NEWSLETTER 123 (July 22, 2013) NEWSLETTER 123 (July 22, 2013) SERBIAN PRESIDENT TOMISLAV NIKOLIC RECEIVES ECU PRESIDENT SILVIO DANAILOV During his stay in Belgrade, in connection with the 14th EIWCC, the President of the European Chess Union Mr. Silvio Danailov has a rich programme of meetings with numerous public persons. On 23rd July, he was received by Serbian President Mr. Tomislav Nikolic, in the honour of the start of the European Individual Women's Chess Championship. President Nikolic and President Danailov talked about the importance of youth chess and about the big influence of chess on the development of every young person. Serbian President Mr. Tomislav Nikolic expressed his willingness to provide full assistance in order to help the popularisation of chess in Serbian schools. President Danailov underlined the big role and support of Alisa Maric, Minister of Youth and Sport of the Republic of Serbia during the preparations of this Championship, and expressed special thanks to her. Official website: www.ecuonline.net SPECTACULAR NIGHT TO REMEMBER On 22nd July, at hotel Metropol Palace, opening ceremony of the 14th European Individual Women's Chess Championship was held. On this occasion, all present were adressed by Mr. Silvio Danailov, President of the European Chess Union, Mr. Miodrag Vukotic, President of Serbian Chess Federation, Mr. Dejan Vasovic, Deputy Mayor of Belgrade and Ms. Alisa Maric, Minister of Sport and Youth of the Republic of Serbia. © Ecuonline.net Page 2 „Serbia cherishes the tradition of chess. We are proud that almost everyone knows or plays chess. In this beautiful place we are looking forward to a great competition - European Individual Women's Chess Championship, an event that will revive Serbia“- said minister Maric and with these words opened this prestigious competition. The opening ceremony was attended by the participants and their accompanying persons, numerous guests from the world of chess, sport and public life of Serbia, as well as the guests of honour from abroad. In the crowded Nikola Tesla hall, the audience cheered to the performers, and the special applause went to the magician, whose tricks caused bursts of laughter. After such a successful night, which will surely be remebered for a very long time, we are very happy to announce the start of the Championship, where the ladies from all over Europe will compete for the title and qualification for the next World Cup. The European Individual Women’s Championship officialy started yesterday, July 22nd, and will end on August 4th. The first seed of the tournament is Anna Muzychuk from Slovenia (ELO 2594), and with the exception of Nadezhda Kosintseva, Marie Sebag and Anna Ushenina, all the best players from FIDE rating list are registered, which confirms the importance and strength of the tournament. Among the participants are two former Women's World Champions - Antoaneta Stefanova and Alexandra Kosteniuk, as well as the current European © Ecuonline.net Page 3 Champion Valentina Gunina. The tournament is running according to the Swiss system in 11 rounds, and with the prize fund of 60 000 Euros. There is one more interesting fact about this year’s Championship. It has been decided that all the important positions at the Championship (president of the Organising Committee, tournament director, arbiters, Appeals Committee, including even security) are occupied by women! This will make the Championship very special and different from the others and, therefore, we hope that it will draw a great deal of attention of not only ancient game fans. On 23rd July, by making the first symbolic move in the game Khayala Abdulla - Anna Muzychuk the ECU President, Mr. Silvio Danailov, officially opened the first round of the 14th European Individual Wo- men’s Chess Championship 2013. Organising Committee decided to help financially medical treatment of Vesna Rozic During the visit of Minister of Sport and Youth Alisa Maric to the “Metropol Palace” hotel, the meeting of a part of Organising Committee (President, Vice- Presidents and members of the directorate) was held. © Ecuonline.net Page 4 It was decided at the meeting to, instead of organising the traditional party for the participants and organisers the night before the free day, donate the funds reserved for this purpose (1000 Euros) as support for the medical treatment of the Slovenian chess player Vesna Rozic. Tournament director Ms. Jasna Sakotic, sent a letter of support to Vesna on behalf of the organiser: Dear Vesna, When the cancellation of your participation in the European Individual Women’s Chess Championship arrived, we couldn’t possibly imagine how serious the reasons were. However, if there is anything that chess has taught us, it is that we must always struggle. We are confident that you will convincingly win this most important game of your life. The Organising Committee has decided that the funds reserved for the party on the night before the day-off should be donated for your treatment. Instead of celebrating, we will be with you in our thoughts that night, as well as all the remaining Belgrade nights during the next two weeks. Official website: www.ecuonline.net GOLD TO POLAND AND HUNGARY IN MARIBOR Teams of Poland in boys section, and Hungary in girls section are the winners of the European Youth Team Chess Championship, which was held in Maribor, Slovenia from 5-13 July, 2013. In boys section, Poland scored 13 match points, with 6 victories and only 1 draw. They played very well the whole tournament justifying the role of the main favorite of the tournament. The absolute surprise of the tournament was definitely first board of Poland - GM Kamil Dragun (ELO 2532) who won all the games and scored 7/7, with a rating performance of amazing 3085 points! Second place and the silver medal went to the team of Switzerland with 11 match points, the same as the third-placed Czech Republic, but due to worse tie-break, the Czechs had to settle with bronze. Hungary was leading for the whole tournament, and despite the heavy loss in the 6th round to Poland, Hungarian girls easily won against young girls from the team Russia 2, and won the title. The rate of play was 90 minutes for the first 40 moves followed by 30 minutes for the rest of the game with 30 seconds increment per move starting from move one. © Ecuonline.net Page 7 Closing ceremony was held in a very pleasant atmosphere. Medals and thophies were awarded to the winners by Mr. Vladimir Sakotic, Executive Director of European Chess Union. Once again, Maribor was a great host, and organized this event at the very high level. It was encouraging to see smiles on the young chess players’ faces and satisfaction that they contributed to the great tournament and promotion of the youth chess. Karlovych (UKR) MATTERS DISCUSSED At the beginning of the meeting, we addressed the items discussed in the official WOM report submitted to FIDE. The Chairperson (Ms. Polgar) especially praised FIDE for the Women’s World Blitz and Rapid Championships in Saudi Arabia which had a substantially increased prize fund, though it was only one third of the prize in the Open section. The total prize fund in the Women’s championships were $250,000 for each event. Beatriz Marinello reported on her project “Smart Girl” on behalf of the Social Action commission, which included projects in Uganda, Chile, France and the US. This projects seeks to increase participation by girls in chess in those countries. Martha Fierro elaborated on the project about chess in women prisons in Genoa, Italy, which involved the training of refugees in Italy who in turn, train women prisoners. Sophia Rohde from the United States shared some of the work their federation is in doing to promote chess for girls in the USA. They subsequently presented a video showing various interviews with young girls in chess, highlighting the benefits and challenges that they experience in chess.

    ETHICS COMMISSION _- PROCEDURAL RULES 1. Register of cases All complaints and reports concerning violations of the FIDE Code of Ethics shall be addressed to the FIDE Ethics Commission (hereafter called the “EC”) through the FIDE Secretariat. The FIDE Secretariat will transmit copy of them to the Chairman of the EC. A Register of the cases of the EC is set up at the office of the FIDE Secretariat. The Chairman of the EC will communicate to the FIDE Secretariat the name and the progressive number assigned to each case. 2. Language The working language of the EC is English. The EC shall, at the request of any party, authorize a language other than English to be used by the parties involved. In that occurrence, the EC may order any or all of the parties to bear all or part of the translation and interpreting costs. The EC may order that all documents submitted in languages other than English shall be filed together with a certified translation in the language of the procedure. 3. Notifications and Communications All notifications and communications that the EC intend for the parties shall be made through the FIDE Secretariat. All communications that the parties intend for the EC shall be made through the FIDE Secretariat. 4. Representation and Assistance The parties may be represented or assisted by persons of their choice. The names, addresses, telephone and facsimile numbers, e-mails addresses of the persons representing the parties shall be communicated to the FIDE Secretariat. 5. Intervention If a FIDE Federation, a FIDE Organ or any other person has an interest in a case submitted to the competence of EC, it may submit to the EC memorials and documents.

Castro Solano (CRC) Susan Polgar opened the session and passed the word to Alexandra Kosteniuk. Alexandra reported about the work of the WOM from the FIDE Congress in Halkidki in 2009 till nowaday. From October 2009 till October 2010 the WOM has done many things to promote women’s chess in the world. Several Goodwill events took place in March 2010, conducted by the secretary of the women’s commission Martha Fierro. One FIDE Trainer’s Seminar, jointly organized by FIDE Women's Commission and FIDE Trainers Commission in association with US Chess Federation and American Chess University, was held May 7-9, 2010 in Atlanta, USA. The WOM received 2 invitations for women players to participate with all their expenses covered in a closed WIM norm and 1 for WGM closed (also with everything cover) in the closed tournament in Guingamp, France. FIDE Caissa Award was awarded to Nadezhda Kosintseva. From this year on this award will be given to the best players of the preceding year. The new voting will start in January 2011. From 2010 the WOM awards the women’s golden organizer award. This year the award went to the international women’s tournament of the 8 th March of Belgrade, Serbia which takes place yearly in the Spring.

Daarnaast is het bestuur twee keer aanwezig geweest bij de Bondsraadvergadering. In november werd het nieuwe bestuurslid Jan-Peter Wissink officieel benoemd. Hij zal de portefeuille internetschaak beheren. Bondsbureau Het bondsbureau is verantwoordelijk voor de uitvoering van het beleid. In 2013 hebben bezuinigingen een forse daling in het aantal FTE veroorzaakt. Effectief kent de KNSB per 31 december 2013 een bezetting van 6,8 FTE. Deze zijn
