Main results of the Council

The Council adopted decisions allowing and to adopt the from 1 January 2008 , and setting conversion rates for the Cypriot and Maltese to the euro. The decisions will enlarge the euro area from 13 to 15 member states.

Ministers reached broad agreement on the candidacy of Dominique Strauss-Kahn as managing director of the IMF following the resignation of Rodrigo Rato.

The Council adopted a decision establishing that the Czech Republic has failed to comply with its recommendation on measures needed in order to bring the Czech general government deficit below the EU's 3% of GDP maximum threshold. It decided that no further action is required at this stage as regards Hungary , following its most recent recommendation, whilst confirming the need to continue to monitor closely Hungary's excessive deficit situation.

The Council also adopted conclusions on governance and funding issues regarding the International Accounting Standards Board.

STABILITY AND CONVERGENCE PROGRAMMES

Austria and the Czech Republic

TheCounciladoptedopinionsonannualupdates:

byAustriaofitsstabilityprogramme;

bytheCzechRepublicofitsconvergenceprogramme.

Adoptionoftheopinionsconcludesthecurrentcycleofannualupdatesofthememberstates' stabilityandconvergenceprogrammes;twentyprogrammeswereexaminedbytheCouncilin FebruaryandfiveinMarch.

UndertheEU'sstabilityandgrowthpact,memberstateshavingtheeuroastheirare requiredtopresentstabilityprogrammes,andthosenotparticipatinginthesinglecurrencyto presentconvergenceprogrammes.Theaimistoensuresoundgovernmentfinancesasameansfor strengtheningtheconditionsforpricestabilityandforsustainablegrowthconducivetoemployment creation.

Thepactrequiresprogrammesthatsetoutthememberstate'smediumtermobjectiveforits nationalbudget,themainassumptionsaboutexpectedeconomicdevelopmentsandimportant economicvariables,adescriptionofbudgetaryandothereconomicpolicymeasures,andan analysisofhowchangesinassumptionswillaffectitsbudgetaryanddebtposition.

EXCESSIVE DEFICIT PROCEDURE

Czech Republic

TheCounciladoptedadecision,underarticle104(8)ofthetreaty,establishingthattheCzech RepublichasfailedtocomplywitharecommendationissuedbytheCouncilonthemeasurestobe takentobringitsgovernmentdeficitbelowthemaximumthresholdof3%ofgrossdomestic product(GDP)setbytheEU'sstabilityandgrowthpact.

TheexcessivedeficitprocedurewasopenedwithregardtotheCzechRepublicfollowinga governmentdeficitof12.9%ofGDPin2003(6.6%ifamajoroneoffoperationrelatedtostate guaranteesisexcluded).

Initsrecommendation,adoptedinJuly2004underarticle104(7)ofthetreaty,theCouncilsetout measuresforcorrectionofthedeficitby2008,withdeficittargetsof5.3%ofGDPfor2004,4.7% for2005,3.8%for2006and3.3%for2007.

InJanuary2005,theCouncilconcurredwiththeCommission'sassessmentthattheCzechRepublic hadtakeneffectiveactionregardingmeasurestoachievethedeficittargetfor2005.

However,thenewCzechgovernment'supdatedconvergenceprogramme,presentedon15March followingelectionsinJuneoflastyear,setsdeficitprojectionsof4.0%ofGDPfor2007,3.5%for 2008and3.2%for2009,thusmissingthe3%thresholdnotonlyin2008,butalsoin2009.Andthe higherdeficitfor2007,whichismainlyduetoincreasesinsocialspending,contrastswithlower deficitsinthe200406periodthanforeseenintheCouncil'srecommendationandwithmuch strongerpredictedgrowththanforecastatthetimeoftherecommendation.

Hungary

TheCouncilexaminedacommunicationfromtheCommissionassessingactiontakenbyHungary inresponsetotheCouncil'slatestrecommendationonmeasurestobetakeninordertobringits governmentdeficitbelowthemaximumthresholdof3%ofgrossdomesticproduct(GDP)setby theEU'sstabilityandgrowthpact.

TheCouncilsharedtheCommission'sviewthat,onthebasisofcurrentinformation,theHungarian governmenthassofaractedinamannerconsistentwithitsrecommendation,andthatnofurther stepsareneededatpresentundertheEU'sexcessivedeficitprocedure.

ThreetimestheCouncilhasissuedrecommendationstoHungaryunderarticle104(7)ofthetreaty onthecorrectionofitsexcessivedeficit,inJuly2004,March2005andOctober2006.Andtwice,in January2005andNovember2005,itadopteddecisionsunderarticle104(8)establishingthat effectiveactionhadnotyetbeentaken.

Stepsprovidedforbyarticle104(9)and104(11)ofthetreatydonotapplytoHungaryasitisnota memberoftheeuroarea.

InitsOctober2006recommendation,theCouncilsetoutmeasuresforcorrectionofthedeficitby 2009,oneyearlaterthanenvisagedpreviously,withdeficittargetsof10.1%ofGDPfor2006,6.8% for2007,4.3%for2008and3.2%for2009 1.Therecommendationestablishedthedeadlineof 10April2007forHungarytotakeeffectiveactioninordertoachievethedeficittargetsfor2006 and2007.

On26April,theHungarianauthoritiessubmittedaprogressreport.

TheCouncil,togetherwiththeCommission,willcontinuetocloselymonitorbudgetary developmentsinHungaryinordertoensurethatadequateactioncontinuestobetaken.

ADOPTION OF THE EURO BY CYPRUS AND MALTA

TheCounciladopted:

– decisionsallowingCyprusandMaltatoadopttheeuroastheircurrencyasfrom1January2008;

– regulationssettingpermanentconversionratesfortheCypriotpoundandtheMalteseliraagainst theeuro,amendingregulation2866/98accordingly;

– regulationsadjustingcertaintechnicalprovisionsonintroductionoftheeuro,amending regulation974/98.

Thedecisionswillenlargetheeuroareato15memberstatesasfrom1January2008.Cyprusand Maltawillissueeuronotesandcoinsatthesametimeasadoptingtheeuro.

Theconversionratesaresetat0.585274Cypruspoundstotheeuroand0.4293Malteseliratothe euro,whichcorrespondtothecurrentcentralratesofbothwithintheEU'sERMII exchangeratemechanism.

TheCouncilencouragedCyprusandMaltatocontinuewithappropriatepoliciestoensurethatthey canmakethemostofthebenefitsofjoiningtheeuro,inparticularasregardsbudgetaryrigour, structuralreformandmaintainingthecompetitivenessoftheireconomies.

ThirteenoutoftheEU’s27memberstatescurrentlyusetheeuroastheircurrency:Belgium, Germany,Greece,Spain,France,Ireland,Italy,Luxembourg,theNetherlands,Portugal,Austria, SloveniaandFinland.Euronotesandcoinswereintroducedin12ofthosecountrieson1January 2002andinSloveniaon1January2007.

PUBLIC FINANCES UNDER THE STABILITY AND GROWTH PACT

TheCounciltooknoteofthepresentationbytheCommissionofanannualreportondevelopments inmemberstatepublicfinanceswithintheframeworksetbytheEU’sstabilityandgrowthpact (11037/07 ).

Itheldabriefexchangeofviews,focusedonthemeansforimprovingtheeffectivenessofthepact's preventivearm.

Thestabilityandgrowthpactisaimedatensuringsoundgovernmentfinancesasameansof strengtheningtheconditionsforpricestabilityandforsustainablegrowthconducivetoemployment creationwithintheEU'seconomicandmonetaryunion.In2005thepactwasrevised,introducing greaterflexibilityandstrengthenedeconomicrationale.

Asrevised,thepactputsmoreemphasisonbudgetaryconsolidationduringeconomicgoodtimes, soastoallowmemberstatestocreatethenecessarymarginsforlessfavourabletimes.

Initsreport,theCommissionhighlightssmoothimplementationofexcessivedeficitproceduresbut notessomedeviationsfromthepolicyrulessetbythepact'spreventivearm.Concernsrelatein particulartoinsufficientfiscalconsolidationeffortsbymemberstatesthathavenotyetreachedtheir budgetarymediumtermobjectivesdespitethecurrentfavourableeconomicconditions.Insome memberstates,unexpectedincreasesintaxrevenuesarepartlyusedtofinanceincreasesin governmentexpenditure,raisingdoubtsastothepermanentnatureofongoingfiscalconsolidation.

TheCommissionformulatesproposalsaimedatstrengtheningthefunctioningofthepreventivearm ofthestabilityandgrowthpact.TheCouncilcalledontheeconomicandfinancialcommitteeto examinetheseproposals,andtopreparedraftconclusionsforadoptionbytheCouncilatitsmeeting on9October.

ACCOUNTING STANDARDS - IASB GOVERNANCE AND FINANCING

TheCouncilwasbriefedbytheCommissiononcurrentworkregardinggovernanceandfinancing oftheInternationalAccountingStandardsBoardandtooknoteofaCommissionworkingdocument onthesubject(10727/07 ).

Itadoptedthefollowingconclusions:

"TheCouncilemphasisestheimportanceofInternationalFinancialReportingStandards(IFRS)for EUfinancialmarkets.StronggovernanceandstablefundingoftheInternationalAccounting StandardsBoard(IASB)andtheInternationalAccountingStandardsCommitteeFoundation (IASCF)arecrucialfortheEuropeanUnion.

Atitsmeetingon11July2006,theCounciladoptedconclusionsonfundingoftheInternational AccountingStandardsBoard(IASB).TheCouncilwelcomedthecurrentprivatesectoreffortsto createabroadbasedvoluntaryfinancingsystemfortheIASB.Inaddition,ECOFINstressedthe importanceofimprovementsintheIASBgovernancestructureandinvitedtheCommissionandthe EconomicandFinancialCommitteetomonitortheworkoftheIASBandreporttotheCouncilona regularbasisontheeffectiveprogressontheseissues.

TheCouncilnotesthatfollowingthetwoprogressreportspreparedbytheCommission, improvementshavebeenmadetotheIASB/IASCFgovernancestructure.ReaffirmingtheJuly 2006Conclusions,whilstrecognisingtheseachievementsmadebytheIASB/IASCF,theCouncil wouldliketoseefurtheractioninthefollowingareas:

– ImplementationofthedecidedmeasurestoimprovetheIASB'sgovernancestructurethroughan appropriateworkplan;

– CommentsfromtheRoundtableonConsistentApplicationofIFRSintheEUneedtobefully takenintoaccountinworkoftheIASBonstandardsandinterpretations;

– IASBshouldcarryoutrigorousexanteimpactanalysisforanynewstandardsandexpost analysisoftheimpactandfunctioningofissuedstandardsandinterpretationstoensurethattheir goalshavebeenachievedandthattheyproviderelevantinformationtousers;

– MemberStatesandtheEuropeanParliamentshouldberegularlyinformedatanearlystageby membersoftheIASBabouttheirintentiontoissuenewstandards,andbytheTrusteeson governancedevelopmentsintheIASCF;

– TheIASCFshouldproceedswiftlywiththereviewoftheworkingmethodsoftheStandards AdvisoryCouncil(SAC)andgivemoreprominencetoitsrole.

Furthermore,theCouncilcontinuestounderlinetheimportance/necessityof:

– FulltransparencybytheIASBatallstagesoftheprocessofinternationalaccountingstandards convergence,takingintoaccounttheviewsofallrelevantstakeholders;

– GeographicallybalancedrepresentationinallkeyCommitteesoftheIASB/IASCFstructure;

– EnsuringthatstakeholdersareadequatelyrepresentedintheIASBfoundation,IASBand InternationalFinancialReportingInterpretationsCommittee(IFRIC)governingbodies,bringing additionaltechnicalexpertise.

TheCouncilisgenerallysatisfiedwiththeIASCFeffortstoprovidestableandsecurefundingfor theIASBstructure.TheCouncilneverthelessconsidersthatthefollowingmeasuresarenecessaryto makefurtherprogress:

– Onthebasisofclearfinancingneeds,seekabroadinternationalbaseofcontributors,also includingsmallerjurisdictions;

– LiaisewithEuropeanandnationalbusinessandotherrelevantorganisationstosupportprivate sectoreffortstocreateabroadbasedvoluntaryfinancingsystem;

– Demonstratethatotherregionsoftheworldarecontributingequitablytothefundingsystem;

– Agreemodalitiesforregularevaluationoftheworkingofthefuturefundingsystemwiththeaim toensureitsefficiencyandstability.

TheCouncilinvitestheCommissionandtheEconomicandFinancialCommitteetocontinue monitoringtheIASB/IASCFissues,andreporttotheCouncilonaregularbasisondevelopmentsin governanceandfundingoftheIASBandIASCF".

GALILEO SATELLITE NAVIGATION SYSTEM - FINANCING ASPECTS

TheCouncilheldanexchangeofviewsonthepossibleadditionalpublicfinancingofGalileo,the EU'sglobalsatellitenavigationsystem.

TheTransport,TelecommunicationsandEnergyCouncil,atitsmeetingon68June,requested detailedalternativeproposalsforthefinancingofGalileo( 10126/07 ).TheCommissionisexpected topresentinSeptemberaproposalforcontinuedmanagementoftheproject.

Galileo,launchedin2001,hasaccumulatedadelayoffiveyearsonitsinitialcalendarandis currentlyfacinganumberofdifficulties,inparticularwithregardtoindustrialgovernanceandthe transferofrisktotheprivatesector.

Withoutprejudicetodecisionstobetakenintheautumn,theTransportCouncilexpressedsupport fordeploymentoftheGalileosystembytheendof2012andrecognisedthatthiswouldrequire additionalpublicfunding.

Undertheagreement,importsfromSwitzerlandintoAustriabytaxablepersonswithafullrightof deductionwillnotbesubjecttoVAT,soastoobtainasimilararrangementfromSwitzerlandfor goodsimportedfromAustriaintoSwitzerland.

TheCounciladoptedajointactionextendinguntiltheendof2007jointaction2006/439/CFSPwith afurtherEUcontributiontotheconflictsettlementprocessinGeorgia/SouthOssetia(10667/07).

Underjointaction2006/439/CFSP,EUR140000wasgrantedtotheOSCEtofinancemeetingsof thejointcontrolcommissionandtheorganisationofconferences,andtocovercertaincostsforthe runningoftwosecretariatsuntil30June2007.

OnthebasisoftheassessmentofanOSCEmissiontoGeorgiaandtherecommendationsoftheEU specialrepresentativefortheSouthCaucasusandoftheCommission,theEUcontributionwillbe continueduntil31December2007.

Guidelines for employment policies *

TheCounciladoptedadecisionestablishingguidelinesfortheemploymentpoliciesofthemember states,maintainingfor2007theguidelinessetoutindecision2005/600/EC (10237/07 + 11242/07 ADD1) .

Theguidelinesareaimedattheobjectivesoffullemployment,jobquality,labourproductivityand socialcohesion,reflectedinclearpriorities:toattractandretainmorepeopleinemployment, increaselaboursupplyandmodernisesocialprotectionsystems;toimprovetheadaptabilityof workersandenterprises;andtoincreaseinvestmentinhumancapitalthroughbettereducationand skills.

Thenextfullrevisionoftheintegratedguidelines(employmentandbroadeconomicpolicy guidelines)isscheduledfor2008.

RESEARCH

Agreement with Israel on scientific and technical cooperation

TheCounciladoptedadecisionauthorisingthesignatureofascientificandtechnicalcooperation agreementwithIsrael,associatingitwiththeEU's7thframeworkprogrammeforresearch, technologicaldevelopmentanddemonstrationactivities (10424/07 +COR 1).

The Conventionwasadoptedin1979andenteredintoforcein1987.Asof27June2006,118states andtheCommunityincludingallofitsmemberstates,werepartiestotheConvention.

FISHERIES

Import quotas for fishery products *

TheCounciladoptedaregulationprovidingforapartialortotalsuspensionofimporttariffsfor importsofcertainfisheryproducts (10886/3/07+ 11066/07 ADD1 + ADD2).

Theregulationintroducesasimilarregimefortheyears2007to2009astheoneestablishedforthe 20042006period,takingintoaccounttheEU'ssupplyneeds.

Exploitation of fisheries resources

TheCounciladoptedaregulationamendingregulation2371/2002ontheconservationand sustainableexploitationoffisheriesresourcesundertheEU'scommonfisheriespolicy (9746/07) .

TheregulationisaimedatadaptingtheEU'sfishingfleetinordertoimprovesafety,working conditions,hygieneandproductqualityandenergyefficiency.Theamendmentsconcern:

• thepossibilitytoallocate4%oftonnagescrappedwithpublicaidforthepurposeofimproving safety,hygiene,workingconditionsandproductqualityonboardneworexistingvessels;

• reductioninpowerlinkedtoenginereplacementwithpublicaid.

Fisheries agreement with Kiribati

TheCounciladoptedadecisionapprovingtheconclusionofanagreementwiththeRepublicof Kiribationtheprovisionalapplicationofaprotocolsettingout,fortheperiodfrom16September 2006to15September2012,fishingopportunitiesforEUvesselsinKiribatiwaters (9283/07) .

Thefishingopportunitiessetoutintheprotocolwillbeallocatedasfollows:

– purseseinevessels:SpainandFrance(73%and27%ofavailablelicencesrespectively);

– longliners:PortugalandSpain(sixvesselseach).

Undertheagreement,theEUwillgrantanannualcontributionofEUR416000equivalenttoa referencetonnageof6400tonnesperyear,plusEUR62400peryearforinitiativestakentosupport Kiribatifisheriespolicy.
