Councillors, On 27 August 2020 the Minister for Planning and Public Spaces announced approval for the Sydney Gateway Road Project. The project Environmental Impact Statement was publicly exhibited between 20 November 2019 and 19th December 2019. During the time 91 submissions were received (78 community submissions , 9 from State Government agencies and 4 from local councils). Documentation relating to the approval of this project, including the full assessment report, is available via the following link: https://www.planningportal.nsw.gov.au/major-projects/project/10156 In announcing the project’s approval the Minister highlighted the following reasons for his decision:

• The project would:

o improve connectivity to Sydney Airport terminals; o cater for forecast growth in passenger and air freight volumes; o support the efficient distribution of freight to and from Sydney Airport and Port Botany; o establish an efficient connection to the Sydney motorway network; and o reduce congestion and heavy vehicle movements on the local road network including through St Peters, Tempe and Mascot.

• The Sydney Gateway Road Project has been endorsed by the NSW Government and is a key component of:

o Future Transport Strategy 2056; o State Infrastructure Strategy 2018-2038; o NSW Freight and Ports Plan 2018-2023; o A Metropolis of Three Cities – the Greater Sydney Region Plan; o Eastern City District Plan;

o Greater Sydney Services and Infrastructure Plan; o NSW Ports 30-year Master Plan; as well as o The Federal Government’s Sydney Airport Master Plan 2039.

• The impacts on the community and the environment can be appropriately managed, minimised, or offset to an acceptable level, in accordance with applicable NSW Government policies and standards; • The issues raised by the community during consultation and in submissions have been considered and adequately addressed through the Proponent’s response to submissions and environmental management commitments, and the recommended conditions of approval; and • Weighing all relevant considerations, the project is in the public interest.

As the project progresses into its design and implementation stages Council Officers will continue to liaise with the Sydney Gateway Team to ensure the most appropriate outcomes for Council and its community.

Councillors, Transport for , in conjunction with Transit Systems, has recently announced that from 25 October 2020 several bus routes in Sydney’s Region 6 (Inner West) will be modified. It is understood that these changes have been proposed to:

• reduce the number of buses in the CBD by encouraging interchange between buses and the CBD light rail; • improve overall network efficiency; • provide greater reliability/predictability; and • cater for changing travel demand. The changes can be viewed at: https://transportnsw.info/news/2020/inner-west-bus-service-changes In summary the changes include:

• Provision of approximately 1000 additional services per week; • Withdrawal of existing M10, M50, 436, 439, L39 services – proposed to be supplemented by new or modified routes; • Increased frequency on some routes (e.g. 412, 413, 433, 438X, 440, 445, 461X, 464, 504); • Introduction of new routes (eg 437, 438X, 461X, 503); o New Route 437 - between Five Dock and City via , Haberfield, Leichhardt, Lilyfield and ; o New all-day, limited-stops, Route 438X (express version of 438) - between Abbotsford and the City; o New all-day, limited-stops, route 461X (express version of 461) - between Burwood and the City; o New Route 503 - between Drummoyne (Bayswater St) and the City, operating during weekday peak periods; • Modification of some existing routes and timetables (eg 413, 466, 502);

o Route 413 (Campsie – City via Parramatta Road) - terminating at Railway Square rather than Martin Place and encouraging interchange with CBD Light Rail; o Route 466 (Cabarita Park to Ashfield via Burwood) - no longer operating to Ashfield. It is proposed that an upgraded Route 464 will replace the 466 between Burwood and Ashfield; o Route 502 (Five Dock to Town Hall via Drummoyne) - to provide a new all- day route between Cabarita, Concord, Five Dock and Drummoyne. It is generally considered that the changes will result in an overall improvement to services to/from, as well as within, the Inner West, however some passenger inconvenience will result from the need to transfer on a limited number of journeys.

Rozelle Resident Parking Scheme

Your feedback requested

In response to feedback from the community regarding on-street parking availability, the Interchange project has been working with Inner West Council to develop a resident parking scheme in Rozelle. The purpose of the proposed scheme is to ensure that on-street parking remains accessible to residents and their visitors in areas where parking availability is limited.

Parking Scheme Proposal

We are proposing to implement parking restrictions in the areas indicated on the map overleaf.

Under the proposed scheme, residents on affected streets will be eligible for resident parking.

Non-permit holders parked in the identified areas would be restricted to 2-hour parking between the hours of 8.00am and 6.00pm, Monday to Friday. There would be no restrictions outside of those hours.

No Stopping zones would be signposted 10m from each intersection on streets where restricted parking is proposed to be installed.

Review period

The scheme would be subject to a review once the Rozelle Interchange project is completed in late 2023, at which time the community would be given an opportunity to provide feedback on whether the scheme should continue.
