When formal bids were placed before the I.O.C. in Lausanne in June 1985, there were six other contenders, Anchorage, Berchtesgaden, Cortina, Falun, Lillehammer and Sofia. The publicity and marketing campaigns then began in earnest, building up to the crucial vote at the 91" Session of the 1.0.C. in Lausanne on 17 October 1986. Albertville -Tbe Facts: Part IV is scheduled for November, and. will include the full postal history of the Games themselves, and include sections we have had to hold over from Part III for lack of space (postcards for example). This volume summarizes, collates and up-dates philatelic information published in Torch Bearer since 1985. For more detail the list on the front cover will guide you through. For additional background information we strongly recommend the superb brochures published by COJO '92, "-730 Days", "-500 Days", "-365 Days", "-222 Days", and "-92 Days". These are in French and English, unlike the Official Programme, which is in French only (it is sold for 50 Francs, or 60 Francs including a special Olympic pin which is not sold separately). Time Magazine (one of the Olympic Sponsors) are publishing a special Albertville issue to coincide with the opening of the Games, and Britain's "Stamp Magazine" also has a special article in the March issue, with many colour illustrations. I am grateful for the considerable help from Rene Christin, Francis Daziniere, Henri Robert, the Albertville postmaster, and Maitre Maurice Dunand, also from Albertville, and from Bob Farley who has contributed in particular the sections on envelopes, vignettes and pins, and Andy Potter (stamps from outside France). We have tried to make this supplement as comprehensive as possible, but there are bound to be items that have escaped our notice, postage meters especially. CASE STUDIES OF CRACOW AND ALMATY The collapse of the Soviet Union has led to historical transitions in Central and Eastern Europe. The political and economic transformation in countries located in this world’s region has caused their dynamic socioeconomic development and more stable position on the international stage. Regarding the potential of hosting the Olympic Games as an opportunity for infrastructural im- provements, employment boost, and presentation of a positive image and traditions of a country, post-Soviet cities have entered the race for staging Olympic events. The main aim of this article is to analyse the bidding process for the 2022 Winter Olympic Games with an emphasis on case studies from two bidding cities with post-socialist history – Cracow and Almaty. Characteristic patterns and features of both cities’ bids, as well as differences between them are drawn, with conclusions on why these were unsuccessful. Cracow and Almaty’s bid paths in the 2022 Winter Olympics process were different. Cracow pulled out from the race during the applicant phase because of referendum results: the city residents were against the Olympics, while Almaty reached the final phase and lost to Beijing in final voting. It seems that post-socialist countries still have a weaker bargaining position in the bidding process than candidates with advanced and estab- lished economies.
