3.0 DEFINITIONS

3.1 HIGH'WIND ALERT:__ A riotice issued by the company's meteorological services vendor to the site if there is the potential for development of a flooding event if sustained winds greater than 40 mph for two (2) hours or more are expected with wind direction coming from between 15 degrees and 90 degrees.

3.2 HIGH WIND WARNING - A notice issued by the (NWS) when either of the following conditions are EXPECTED: sustained winds at least 40 mph or higher for one hour or more, OR wind gusts of 58 mph or higher for any duration.

3 .3 HIGH WIND WATCH - A notice issued by the NWS when either of the following conditions are POSSIBLE: sustained winds at least 40 mph or higher for one hour or more, OR wind gusts of 58 mph or higher for any duration . • 4 RA-EP-02810 'l Revision 16

3.4 SEVERE WARNING - A notice issued by the NWS when. either .a severe thunderstorm is indicated by radar or a spotter reports a thunderstorm producing hail one inch or larger in diameter (quarter size), and/or winds equal or exceeding.58 miles an hour. • 3 .5 SEVERE THUNDERSTORM WATCH - A notice issued by the NWS when conditions are favorable for the development of severe thunderstorms in and close to the watch area. A severe thunderstorm by definition is a thunderstorm that produces ·one inch or larger hail in diameter (quarter size), and/or winds equal or exceeding 5 8 miles an hour. · _,

• 4.0 RESPONSIBILITIES ·

4.1 The Shift Manager shall be responsible for:

4.1.1 Notifying the Security Shift Supervisor of a tornado watch or· warning, severe thunderstorm watch or warning, high wind. watch or warning, or any on-site condition that meets the.definition of a watch or warning ( e.g., sustained winds at least 40 mph or higher for· one hour using M006, lO M wind speed).

5.0 INITIATING CONDITIONS

This procedure shall be utilized when the Control Room has been made aware of a tornado watch or warning, severe thunderstorm watch or warning, high wind watch or warning, or any on-site condition that meets the definition of a watch or warning ( e.g., sustained winds at least 40 mph or higher for one hour using M006, 10 M wind speed).

5.1 The Shift Manager should instruct Control Room personnel to monitor available weather information for adverse weather trends or notices from the National Weather Service .

The required FLEX N+ 1 equipment is discussed in Section 7:0 ofNORM-LP-7221,Davis-Besse Flooding Mitigating · Strategy Assessment Suppprt ~ocument. 6.2.1 In the event of a: tornado watch, or severe thunderstorm watch, or high wind watch for areas which include the_.power station, the Shift Man~ger shall notify:

a. The Security Shift Supervisor · .

b. · The Duty.Team to include the On-CaUDuty Emergency Response individual of a tornado watch, sever'Mhunderstorm watch, or high wind watch.

6.2.2 In the event of a tornado watch, the•Security Shift Supervisor shall:

a. Direct security patrols to report any tornado sightings to the Control Room.

b. · i Advise the Shift Manager on. any:messages received concerning tornado . information, · · - ' · ·.·. : 'o

NOTE6.3

I. All of the applicable actions in Section 6.3 should be taken on receiving a Tornado Warning or report from a credible source of a tornado sighting near the plant. The Shift Manager will determine credibility of the source> •

2. During those outages when a construction opening is cut into the containment shield building and/or containment reference the appropriate outage document for additional guidance for establishing containment integrity. '

'6.3· Operation During a Tornado Warning, Severe Thunderstorm Warning, High Wind Warning or Report of a Tornado Sighting near the Plant in Ottawa County

6.3.1 The Shift Manager shall ensure:

a. Announcement of the tornado ~arning/severe thunderstorm warning, high wind warning, or tornado sighting near the plant over the Gaitronics System. Dir~ct employees to take.cover in lower levels-of buildings during a tornado ·warning or sighting near the site:

4. Order all nonessential station operations halted.

5. Use RA-EP-01500, Emergency Classification, to determine the proper emergency classification, if any, and take appropriate actions.

6. Notify the System Control Center (SCC) Dispatcher

6.4.2 The Shift Manager shall direct a walkdown of the station.

Personnel involved in the walkdowns shall at a minimum look for: o Indication of physical or missile damage o Indication of atmospheric introduction to area normally protected by a structure o Leaking fluids o Deformed systems, structures or components o Broken gauge / instrumentation damage o Material that is hanging from or has the potential to fall onto switchgear or distribution system wiring

Particular attention should be paid to the following areas:

a. EDG Fuel Oil Storage Tank (POST), or "Week Tank"·

b. EDG Day Tank Flame Arrestor and Exhaust

7.0 FINAL CONDITIONS

Use of this procedure shall be terminated when the tornado watch or warning; or severe thunderstorm watch or warning, or high wind watch or warning has been canceled. •

7.1 The Shift Manager shall ensure:

___ 7.1.1 IF an emergency has been declared in accordance with RA-EP-01500, Emergency Classification, THEN, take actions accordingly.

---7 .1.2 Announcement is made over the Gaitronics system that the tornado, severe thunderstorm or high wind threat has expired. , - 1 ;'' -

---7.1.4 Notify the following when the watch or warning has expired:

• Security Shift Supervisor

• The Duty Team to include the On-Call Duty Emergency Response Individual.

• IF wind speeds as read on MET Tower computer point M006, were at or greater than the HIGH WIND WARNING levels as defined in Section 3.0, Definitions, • THEN request Supervisor, Nuclear Work Planning Services and the Superintendent, Nuclear Work Planning to have an Infrared Thermography inspection of the switchyard through the main and startup transformers performed. This inspection will typically be performed the next business day.

---7.1.5 IF the FLEX N+ 1 equipment was relocated due to a HIGH WIND , THEN return the FLEX N+ 1 equipment to normal storage in Service Building 7.

7 .2 The Security Shift Supervisor shall:
