport Network Ethos The site area being considered within this assessment for potential future residential development is shown in Figure 1 . Figure 1: Horotiu West Masterplan Concept (AECOM) The site can reasonably be expected to yield between 250 and 280 residential units provided in a number of different densities and unit typologies. The masterplan considers connections to the existing transport networks at Kernott Road and Great South Road, with a hierarchy of transport routes being provided on site as follows: Main street (19m wide) providing primary means of access to the site and connecting to Great South Road and Kernott Road. A main street is expected to have a 7m wide carriageway accommodating traffic and cycles, 2.5m wide inset parking bays and 1.5m wide footpaths to both sides. This street allows for bus access with an alternative layout providing a 3m shared space for combined pedestrian and cycle use; Secondary streets (12m wide) provide secondary, local access.

    Appendix 14: Wastewater Management 1. Introduction Point source discharges of municipal and industrial effluent contribute organic, suspended solid, nutrient and pathogen loadings to the river. All municipal and industrial point source discharges must have resource consents. The resource consents stipulate the flow and load or concentration limits that the discharge must comply with. Most discharges will require some degree of onsite treatment to comply with these conditions. Within the Study area, there are a total of 13 sewage discharges. The consents and Assessment of Environmental Effects (AEEs), where available, have been reviewed for all municipal wastewater treatment plant (WWTP) discharges greater than 100 cubic metres per day. These are summarised in Table 1. There are also 16 major industrial discharges, some of which are discharged to land. These are also summarised in Table 1. The Waikato Catchment Model (see Appendix 13: Water Quality) has shown that the overall contribution of the municipal and industrial discharges to the total organic, solid, pathogen and nitrogen load is minor when compared to the diffuse source loads. Where discharged to small streams, these discharges may affect concentrations. In a few locations the phosphorus contribution associated with some (but not all) discharges has been shown to have a significant impact on water quality. This is primarily associated with the large point source discharges to the lower Waikato. Specifically reducing the phosphorus load from targeted discharges could be achieved through on-site treatment (for example chemical dosing, volume reduction, biological phosphorus removal) or by eliminating the discharge to the river altogether and disposing to land. In addition, land disposal of effluent from municipal WWTPs is seen by many Waikato iwi (tribes) as preferable to water discharge, as they and many other Maaori have a strong cultural belief that human wastes should be cleansed through contact with land before returning to water bodies.

In History at Massey University, Palmerston North, New Zealand Richard J. Taylor 2004 Abstract While military historians freely acknowledge the importance of logistics - the function of sustaining armed forces in war and peace - the study of military history has tended to focus on other components of the military art, such as strategy, tactics or command. The historiography of the New Zealand Wars reflects this phenomenon. As a result, the impact of logistics on the Wars remains largely unexplored and misunderstood. The British superiority in numbers, materiel and technology has been one of the most consistent and enduring themes in the historiography of the New Zealand Wars. Although more recent, revisionist histories have also highlighted the impact of Maori military prowess as a factor, interpretations of the course and outcome of the Wars are still dominated by accounts which stress the numerical and technological superiority of the British Army as critical. There are several problems with this approach. At its most basic, it ignores the historical reality that small, poorly-equipped forces have occasionally defeated larger and better equipped opponents. More importantly, it fa ils to take into account wider British strategy in New Zealand, and events that took place offthe battlefield, such as the provision of the logistical services that did much to shape the outcome.
