International Mobility of Researchers Based on 40-Year Exchange Between Tokai University and King Mongkut’s Institute of Technology Ladkrabang (KMITL), Thailand

-- Assistance of Fostering Human Resources Expands into Student Exchange Programs Abstract Since its establishment, Tokai University has been interested in assisting Southeast Asian countries. In 1951, the Japanese Government joined the Colombo Plan for Cooperative Economic and Social Development in Asia and the Pacific, which started in 1951, and Tokai University started assistance to Thailand under the Plan. The history of Tokai University and KMITL is divided into four phases. The First Phase (1960-1970): The Technical Support Agreement was signed in 1960 between the Japanese and Thai governments, and KMITL was established as Nondhaburi Telecommunications Training Center in 1961. Tokai University accepted four students into the bachelor course from KMITL (then KMIT). Tokai University has assisted KMITL in education programs since 1965, which experts of Tokai University were sent to KMITL since the onset of the JICA project. Those students returned to Thailand and played an active role mainly in education and research fields. The Second Phase (1971-1985): In order to establish a better environment, Tokai University dispatched four long term experts to KMIT (former name of KMITL) in 1972. In addition, to develop the exchange program between Tokai University and KMITL, the academic exchange agreement was signed in 1977. The Third Phase (1986-1996): Tokai University sent three long term experts and forty short term experts to KMITL. Not only do we want to develop and train highly skilled engineers, but also to exchange students and conduct joint researches so that the number of exchange increases and quality improves. The Fourth Phase (1997- ): Tokai University’s efforts bore fruit in assisting KMITL. Two graduates of Tokai University from KMITL became Chancellors of KMITL, and KMITL became one of the most famous technical science universities in ASEAN countries. KMITL was no longer a “Recipient” at this project. They became a “provider” and the relationship with Tokai University changed from “support and cooperation” to “collaboration”. The two universities developed their exchange programs such as International Voluntary Activities, Summer Training on Tokai University, Dual Doctoral Degree Program and Japanese Language Twinning Program, as well as satellite classes, research exchanges, and Tokai University's involvement in JICA’s AUN/SEED-Net. The international supports to KMITL and Jomo Kenyatta University of Agriculture and Technology (JKUAT), Kenya, are described to be the most successful cases of JICA’s higher education program, and Tokai University takes pride in contributing to this program.

Tokai University is… Tokai University was established in 1943 by Dr. , who had formerly been the engineering president of the Ministry of Communications. Now there are 3 universities (Tokai University, Kyushu Tokai University and Hokkaido Tokai University) with 9 campuses and 4 junior colleges under Tokai University Education System. Demonstrating its ability to function as a full-fledged university, Tokai University is developing a wide range of activities in diverse fields such as academic research, international exchange, and social activities. In 2008 these universities and colleges will be unified and be born as a new Tokai University. Tokai University has been selected by the Ministry of Education, Culture, Sports, Science and Technology for “Strategic Fund for Establishing International Headquarters of Universities” in 2005.
