A History of ParkesParkesParkes

A rural service centre with a strong commercial and industrial base, Parkes possesses an expanding economy and population, thanks in part to a wool combing plant and the North Parkes copper and gold mine, the largest metal mine in NSW, which opened in 1994. It is a major wheat-storage centre in a rural district that also produces other crops, wool and livestock.

The first Europeans in the district were the exploratory party of John Oxley who passed by in 1817 on one of the first inland expeditions. The area was occupied by the Wiradjuri people who were encountered in 1835 when Thomas Mitchell's expedition camped just to the north of town. Mitchell wrote of their sincerity, intelligence, resourcefulness and unaffected nature. Squatters may have been in the area by this time but the first official license for the Parkes area was issued in 1839.

Reef gold was located a little to the north of the present townsite in 1862, after a major find at Forbes the previous year had sparked the Lachlan goldrush. A tent city of 10 000 emerged almost overnight. It was known as 'Currajong' after the large number of currajong trees in the vicinity. That field was worked for about 5 years then rapidly declined.

However, other major finds was made in the area in 1871 and a second rush was soon under way. One of the most substantial was made at Bushmans Hill, named after a Mr Bush who was one of the owners. A settlement, also known as Bushmans, developed around the mine which soon had 30 stamper batteries working 24 hours a day. From 1871 to 1873 about 1400 kg of gold was turned up. A hotel was quickly established (on the site now occupied by the Cambridge Hotel), followed by a court of petty sessions, another hotel, the first bank, a Methodist Church and a public school.

Then governor of NSW, Henry Parkes, visited what had become one of NSW's most profitable goldfields in 1873 and, at the end of the year, Bushmans was renamed Parkes (in 1887 the main street became known as Clarinda St in honour of his wife).

By the time Parkes was declared a municipality in 1883 the initial wave of gold fever had passed and free selectors had begun to take advantage of the Robertson Land Act, taking up smaller allotments of land and establishing the agriculture which has since become a mainstay of the town and area.

ParkesCrossroads of the Nation Wheat was first grown 3 km north of Parkes in 1865 and a local flour mill opened in 1871. Agricultural production expanded when the railway arrived in 1893 to the great economic benefit of the town - an effect enhanced when the line to Broken Hill was opened in 1927. When the standard-gauge rail system was completed in 1969 Parkes became the marshalling and dispersal terminal for eastern Australia.

In 1899 Bushmans reached its maximum depth of 370 m but mining ceased in 1914. An attempt to revive operations in the 1930s failed due to flooding.

In 1921 the first wheat silos were built at the railhead and the Mungincobie wheat terminal, covering 2 ha and holding 4 million bushels, was erected in 1952.

From 1959-1961 the CSIRO built the first big-dish antenna radio telescope in the Southern Hemisphere to the north of Parkes. One of the world's most powerful it has played a vital role in the detection of quasars and pulsars.

Of some historic interest is the fact poet Harry Morant, made famous by the 1980 film, Breaker Morant, worked as a stockman in the area shortly before enlisting for the Boer War, during which he was executed by the British authorities.

Parkes Festival of Sport is held at Easter. The Jazz Tridium is a weekend festival held in June with a street parade, picnic races and music in the streets. The annual agricultural show is held in August and the Country Music Jamboree in October.

The Climate of Parkes ranges from a summer climate of 17 - 32 degrees to 4 - 13 degrees in the winter months.

Parkes is only 360 kilometres or 5 hours from . , and Brisbane are comfortably accessed by road thanks to Parkes strategic location on the Newell Highway, the nation's inland motoring corridor.

Other major towns near Parkes include Dubbo, which is 119.65 kilometres or 1.25 hours and also Orange which is 99.85 kilometres or 1.23 hours. So you are never isolated when you live in Parkes.

The Population of Parkes consists of 10500 people.

Cultural Services

Parkes' magnificent performance theatre complex is centrally located in Bogan Street, across from the Parkes Shire Library & Exhibition Centre and Council's Administration Centre.

Parkes' multi-functional "Little Theatre" was opened after major renovations on 25 March 2000. The long-awaited ceremony was the culmination of four years of planning by Shire Council and Musical & Drama members alike.

The premises which have served the Musical & Drama Society since the 1950s in Bogan Street underwent a $700,000 redevelopment converting the "Little Theatre" into a major arts facility.

The enlarged hall space increased the seating capacity to 199 theatre-style and seating arrangements can be modified to comfortably seat 130 for theatre restaurant format.

The large foyer is suitable for functions and exhibitions. The Theatre also boasts a refreshments bar and fully functional kitchen facilities.

The revamped facility now offers residents of the Parkes Shire a modern, state of the art theatre. Performances are primarily provided by the Parkes Musical & Dramatic Society, and also visiting performers and playwrights.

The "Little Theatre" development was completed on time and within budget, meeting Council's expectations as a high quality facility within stringent budgetary constraints.

Council also oversees the Little Theatre Management Committee which involves Councillors, Society members and members of the public for budgeting and long-term financial plans for the operation of the "Little Theatre"

The local paper for the Parkes region is the “Parkes Champion Post” and is published by Rural Press. It is published Monday, Wednesday and Friday. The local paper for Peak Hill is now called “Peak Hill & District Times”. This is a free publication that is delivered to households in the Peak Hill area every Wednesday fortnight. The local paper for Trundle is the “Trundle Star” and is a free independent community newspaper serving the Trundle district. The publication is produced by the Trundle Village Progress Association Inc and can be obtained from the Trundle newsagency.

Both Digital and 3G mobile phone networks work in Parkes, with the 3G network being the most reliable, particularly if you need to travel further west. For some reason, Telstra’s Next G network seems to have better cover than other providers the further west you head. This may change as the network grows. Parkes is currently serviced by a number of providers.

Parkes television services offer 5 channels, including the ABC, Seven (Prime), Nine (WIN), Ten and SBS. Pay TV is also available in the area.

Transport

The Parkes airport has three flights per day to Sydney by Regional Express Airlines (REX), with connections to domestic and international flights. The flight is around 60 minutes in length.

The Countrylink train service, the Outback Explorer leaves Sydney at 6.20am each Monday morning and stops in Parkes at 12.55pm and then continues on to Broken Hill. The Outback Explorer returns the next day to Sydney and stops in Parkes at 2.43pm, arriving in Sydney at 7.48pm.

Both Frasers Coaches and Selwoods Coaches have daily coaches connecting Parkes to Dubbo, Orange and Lithgow. Frasers have a bus that leaves Parkes at 4.55pm, travelling through Peak Hill to Dubbo, arriving at 6.25pm each day except Sundays. The same bus returns to Parkes each day (except Saturday) leaving Dubbo at 8.10am and arriving in Parkes at 9.40am.

Selwoods have a bus that leaves Parkes at 1.40pm each day and arrives in Orange at 3.47pm. This bus returns to Parkes each day, leaving Orange at 12.05pm and arriving back in Parkes at 2.12pm.

Selwoods also has a bus that travels from Parkes to Lithgow each day (except Sundays), leaving Parkes at 6.45am and arriving in Lithgow at 11.05am. the return bus leaves Lithgow at 5.15pm, arriving back in Parkes at 9.30pm.

Main Industry of the Parkes Region

The Parkes region is a thriving community situated close to the geographical centre of . The district boasts some of the richest and most productive agricultural and grazing land in the State and like many western communities, Parkes' and Peak Hills history is intimately linked with the discovery of gold.

While the gold rush and then the railway and agriculture provided the early impetus, the Parkes region has evolved dramatically over the past two decades thanks to mining and the development of a transport hub which has positioned Parkes to become a national freight distribution centre.

Opened in 1994 the Rio Tinto Northparkes mining operation continues to flourish, with State Government approval recently announced for the E48 venture which will expand the longevity of the mine to at least 2017.

Three key transport operators, ( FCL, Transtank & SCT Logistics ) have established in Parkes in the past decade, to capitalise on the unique ability to deliver to 82 per cent of Australia's population within 12 hours. Parkes rail culture is strengthened by the presence of Pacific International, Silverton and ARTC. Terminals Australia, has received Government approval for the $135 million first stage of its project in the Parkes hub which will ultimately provide for up to 600 additional employment positions.

The Parkes region is in need of skilled employees in transport, logistics, metal fabrication and mining to effectively service these major companies.

Specialist staff are also required for the $100 million Parkes Garden Estate for which development approval has been provided. A start to work is imminent for this exciting aged care facility which ultimately will accommodate up to 900 new residents of the town. This project will provide opportunity for general practitioners and specialised health care personnel.

Tourism is worth $40 million annually, thanks to the annual Elvis Festival in January; the equally renowned "Dish" (CSIRO Telescope) which attracts 130,000 visitors each year; and a diverse range of sporting and community events and festivals.

Higher Education

The Parkes region has a number of higher education facilities on offer.

Charles Sturt University is Australia’s largest regional university and has a campus at Orange located on a 500 hectare property about six kilometres north of the city. The academic programs at CSU Orange include Bachelor awards in Agricultural Commerce, Equine Business, Science, Nursing, Pharmacy, and Farm, Horticultural and Land Management.

TAFE, Western Institute, Orange campus offers access and foundation courses plus business, community services, hospitality and information technology programs, with many at diploma level. Sporting Clubs/Associations

The Country Careers Program

Help for New Staff

The Country Careers Program is a new program that has been funded by NSW Health for the next four years to help with the retention of new staff moving into each Area Health Service.

Catherine Deverell is the Country Careers Coordinator for the Greater Western Area Health Service. The role of the program is to contact new Doctors, Allied Health Professionals and Nurses in difficult to recruit to locations as soon as they have been chosen as the preferred applicant for a position and to assist these new staff, who are moving to a new town, to find rental accommodation; schools for their children; help in networking with local businesses to find work for partners or spouses; finding a sporting or community group they might like to join; etc.

Country Careers is about helping the new staff enter into the community they are moving to and to help them feel welcome and valued as a community member.

Health Service Details

History on Parkes hospital

Parkes Health Service provides a wide range of acute care, allied health a community health service. The hospital provides 24-hour emergency care with on-call medical services, has a community health centre located on the same campus and is located close to town.

The Parkes Health Service is a training hospital for student midwives in conjunction with Charles Sturt University at Wagga Wagga and enrolled nurses in conjunction with the Western institute of TFAE – Dubbo Campus.

Parkes Health Service provides 38 inpatient beds distributed across: Bushman’s Ward: – 23 bed general medical / surgical / children ward Gibbon’s Ward: – 5 bed maternity unit – 2 bed delivery suite 6 general female medical overflow beds for ambulant patients High Dependency Unit: - 3 bed which co-exist with the Emergency Department

Other services include: Medical and Palliative Care; Surgical; Operating Theatre; Paediatrics; Rehabilitation; Aged Care; Oncology; Radiology and Pathology; and a wide range of allied health services and generalist Community Health Services. A number of outreach services are provided to smaller centres.

Hospital Accommodation An older style two story building, single room, share bathroom; kitchen; lounge room nurses home accommodation is available.

GWAHS Learning & Development Division

The GWAHS Learning & Development team provides and supports professional development opportunities for Area Health Service staff.

Learning & Development in partnership with external training providers and GWAHS staff have secured funding from a variety of sources to meet the challenge of growing our own to better meet the needs of our community. This has included participation in the Commonwealth Workplace English Language and Literacy Program.

As part of this Learning and Development and partners are: • Using recognition, assessment and learning pathways to enable staff to gain nationally recognised qualifications. • Developing our staff and expanding their career options. • Benchmarking across facilities to increase consistency and quality of service provision. • Increasing the uptake of Apprenticeships and Traineeships GWAHS and L&D both through partnerships with other RTOs and as a part of the NSW Health RTO offers an increased range of VET programs.

L&D is currently expanding its scope of practice and exploring additional partnerships to increase capapcity in line with workforce planning and organisational needs.

Preliminary evaluation of the overall strategy has shown that staff appreciate the skills recognition and workplace support and are open to career development opportunities. Some taking up roles in supervision and assessment and alternate career pathways within GWAHS. This strategy aims to improve staff retention and skills and contribute to the building of a positive workplace culture within GWAHS.

The Institute of Rural Clinical Services and Teaching (IRCST)

The Institute of Rural Clinical Services and Teaching (IRCST) was formed in 2003 following recommendations from the NSW Health Plan (2002). It aims to support rural clinicians across all stages of their careers and promote good practice in rural health service delivery.

It is a "virtual institute" with staff working across NSW. The current Executive Director, Ms Linda Cutler, is based in Dubbo.

IRCST provides a range of opportunities to rural and remote health staff:

• NSW Rural Research Capacity Building Program – each year IRCST accepts up to 30 candidates from rural and remote area health services to undertake a research project. Successful candidates participate in a research methods short course, conducted in Sydney by the NSW Primary Health Care Collaboration; are provided with a paid backfill day each week for a two year period; and are linked with mentors who have an interest or experience in the topic or methods required for the project. Applications are usually called in May each year. • NSW Health Awards Sponsorship – each year IRCST sponsors up to 40 rural and remote health staff to attend the Health Expo which exposes them to a range of continuous quality improvement projects from across the state.

IRCST also conducts a major conference, in a rural location, each year: • NSW Rural Allied Health Conference – held in Dubbo during October 2007, this conference attracts allied health professionals from rural and remote NSW to share valuable experiences and raise issues facing allied health practitioners. This conference is held biennially. • NSW Rural and Remote Health Conference – held in Coffs Harbour during November 2008, this conference attracts health professionals from a range of disciplines, with a view to working together to improve rural and remote health and health services. This conference is held biennially.
