MESSAGE FROM THE CHAIRMAN

2017 basically started just as the last one finished with our second volunteer ‘Thank You’ event being held at the Cricket Club. It was so nice to see so many of you attending – I’ve said many times that the parish council could not function as well as it does without our volunteers. We are extremely fortunate to have so many that have such a sense of pride in our village. The ‘Thank You’ buffets are our way of showing our appreciation for all that you do, and since the second event we have received great feedback on the fact that we split the two evenings, as many of you commented that the atmosphere was more relaxed. Although there were reasons for organising them in this way, we have taken on board all comments and the likelihood is that we will have two events again this year.

As many of you are aware, we presented a snapshot of the village survey results at the second of these events, and contrary to our fears that it might turn in to ‘death by Powerpoint’ we received very positive comments over the results received, which are now available to view on our website. We have taken on board every comment received, and will be actioning many of these desired improvements over the coming year. One thing that did become quite apparent from the surveys received was, sadly, a sense of loneliness or isolation amongst the elderly. In this regard, the parish council hope to work together with a local organisation such as the Rotary Club of Chestfield to come up with a joint initiative to assist with this – perhaps with coffee mornings or similar. Once again your sense of pride has shone through and we are delighted that we have already had people show an interest in helping out – so watch this space.

We are pleased to report that we have finally reached resolution regarding the communal use of the ball court at Whitstable Rugby Club. Although we are in the process of drawing up an official agreement, in essence, the ball court will be available to use during school half term holiday periods – however, this does not mean that the court will be freely open at all times – this will be managed by the Rugby Club via key access from the sandwich bar in the car park. Please keep your eye on the noticeboards for further updates.

Many of you have commented favourably regarding the improvements that we have made at the play park – we are planning further improvements within this area this year. After consultation with residents this will include the removal of the tall trees aligning Fern Close, many of which are diseased. We can confirm however, that any trees removed will be replaced with a more suitable type.

We continue to assist in efforts to combat the unsavoury topic of fly tipping in and around the village, and somehow our efforts (amongst others it must be said) have come to the attention of the national press, and many of you may have seen yours truly on BBC’s ‘The One Show’ where I was asked to provide a short interview to tape. This invitation to appear came completely out of the blue, although appears to have come from the back of recent articles in the local press. Fly tipping is sadly becoming a very emotive topic throughout the country, and although there is a certain credence towards us for attracting such media attention through our efforts, it is one that I would much rather prefer did not need to become a central focus. My personal view is that, whilst not in any way condoning this awful practice, I do think that the layers of red tape surrounding the use of council-run rubbish tips is not helping the issue.

We are currently planning this year’s Fun Day, and have formed an organising sub-committee to discuss the event planning. We have thus far come up with several ideas, although are receptive to hearing others as to what you would like to see. Please contact us if you have any thoughts on this, or indeed would like to join our working sub-committee (we meet monthly in the ‘Oyster Bed’). Additionally, please contact us if you would like have a stall on the day.

All in all, it’s been quite a frantic start to the year – not complaining, that’s what we’re here for !

Viewing planning applications in future In the December 2016 magazine we wrote that City Council said they would stop sending out paper plans. Planning is residents’ top most priority,and Chestfield Parish Council (and others) wrote expressing concerns but the city council have forged ahead with their plans, as a cost saving measure and part of their ‘self-serve’ processes. CCC will also no longer hold paper copies in their offices either – but computers in their reception area are available for public use with access to the internet, and any resident may use these to view plans online. This change does affect the service we are able to offer you as residents – we previously advertised that current plans would be on view from 7pm prior to parish council meetings. Important - From now, CCC has assured us that they will continue to advertise of applications/write to affected residents. Residents may then view applications on the city council’s Planning Portal themselves (either at home or on the CCC reception computers). You will need the individual planning application reference number. Each application is made up of a reference, such as CA/17/00001/FUL – where the CA prefix stands for Canterbury (as the planning authority), the 17 is the year the application is registered, the next 5 digits denote the unique sequential application number in that relevant year, and then the last three letters are an abbreviation for the type of application, for example FUL stands for a Full application, OUT stands for Outline and LB stands for a listed building type of application. To view online: visit the Canterbury City Council home page at www.canterbury.gov.uk Then from the topbar menu select ‘planning’ then ‘view and comment on planning applications’ Then click on the blue box in the middle “search planning applications”. In the search box at the bottom you need to enter the planning application reference number. As explained above each application will have a unique reference – but for viewing purposes you need to input just the year and application number in the search box – so in our example input 17/00001 only not the full reference of CA/17/00001/FUL. (CCC’s planning call centre should be able to assist with any difficulties – call 01227 862178 Monday to Friday 9am-5pm.) Alternatively, if you really struggle to get online and with enough notice the Clerk may help and upload current applications’ relevant documents to be viewed on a lap top prior to parish council meetings. A new parish councillor On 9 January 2017 the parish council welcomed Anne Loder to fill the vacancy on the parish council and was pleased to have a full complement again. Anne has given a brief resume of herself as follows: “I was born, educated and worked in South Wales until the age of 21. I then married, had a family and moved to Hertfordshire. I returned to work (part time) as a Library Assistant for Hertfordshire Library Service. At the same time I studied and was awarded, a Degree in English Literature at Hatfield Polytechnic, now the University of Hertfordshire. I then moved to work for John Lewis, in Welwyn Garden City, in middle management. I then transferred to John Lewis Oxford Street, a challenging role with a multi-cultural and multi-national team, handling a diverse range of customers, national and international. I was also elected to the John Lewis Central Council, being one of two staff representatives for 2,500 employees. This was an arena for management and employees to meet monthly, to discuss future plans and various issues to do with running both John Lewis and Waitrose. On retirement my husband and myself moved to Chestfield and have become involved in the local area. We are both members of the National Coastwatch Institution in Herne Bay. I also joined Chestfield WI and am a member of the committee, and am a long- standing volunteer of the local Speedwatch team.”

Community Survey for Chestfield Well, our survey to you all during 2016 has now been collated – thank you to everyone who took the time to reply – every single comment (bar a racist one) has been typed up into our full Master writeup. We are now working hard to put together an action plan from your comments. Cllr Bailey has prepared pie charts of some of your answers – these can be read in full on our website. Some of the initial collated findings are also given below. Your comments will steer the initiatives that the parish council will strive to achieve over the next five years. And we will publish more details here each quarter.

We held a public draw of everyone who entered the prize draw and the lucky winners of £25 of LoveToShop Vouchers each were Brenda Ellison of Cherry Orchard; Josephine Seller of Share and Coulter Road; Angela and Tony Faunch of Plantation Road; and Matthew and Hannah Wrench of The Russets.

Some key survey results: o 1457 surveys were delivered – 460 were returned giving a 32 % return rate o 36% of respondents have lived in the village over 30 years, a further 29% have lived here between 11-20 years; o 59% of respondents said they would prefer no more housing in the parish; 37% said if housing had to go ahead they’d prefer it in the built up area. o 47% of respondents were two car families, only 5% of respondents had no car at all; o There are diverse views on parking and flooding – these will be investigated in more detail by the councillors and hopefully some actions able to be explored. o You’ve asked for more trees and more flowers, and less litter and less dog fouling – which we will work on. o This magazine was well received by the majority of you and is the favoured way of us getting messages out to you. 46% of you said that it was very informative rising to 95% with a further 49% finding it fairly informative. (Other suggestions for improvements to the magazine will also be explored)

Thanet Way resurfacing You have surely been aware in recent months of Kent Highways works to address the various areas of undulations, on the A299 Thanet Way (necessitating the temporary 50mph speed limit) . The earlier parish plan of 2006 had a plea from residents for a quieter surface treatment. Mindful of that, the parish council took the opportunity in October 2016 to talk to Kent Highways prior to the planned works. Given the resource pressures all local authorities are under, the maintenance of roads and the material and resurfacing method chosen is determined by the maintenance issue they are seeking to address and the type of road. In other words, they select the right treatment for the right road at the right time (subject to resource of course). Whilst the A299 work has not sought specifically to reduce noise, and the design was to principally address undulations, the top layer used is a product known for reducing noise. The flat, machine laid surfaces and uniform negative surface texture mean this surface type is significantly quieter than conventional surfacing such as hot rolled asphalt and concrete. We can't say how much it will reduce the noise by but residents ought to hear a benefit, particularly in the areas Highways have surfaced.

New trees We reported in the December magazine that the parish council had worked in partnership with Kent Highways to replace both the line of cypress trees by the carpark at the play park and provide new trees on both sides of the carriageway on Chestfield Road near the play park location. Many thanks for all the lovely comments we have received about these. The parish council is now arranging to fell, stump grind and replace the line of very tall firs at the back of the playpark, alongside Fern Close. Residents of Fern Close have been in close consultation with us, and we are finalising species and timings with Kent Highways as we go to print, hopeful that we may get something this planting season, or if not in early Autumn 2017. Christmas Carols around the tree It may seem an odd time to be talking about Christmas carols, Christmas trees and singing carols, but we are thinking about making a change to our future Carols events, and would be keen to have your thoughts. We have held an event on the last Wednesday before Christmas for several years now – it is held on the green in front of St Jospeh’s Church in Chestfield Road, come fair weather, rain, ice and freezing temperatures or even snow! And mince pies and mulled wine are offered afterwards back at the WI hall. We are investigating the possibility of changing the start time to 7pm (from 8pm) to encourage families and children to attend in future. Residents had mentioned this at the 2016 event. All councillors were happy and felt it was a good idea. The vicars of St Joseph’s and St John’s Churches, who facilitiate the event, are being asked for their views. If you have any thoughts please speak to the Clerk or Chairman about the suggestion.

Porchlight has earned a reputation as Kent’s foremost homelessness charity. Since 1974 they’ve grown from a single hostel in Canterbury to an organisation that supports almost 5,000 people a year across Kent.

They help people who have nowhere to go and no-one to turn to; some are homeless, others are struggling to cope with the pressures in their lives and need support to keep on track. They help people with housing, education and employment, and their health and wellbeing.

Their newest Patron is now Paul Hollywood.

Reminder about the parish defibrillator Your parish council would like to remind you all of the defibrillator, available 24/7 for community use, located at the rear of the Chestfield Golf Course club house, in an unlocked heated cabinet to keep it in optimum condition. The defibrillator was provided in 2012 by Chestfield Parish Council and the Rotary Club of Chestfield, with assistance from Community First Responders and Chestfield Golf Club. We have just replaced its battery and are pleased to report that so far it has not yet been used in an emergency. We hope it is never needed, but if it is, anyone is welcome to borrow it and try and save a life. The defibrillator is fully automatic, gives complete voice prompts on use, and will not administer a shock to anyone not needing one.

Heart attack signs and symptoms – simple skills saves lives o Central chest pain; a dull pain, ache or ‘heavy’ feeling in the chest; or a mild chest discomfort that makes the person feel generally unwell. This may feel like bad indigestion. o This may spread to arms, neck, jaw, back or stomach. o They may also feel light-headed, dizzy and short of breath, feel nauseous or vomit. If you think a person is having a heart attack: Call 999 or 112 for an ambulance. Get the person to sit down. Keep them calm. Don’t give them any food or drink. CHECK: o Danger Approach with care o Response Is the casualty conscious? Gently shake their shoulders and ask loudly “Are you alright?” If there’s no response, shout for help. o Airway Open their airway by tilting their head back and lifting their chin. o Breathing Look, listen and feel for signs of normal breathing for up to 10 seconds.

If they’re breathing normally: place the casualty in the recovery position and call 999 or 112 for an ambulance. If the patient is barely breathing, or taking infrequent, noisy gasps, this is not normal breathing. If any doubt act as if it is not normal. If they’re not breathing normally: Ask someone to call 999 for an emergency ambulance. If you’re alone, call 999. Turn the casualty on to their back and start cardiopulmonary resuscitation (CPR) if you are able to.

Letters page

An influx of doves? I wonder if other Chestfield residents have noticed that we seem to be getting an epidemic of doves around the area,certainly the Plantation Rd area and they are breeding like rabbits. I ask any bird experts - is this breeding all year round normal? now they have a foothold here do they migrate or are they here to stay all year round? They seem to like living under our solar panels - is that because it’s warm for them or are they enjoying the food that's put out for them because they are well fed. Is there anything we can do to stop their numbers growing and scaring away the smaller birds or are we happy for the area birdlife to be bossed by doves, seagulls, pigeons, and crows. PS The doves are actually cross breeding with pidgeons so some of the new borns are white and grey!!!

Inconsiderate parking There has been problem in Polo Way with cars and vans of owners of other village roads being left parked in such a way that their vehicle restricts or even stops residents in Polo Way from actually using their access. Recently a note asking for access for deliveries was just ignored. Please – throughout the village, not just in Polo Way – consider others when choosing a place to park – is it legal, safe and does not affect others?

Wedding dresses, old coins and detective work

A cake stall and a book stall will be flanking our exhibition of pictures of wedding dresses used by Chestfield families, and their parents and grandparents, stretching back over a hundred years. The exhibition will have a little history of wedding dresses and veils written and illustrated by the History Society members, and available for you to take away. It will be open on Saturday 6th May from 2pm to 4pm in Chestfield Women’s’ Institute Hall. Chestfield residents and their friends are invited to take coffee or tea with cakes and sandwiches while looking over the pictures. We hope to display two or three real examples of dresses dating from past times, and we will have our researchers on hand to explain how we found what is on display and what the pictures tell us about the times in which they were taken. This is the first of three events Chestfield History Society is organising this year, in addition to our stall at the July Village Fun Day, and of course our regular monthly meetings. Luke Underhill, the based metal detectionist will be coming on 19th May to show his local finds dating back to Roman times and including his collection of coins from Shakespearian times to Charles II. He has specialised in investigating the area of the ancient “Hundred” that ran from Blean through to and covers all of modern Chestfield Parish. This will be held in South Tythe Barn, near the corner of the Drive and The Drove, at 7.30pm. Refreshments will be available, and there will be an entry charge of £1.00. The third event (venue to be announced) will use case studies to show how local historians use their own detective skills sifting through the evidence of how local people who lived in the Chestfield area managed their lives. We will show through case studies what can be found about the past, for instance linking local photographs taken at the start of the 20th century to large scale maps dating from the same time, and to research on the earliest cars, in order to date and locate the images themselves, and enable us to make educated guesses about who were some of the people shown in the pictures. Whitstable Rugby Football Club (WRFC) Report The following report has been given to us by the Club Secretary:

The 2016 – 2017 season has so far, been a good one, both on and off the pitch. Both the Mini/Junior and Senior Sections are thriving.

During the close season, the pitches have been treated with seed and fertiliser and are, so far, holding up well with no loss of games due to rain flooded or frozen pitches. (This was not the case in previous seasons, when from December to March, games had to be cancelled or rearranged.) The Senior sides are doing well. The aim is for the 1st XV to be promoted from Kent 2 up into Kent 1. This aspiration is so far on track with the 1st XV lying in second place and therefore in one of the two automatic promotion places. However there is still a lot to do and competition at the top of the table is fierce. Numbers at training are up and last year’s U17 squad are available to play adult rugby and are doing so successfully. The 2nd XV are also doing well and currently are 2nd in their league too. Playing membership is growing, bringing much needed funding into the Club.

Off the pitch things are going well…. Socials, entertainment and private functions are now regular events which are helping the Club grow and improve. This has allowed the Club to improve security with the addition of CCTV, install new boilers and decorate the Members’ Bar. The Club’s regular VP Lunches (for non playing members and their guests) are also very successful as both a social event and a chance to raise funds. The next improvement is for new flooring to be installed in the Function Room. Hopefully , if things go as planned, this will be done during the close season. The Club has just had a chairlift installed. This will allow those that have difficulty climbing stairs to gain access to the Club’s facilities during games and for functions. During the last close season the pitch areas were used for a boot fair. There are plans to repeat this during the next one. Page | 17

The Mini and Junior Section continues to thrive, although numbers are slightly down on last season. However Rugby Clubs across the county are finding the same thing. Losing our U16 (would now be U17) squad explains our drop in numbers. We also have a smaller U7 squad than usual, although numbers are growing. Most squads are of a similar size, with the Under 11s and 16s being the largest. All our squads are getting regular fixtures.

There is a need for the Section to work harder on school liaison especially for the U7 – 9 age groups which are the future of the game.

The section has launched a FB page which is proving successful. Its function is to put out photos/news to create awareness in the area, to get more volunteers and to create more of a community spirit.

The page has now more than 100 followers. The theme of #thisiswhitstablerugby.

Many photos of children enjoying themselves have been posted and shared and so far have reached over 400 people across the world.

The section is very pleased that weekday training is taking place under floodlights.

Avoiding A Shed Load Of Trouble Thefts from garden sheds are common during the spring and summer - as thieves know lots of us are on the lookout for a bargain mower, hedge trimmer or DIY tool at boot and garage fairs at this time of the year, so it’s easy to peddle stolen goods to unsuspecting people. This time of year too sheds are in constant use, which makes us less likely to bother locking them securely when we finish a bit of gardening or odd-job indoors. Even if the shed is locked the contents may not be as safe as you might think - the padlock might be good quality but what about the bolt or hasp to which it is attached? And then there are the hinges - most manufacturers simply screw the hinges onto the outside of the door and frame - making it simple to remove them with just a screwdriver, allowing a thief to just walk in… Make your shed much more secure with the following advice: o Use good quality padlocks with hardened shanks. o Use either a staple and hasp (with screws that are hidden from view when locked) or use dome-headed bolts to secure a slide bolt and retainer to the door and frame. See below.

Then replace some of the hinge screws with security screws, such as the clutch headed ones below - these can’t be unscrewed with a screwdriver.
