6 Horton Education and Care operates from four sites in Hull and East Yorkshire, where we provide specialist education, training and residential care for individuals of both sexes.

We cater for children, young people and adults who present with emotional behavioural difficulties, severe to moderate learning difficulties, autistic spectrum disorder, challenging behaviour, ADHD and various other special needs.

Southlands Hall is a large manor house situated in the village of Cottingham on the outskirts of the City of Hull. Southlands Lodge is also situated in the grounds of Southlands Hall.

Chanterlands Avenue Hull

Chanterlands Avenue is a small site in a leafy suburb on the outskirts of the City of Hull, with good transport links and access to shops and local amenities.

Bentley Grove Hull

Bentley Grove site is situated close to our Chanterlands Avenue site.

Victoria Avenue Hull

Victoria Avenue site is a Victorian house in The Avenues conservation area within the City of Hull.

Hilltop Farm Wawne

Hilltop Farm is a large site situated on the outskirts of the City of Hull, close to Wawne village and surrounded by extensive playing fields in a tranquil setting.

7 Resources Staffing

Horton Education and Care has a rigorous recruitment and selection process, which complies with current equal opportunities and employment legislation. We employ personnel of the highest caliber and in sufficient numbers to ensure our service is delivered in a professional manner to agreed quality standards. We provide staff of both sexes and a staffing ratio of 3:1, with a number of 1:1 and 2:1 ratios, as required.

Each of our facilities has a designated site manager and an extensive team of managers, along with specialist teaching and care staff. Our key personnel have wide experience and knowledge in working with children, young people and adults who have a variety of specific needs.

We believe that our people are our most important asset. Our ability to deliver an outstanding service is closely linked to the motivation, knowledge and skills of our staff team. We place great emphasis on their supervision, training and development.

The level of training we provide internally and externally enables our staff to undertake their duties in a way that improves the quality of life of each individual in our care.

9 10 Therapeutic Intervention

Horton Education and Care provides targeted learning support. We employ staff specialised in Autism, ADHD and Dyslexia who format and deliver appropriate programmes of work. All individuals have access to a counselling service should this be agreed with them. We also have service level agreements with educational and clinical psychologists, occupational therapists and speech and language therapists to support the needs of the children, young people and adults.

Person-Centered Approach

At Horton Education and Care we are proud of the fact that we have created warm and friendly homes and schools with quality caring staff. Our positive approach, reward system, informed choice and non-aversive approach support the development of positive relationships, understanding, empathy and the development of self-esteem.

Support

We tailor all our provision to the changing needs of the individual throughout each stage of their development. We actively encourage and support children, young people and adults to have an input into the operation of the school and home, through formal and informal means; this includes personal tutor meetings, student/resident meetings, consultation with staff members of their choice and access to an independent person, as stipulated under our ‘Children’s Rights Policy’.

Characteristics of our service are based upon assessment of need, taking into account personal choices, aspirations and abilities. This results in an Individual Education Plan, an Individual Behaviour-Support Plan and a Care Plan, which are responsive to the changing needs of the individual. For year 10 and particularly year 11 students, emphasis is placed upon developing the skills required for their future, whether in further education, employment or training. This is then developed further within our adult service and the provision of a tailored independence programme.

11 Overall aims and philosophy of education and care

Horton Education and Care provides residential homes and special schools with a warm, caring environment in which students are able to acquire a broad, balanced range of knowledge and skills, develops their qualities and lifestyle as individuals and effectively manage their behaviour.

12 Care

Our provision of care is guided and informed by the statutory regulation and guidance.

We provide a family environment within each of our schools and homes with familiar staff to establish continuity. Our staff focus on building positive relationships, as this is recognised to be an essential factor with long-lasting implications for academic and social development.

The health and welfare of each person is of paramount importance. Our duty to children, young people and adults, their parents, guardians and authorities is to ensure the care, protection and well-being of each individual placed in our care.

In order to achieve this we:

Develop and follow carefully formulated care plans, behaviour guidelines and programmes, relevance of which are continually re-assessed

Hold regular reviews Welcome visits from family, guardians and other key parties Promote equal opportunities, welfare and safeguarding and a non-aversive approach, through training, supervision and adherence to our policies, procedures and guidelines family contact

Whilst children, young people and adults are accommodated with us it is important they have the opportunity to maintain, re-establish and/or develop links with their families. We actively encourage appropriate contact and arrangements will be agreed with the placing authority subject to the relevant legal framework.

13 1416 Education

Horton Education and Care provides education to students aged from 5-16+. Our facilities can be extended up to the age of 19 if it is considered to be in the students’ best interests.

We offer a broad curriculum tailored to individual needs to help our students achieve their full potential at the school. This includes:

Functional Skills in English and Maths from Entry Level to Level 2 ECDL- computer skills at beginner, intermediate, advanced and professional levels. It is an employee-recognised qualification of digital literacy across the globe

Opportunities to study for GCSEs, Vocational Skills, Entry Level Certificates and AQA Unit Awards

Regular residential and day trips Celebrating achievements through school assemblies and weekly and annual prize giving ceremonies

Horton Education and Care offers play therapy as part of the support available to any individual in our care who might benefit from the chance to explore personal issues or who may be experiencing difficulties.

We also have a sensory room facility aimed at creating stimulating and yet calming atmosphere for students with special needs. It is extremely valuable to children and young people on the autistic spectrum.

Horton Education and Care 16+ provision is accommodated as part of the main school, with access to satellite facilities in the community such as colleges and training providers. It is designed to meet the needs of its EBSD, SLD, MLD, sensory difficulties and ASD students as they reach 16.

In KS5 and beyond, we aim to build on experiences gained in KS4, extending opportunities for the development of choices, independent living and social skills, and providing opportunities for vocational / work-related learning. Off-site, work-related experiences ensure that students have the opportunity to meet and learn from people who have different work skills.

We offer education in the adult residential homes with opportunities to gain recognised qualifications combined with work experience. We put particular emphasis on the development of independence skills and community integration.

Our curriculum is designed to meet the needs of the individual student and enables access to the National Curriculum. This forms the foundation of all the subjects on offer and entails having the opportunity to acquire a broad and balanced range of knowledge and skills through appropriate and effective teaching.

19 Welfare & Safeguarding

We have designated Child / Adult Protection Co-ordinators who deliver the necessary training to all staff.

Horton Education and Care promotes welfare and safeguarding of all individuals through a holistic school curriculum and a dedicated care programme; we also adhere to a number of policies and procedures in order to protect children, young people and adults in our care from harm.

We operate policies for anti-bullying, anti-discrimination, welfare and safeguarding - amongst others. Authorities, parents / guardians, students and residents all have access and are made aware of these policies. In addition, all residents have telephone numbers in their own rooms of people they can talk to in the event of any problems or concerns, including contact with an independent person for one-to-one advice, Ofsed / CQC and access to our therapeutic provision.

Horton Education and Care employs a positive approach through the use of strategies, methods and training delivered by an accredited provider of positive behaviour management techniques. We employ basic positive rules and rewards to encourage appropriate behaviour.

Rigid fire procedures are adhered to and risk assessments are undertaken for all premises and activities.

20 Admissions

Horton Education and Care is registered as a provider of children and adult’s residential care and education for individuals with special educational needs, social-emotional and behaviour difficulties, learning difficulties, autistic spectrum disorder, ADHD and many other complex needs.

We do not have any special religious or cultural aspects, however, provision will be made for those who wish to follow their cultural & religious beliefs.

The care we provide can be for a short-term or life-long depending on the needs and the circumstances of each individual.

Placement Procedure

The usual placement procedure is as follows:

LEAs generally apply to Horton Education and Care direct. A referral document is completed by the placing authority with details and documentation of any individual they would like to place

We arrange visits and interviews for students, residents, parents / guardians, authorities and any other interested parties

Following the interview a decision is made regarding the placement Subject to acceptance, a contract is drawn up, signed and agreed between Horton Education and Care and the placing authority. Parents or guardians are notified about the proposed date of admission and any relevant documents are forwarded for signatures

Reviews of Placement Plans

The management team at Horton Education and Care ensures that all documentation complies with any legal requirements for care and education.

All information from placing authorities is supplied prior to or on admission including the necessary LAC documentation.

Within 7 days, 28 days and 3 months of admission, and thereafter every 6 months, LAC Placement Plans are reviewed. A statutory annual review is also undertaken in accordance with the SEN Code of Practice.
