Daphne Project. City Council. (DAPHNE III)

Miranda de Ebro is a Spanish city with a population of around 40,000 inhabitants coming from 34 different countries. On the 7th of December 2004, a non- gypsy woman was reported to be missing. Her disappearance came as a result of an unlawful detention seemingly perpetrated by her husband, according to circumstantial evidence. This man, who belongs to the gypsy community, has been sentenced to 27 months in jail for rough treatment against his wife, who denounced him before her disappearance. However, despite this firm sentence against him dating from January 2007, he is still out of prison.

After a thorough research, we have no record of any other Spanish or even European city where public gatherings to report a gender violence situation such as this one have been held for more than 3 years, as this is the case. According to this, we judge this Project as going beyond national or local affairs, besides having the diversity “differential advantage”.

With this Project, Miranda de Ebro City Council aims at: o Achieving “Zero Tolerance”. Nobody to be indifferent to any sign of violence. o Under the six discrimination variables of the EU (sex, age, race or ethnicity, religion or beliefs, physical disability, learning difficulties or mental illnesses, and sexual orientation), working towards equality in order to fight violence. The steps to take under a participating methodology, will include a range of different fields and will aim at involving a large number of civil organizations, thus reinforcing the current multidisciplinary network. o Preventing violence against women, emphasising the importance of the overcoming sex/gender-based stereotypes. In the light of the results of the Equal Project -which proved how deeply-rooted

stereotypes are from early ages- the goal is to put an end to the structural causes of gender violence. o Developing within Miranda de Ebro City Council both the II Effective Equality Between Men and Women Plan and the Integral Care for Domestic Violence Victims Programme.
