Recent growth has attracted a significant amount of both commercial and residential housing development, making Langford the retail centre of the West Shore. Big Box stores, often employing more than 1,000 people, have been attracted to the city; this in turn has attracted secondary and tertiary businesses. In the future, commercial development growth is expected to match that of residential. The OCP supports mixed- use, pedestrian-oriented development in the downtown core. Throughout the city, other areas have been designated as village centres, mixed-use employment areas, and neighbourhoods, where commercial development is encouraged.

Many more development areas have been designated as business, or light industrial, including Westshore Town Centre Mall, Millstream Village, Hull’s Field and Goldstream Meadows. Futures sites include South Skirt Mountain and Goldstream Heights.

8 Invest In Your Future – Invest in Langford Sports and Recreation

“If you look across Canada, we have the best recreational facilities for a town this size,” - Mayor Stew Young

City Centre Park In recent years Langford has been recognized for its commitment to providing the very best in sports and recreational facilities to its citizens. Award-winning City Centre Park is an example of an ambitious civic venture. This leading entertainment and recreation complex rose from a bare, dusty, back lot to a family destination for the entire region. It provides a wide variety of facilities:

• Eagle Ridge Community Centre: dry floor arena and Family Fun Park, PlayZone for kids, mini golf and splash-park. • Westhills Stadium: FIFATM-sized artificial turf field, bleachers, luxury box seating. • Westhills Arena: NHL-size ice rink with 400 seats. • Langford Lanes: 20 lanes of 10-pin bowling, restaurant with party rooms.

Langford works with all levels of government, as well as developers. Two-thirds of the financing for the Sportsplex came from the Federal and Provincial governments and represented the largest government grant the City of Langford has received to date ($14.1m).

Aquatic Centre A new $25-30 million aquatic centre is currently under construction. Due for completion fall 2015, the centre is the biggest project in Langford’s history. It emphasizes the City’s commitment to provide world-class recreational opportunities for residents.

Langford – Host City to Rugby Canada In January of 2012, rugby in Canada changed forever when Rugby Canada and the City of Langford partnered to open the Canadian Rugby Centre of Excellence (COE) in the city. The facility, already playing host to large events like the IRB Americas Rugby

Live – Work – Play – Be Part of the Evolution 9 Championship (ARC), continues to expand; player residences, dining facilities, study suites, video analysis theatres and hydrotherapy rooms have all been added to the strategic plan.

GM Mike Chu knows the value of the facilities and the opportunities they give Canada’s teams. “With the COE here in Langford, we have centralized training programs,” he says. “Our athletes are already seeing the benefits of training together every day. The Centre facilitates coaching, sports medicine, strength training, and conditioning our teams for peak performance. Competitors are pouring huge resources into their high performance programs. Canada is such a huge country centralizing our athletes and coaching staff makes sense, strategically and financially. The planned High Performance Centre will provide a world class facility for all our national programs.”

Canada’s age-grade teams, like the Under-20 squad who have competed at the World Junior Trophy, have trained at the COE, as have the BC Bears of the Canadian Rugby Championship. In addition to bringing IRB events like the ARC to Langford, the Centre has hosted programs for Canada’s outstanding men’s and women’s Sevens teams; both will be medal threats in 2016 at the Rio Olympics.

International rugby is increasingly competitive; standing still is not an option. The COE brings huge value to Rugby Canada’s stakeholders. It is an invaluable addition to the training arsenal of Canada’s high performance program – a point of pride for Canadian rugby supporters everywhere.

12 Invest In Your Future – Invest in Langford Parks, Lakes and Trails It has been said that Langford is blessed, it seems to have it all; industrial and commercial centres, top quality retail, world-class sports facilities, an incredible diversity of housing in a variety of neighbourhoods, and on top of all this, it’s surrounded by the most amazing natural beauty.

Within its boundaries are Glen Lake, Langford Lake and Florence Lake that provide great walking, fishing, boating and swimming opportunities. It has ten major parks including Goldstream, a rare bastion of old-growth forest, with a picnic area, a salmon river, a waterfall and its crowning glory, spectacular Mount Finlayson with numerous trails leading to its summit. Nearby, Mt. Wells, a 123-hectare wilderness park, offers hikers a steep and challenging climb to its almost 1,200 foot summit. For a less strenuous climb, Mill Hill Regional Park’s 660-foot summit is an urban oasis of Garry oaks and fir trees, all rewarded by spectacular views from the top.

A Green Pedestrian Highway provides continuous cycling and pedestrian paths that connect Langford’s downtown core and surrounding neighbourhoods. Sports parks are dotted around the city, and teams can be seen in earnest competition every evening and weekend.

Langford residents are never short of outdoor activities and always close to nature.
