This 7th Report in the FEC Disclosure Series covers the financial activity showing $113,986,491 in adjusted receipts and $ll2,77S,207 in adjusted of 23 Presidential candidates and their committees during the 1976 expenditures. 17 STATE-BY-STATE ALLOCATION OF PRIMARY EXPENDITURES: Major Party Candidates
1976 was the first election in which Presidential candidates and their authorized committees were required to allocate their expenditures· on a state-by-state basis. The following table provides the allo cated expenditures reported by the 15 Presidential Primary candidates. It shows that $37,896,753, or 48% of the total $78,349,873 in reported expenditures was allocated by these candidates to their cam paign efforts in the various states.
Each of these candidates received U.S. Treasury Primary Matching Funds and were, therefore, subject to a spending limit in each state, based on the voting age population in that state. In addition, each candidate was subject to an overall spending limitation for the Primary election period of $10,000,000. This limit was increased to reflect adjustments in the cost-of-living. A 20% exemption for fundraising purposes was also applied, which, in effect, raised the total spending limit to $13,092,000 per candidate.
Due to the complexity of the new election law, many candidates and their authorized committees were unsure of the allocating procedure. In addition, certain campaign costs simply could not be attri buted to a particular state. Expenditures which fell into the 20% exempt fundraising category did not have to be allocated. Similarly, expenditures for legal and accounting purposes were not subject to limitation or allocation. Therefore, figures on the table may not represent what was actually spent to influence the Primary election in a particular state.
