On 11 December 1982 Jean-Claude Killy, winner of three Gold Medals at in 1968, and Michel Barnier, announced the candidature of Albertville to host the 1992 Olympic Winter Games. When formal bids were placed before the I.O.C. in in June 1985, there were six other contenders, Anchorage, Berchtesgaden, Cortina, Falun, Lillehammer and Sofia. The publicity and marketing campaigns then began in earnest, building up to the crucial vote at the 91" Session of the 1.0.C. in Lausanne on 17 October 1986. Albertville emerged triumphant.

The Opening of the Games on 8 February marks the climax of 10 years work, and this special Torch Bearer supplement brings together the philately, postal history, and other aspects of collector interest, up to the time of the Games. Albertville -Tbe Facts: Part IV is scheduled for November, and. will include the full postal history of the Games themselves, and include sections we have had to hold over from Part III for lack of space (postcards for example).

This volume summarizes, collates and up-dates philatelic information published in Torch Bearer since 1985. For more detail the list on the front cover will guide you through.

For additional background information we strongly recommend the superb brochures published by COJO '92, "-730 Days", "-500 Days", "-365 Days", "-222 Days", and "-92 Days". These are in French and English, unlike the Official Programme, which is in French only (it is sold for 50 Francs, or 60 Francs including a special Olympic pin which is not sold separately). Time Magazine (one of the Olympic Sponsors) are publishing a special Albertville issue to coincide with the opening of the Games, and Britain's "Stamp Magazine" also has a special article in the March issue, with many colour illustrations.

I am grateful for the considerable help from Rene Christin, Francis Daziniere, Henri Robert, the Albertville postmaster, and Maitre Maurice Dunand, also from Albertville, and from Bob Farley who has contributed in particular the sections on envelopes, vignettes and pins, and Andy Potter (stamps from outside ).

Anchorage was the second candidate eliminated. It was known at the time that they were gaining experience for a stronger bid for 1994, bearing in mind that , also in North America, were the hosts for 1988.

Thwarted in 1944 by the Second World War, Cortina successfully hosted the 1956 Winter Olympics. They managed only 7 votes however for 1992.

6 VI : Sofia In the first round of voting Sofia was the most popular, with 25 votes, and Albertville had only 19. A majority was needed however, and whereas Sofia gained no further votes, the votes for Albertville gradually rose to 51. Philatelically Sofia's campaign is every bit as interesting as that for Albertville, if not more so. therewere postmarks from Sofia, as might be expected, but also the Black Sea resorts of Varna and Bourgas, that seldom, if ever, see snow! There was also the one postmark overseas, in , meeting Albertville head on as it were!

There is no first day postmark, and no pre-release, with the sheet going on sale throughout France on 8 February. Instead of the simple folder there is a folder in the form of a triptych*, with an unmounted mint copy of the sheet plus singles of the logo stamp and the Torch Run stamp. The format of other philatelic products is yet to be established. s These philatelic products bear VAT in France, so are sold more cheaply overseas. Local taxes on import may make up the difference:

The Olympic Torch

La Poste, the French Post Office, are the twelth member of Club Coubertin, official suppliers of express mail services, through ENS Chronopost, and, in a novel development, were official organisers of the Olympic Torch Run. Below, and in the various sections of this supplement you will find details of the Torch Run stamp, handstamps and slogans, booklets with the special La Poste Torch Run logo, vignettes, postcard, envelopes, and perhaps the star item, the international advice of receipt card with the Torch Run logo. A mint copy of the postcard (second printing) comes with February Torch Bearer courtesy of La Posts

The Olympic Flame was kindled by the rays of the sun, in the traditional ceremony at Olympia, at noon on Friday 13 December 1991. It was carried by the high priestess Maria Pambouki to the altar in the clearing .next to the monument to de Coubertin. She was supported by 18 vestal maidens, and followed by 92 lucky Albertville schoolchildren. Tradition requires that those who receive and carry the flame shall not be present at its birth, so Michel Barnier and Jean-Claude Killy, Presidents of COJO '92 had to be content to watch it being handed to the first runner, a 26 year old Greek competitor Sakis Tsakiris.

The flame rested overnight in then on 14 December, it was flown in Concorde to Paris, Charles de Gaulle Airport, where it landed at about 3.30 p.m. Edith Cresson, the French Prime Minister led a brief ceremony of welcome, then the first French Torch Bearer, champion cyclist Catherine Marsal set off on the first of the 5,500 one kilometre stages across the length and, breadth of France. Each Torch was carried for 1 kilometre by a runner aged between 15 and 20 (chosen by lottery) and escorted by La Poste employees, each escort accompanying the Torch for 5 kilometres.

The flame passed from hand to hand at the end of each kilometre, and there were in all 100 separate Torches, made of stainless steel by Ugine, with a burner designed to withstand a 60 k.p.h. wind, and gas to keep it alight for 40 minutes. The designer was Philippe Stark. The actual Olympic Flame was kept in a special

miners' lamp, used to relight the Torch should it go out, and after the overnight stops.

At Just before 6 p.m. on 14 December the Torch reached La Villette, Paris's "City of Science", and there was a brief ceremony to open the exhibition "Sport and Health".

At 6.50 the Flame, carried by a Parisian student Muriel Seurat, reached the Elysee Palace, where there was a brief ceremony in the presence of President Mitterand, Edith Cresson and Jaques Delors. Back then to Place de la Concorde, and the Champs Elysees, where the Mayor of Paris, Jaques Chirac, led the official civic welcome with a televised ceremony, son et lumiere, and a cast of 10,000 (and a cost of 16,000,000 Francs Ct1.6m11). To bring the ceremony to its close the Torch was carried slowly up the Champs Elysees, followed by a sea of torch bearers, to the Arc de Triomphe, where the Olympic Flame was greeted by a spectacular firework display.

On then to the Grand Arch at La Defense where it was welcomed by the President of the General Council, Charles Pasqua, followed by another impressive son et lumiere and laser display, this time with a cast of 1992. As fireworks cascaded under the Arch the Flame was carried by lift to the roof, where it was to burn overnight.

In the subsequent days there were sports meetings, exhibitions, fireworks and ceremonies in many towns, and in particular at the 59 towns where the Torch stopped overnight. On the initiative of La Poste and COJO '92, Christian Bourret and Pete Ricci devised a 20 minute ceremony to form the basis of the ceremonies in each town. Using giant inflatable structures - cones, spheres, tubes, a pyramid - high as a 5 storey building, the sound and light display told the history of the flame from creation to the Olympic Torch. At Mirville near Le Havre, where De Coubertin lived, there was a special ceremony (28 December). A La Poste mail plane flew the Torch to Corsica. On its return to the mainland it was diverted to Nice (there was a vociferous campaign that Nice was not on the route originally chosen), and from there it was flown by naval helicopter to Toulon (hence the naval Olympic slogans perhaps?)

The participants in the ceremonies were generally post office personnel, school-children, and volunteers, who were recruited by way of application forms available in post offices. The Paris forms were exclusive to that city, and there are no doubt forms in respect of each ceremony, and also local timetables of the run, on a daily basis. Since these are published by La Paste, they can legitimately, brighten a Torch Run collection. LA MM N., A Members of the public attending the ceremonies 4, +.12 0 were offered small replicas of the Torch, 1991 containing a candle. They were sold for 25 Francs, for the benefit of the charity "Secours Catholique" (who received 12 Francs for every Torch sold). 2-7 The Philatelic Arrangements

Philatelically, each overnight stop was marked with a special handstamp, in a standard format, and with 61 in all, I have to say somewhat boring. A couple of locally sponsored handstamps in individual formats add some relief, and there are a number of slogans, some from towns also with a handstamp, and some from towns without.

The preceding pages show the map of the route published by La Poste, and the locations of the temporary post offices. A mobile post office was to be set up at each place, as indicated in the list, except Puteaux La Defense, Toulon and Corsica, where the special handstamp was to be available from existing offices. However arrangements in Paris were not as advertised, and may well have varied in other towns and cities, especially since at Fontainbleau on 15 December there were 15,000 instead of the 5,000 expected, and the floor of the mobile post office lorry gave way! Olympic stamps, philatelic souvenirs, and Olympic coins were on sale, and the Torch Run postcard (second printing) and a "petition postcard" - "I support the French Olympic Team" were available. Registration facilities were available at Paris and La Defense, and should have been available everywhere, but may not have been, or not available for overseas addresses. As always, we would welcome information from members.

28 3: Paris Roissy, Charles de Gaulle Airport: There was no special handstamp, but there were Olympic displays in the post offices in the terminals, and the Torch Run postcard was available. I arranged for mail to be handstamped with an airport c.d.s. There are also Air France Olympic flight cachets

4: Paris: The temporary post office was advertised as being at the Place de la Concorde, at the angle of the rue de Rivoli from 10 a.m. to 7 p.m. It was not there, and there was not a sign indicating its whereabouts. Officials preparing for the evening ceremonies did not know, nor dealers at the nearby Marigny stamp market. We eventually found out that the special handstamp was available from the regular post office on the Champs Elysees. Even on the door there was no indication, yet the public clearly found it, for it was busy, and had for example run out of the Torch Run postcard by 6.30 p.m. when we got there. We sent Just two registered letters with advice of receipt,

5: Puteaux, La Defense: There was a temporary post office in the entrance hall to the National Centre of Industry and Technology <"C.N.I.T.") which stands beside the huge public concourse in front of the Grand Arch. It was not in the regular post office a little further into the C.N.I.T., but did use the date stamps from that office for registered mail for example. We sent a few overseas registered letters with the Olympic advice of receipt card,

La Poste organised a musical entertainment in the C.N.I.T. all afternoon, and outside on the concourse they had stands selling sweat-shirts with the La Poste Torch Run logo, and other Olympic souvenirs, including the official programme for the Games, complete with special pin. Small Torch Run flags were also available

About 8.30, shortly before the arrival of the Torch, the post office was closed, and dismantled.

After the ceremony we discovered you could take the lift to the top of the Grand Arch, free. At the top there was the Flame in the miners lamp, in an attractive display area lit with red white and blue light. At the side was a desk selling postcards and an envelope of the Grand Arch, only available on the roof itself, and next to it, the temporary post office selling the Olympic stamps, and offering the handstamp. At eleven o'clock at night and after it was incredibly busy! Although there was no notice to say it was there it seemed that every person who found the way to the top of the Arch wanted a souvenir cover or card!!

31 Arrangements During the Games

The information that follows is taken from details sent by the Philatelic Section of La Poste in Paris, using EXS Chronopost, the official express mail carrier (but only their inland express cash on delivery label is known to carry the Olympic rings). Remember, the weather can cause rescheduling of events, and this and other factors will mean inevitable variation in the actual postal and philatelic programme. Do let myself or Franceska Rapkin know of interesting variations you discover, so that we can include them in the reports in Part IV.

14 Large Handstamps

There are 14 large format handstamps in use from 8-23 February. All are in a common design, depicting the full Albertville Olympic logo, and have an interchangeable date. Each shows the name of the resort or centre, with no mention of the individual sports. The 14 places are: \;i QZ7,■

Remember also that there is a Torch Run handstamp from Albertville on 8 February, and if you are applying by mail, make sure you specify whether you want Torch Run or Games handstamp.

Temporary Post Offices

The following temporary post offices/kiosks will be open; it is understood that except where indicated all the handstamps will be available at each, but this needs to be confirmed. There will be several dies of each handstamp therefore.

1: Albertville, the Forum: 10 a.m. to 10 p.m.; free public access

2: 73550 Xeribel les Allues, at l'Eterlou from 9 a.m. to 9. p.m. for the duration of the Games; free public access.

3: Xeribel at the foot of the Ladies Downhill course from 2 hours before events to 2 hours afterwards, on 12, 13, 15, 17, 19, and 20 February (may vary if events are rescheduled). This will offer only the datestamp for Meribel and Meribel les Allues, and will only be accesible to ticket holders.

4: 73150 Val d'Isere at Bellevarde, from 2 hours before until 2 hours after the men's alpine ski-ing events on 9, 10, 11, 16, 17 and 22 February (subject to re-scheduling), and again only accessible to ticket holders.

A special envelope, common to France and Norway, will be issued on 23 February 1992, the date of closure of the Albertville Games. It will show the logos of the 2 Olympic Organising Committees, and bear the French Torch Run stamp, cancelled with a special handstamp. It will remain on sale until 30 September 1992.

The Fifth Fara 1 ymp c Games International sporting events for people with handicaps or disabilities have grown in number and in stature in recent years, and are now firmly linked to the Olympic tradition and ideal. The Fifth Winter Faralympic Games will take place in Tignes, from 25 March to 1 April, and some 750 competitors will take part in a full range of specially adapted Nordic and Alpine ski-ing events. There is a cheerful mascot, Alpy, shaped like the summit of the "Grande Motte", the most dramatic mountain that overlooks Tignes, and a logo, a white bird soaring in a blue sky, designed by Jean- Michel Folon, who has designed stamps for France and other countries, including Britain's 1991 Europa stamps.

The stamp to publicise the Games reproduces the logo. On general sale in France from 9 December, it was issued in Paris on 6 December with a special first day cancel, and pre-released in Lyon on 7 December, again with a special handstamp. There will no doubt be a special postmark in Tignes during the Games, and we shall publish details in due course in Torch Bearer or Part IV.

It is common practise within the resorts to sell illustrated envelopes for use by tourists. By 1989 a number of envelopes had appeared with reference to the Olympic status of the resorts. C. 0. J. 0. granted Andre official status ae publishers of post cards. calendars and envelopes late in 1989. Andre published an envelope including a relief map view of the Olympic region in two sizes. this has subsequently appeared with some of the individual resort logos as the obverse design. Andre issues are therefore official. all others unofficial.

Self Adhesive Vignettes

Many stickere have now appeared in the Savoie. almost every shop window is decorated with either a Mars or M & M sticker. Even office windows have full width internal stickers of the M & M characters as olympic athletes! Supplies of these stickers have obviously been placed by Bill Stickers. but it is almost impossible to find a collectable copy.

42 COMMEMORATIVE PINS

During 1990 1991 pine became one of the most collectable modern items in france. this was very evident in january 1991 at the Train Coubertin Exhibition. Every visitor was seeking pins. and many were simply walking a circuit of the carriages to ensure a supply of duplicates.

Stadium of Paris were appointed as official licensee of pine for the XVlth. Winter Olympic Games. and have issued a number of commercially availabe series, these include:

Magique in various poses. At least 3 designs. Magique within a ring. 5 pins, each a different pose. and each ring different to form a group of the Olympic rings in correct colours.

Magique with a numeral. 4 pins to collectively form "1992" available in at least three colours. Sports pictograms. Series of at least 16 pins, gold colour with event pictogram in relief. Magique against national flag. Series of at least 20 pins with the flags of potential competing nations. includes East and . U.S.S.R. and Yugoslavia.,

Presentation series Set of five pins and commemorative plaque in a presentation case. Magique as athlete. At least 13 pins design shows Magique as a competitor in various events. Flame logo. Gold logo on red background. 2+ sizes. Silver logo on red background. 2+ sizes. Coloured logo on white. 5+ sizes. Gold, logo in relief. 2+ sizes Silver, logo in relief. 2+ sizes. Venue pictogram / logo. Overlapping rotated squares. White with resort name. Red with pictogram. Gold logo. At least 10 designs.

Many other series are available. which have been produced for the 1991 1992 seasons.

As a result of the buoyant demand many counterfeit pins are now appearing on the french market. due to the potential risk of prosecution for license infringement. the majority of Olympic related designs choose previous Games as their subject.

43 COMMEMORATIVE PINS

For the collector, the most interesting pine are probably those commissioned by corporate bodies with a direct link to the Games. In this instance it is possible to group such bodies and their pins under the following heads: Members of TOP II. Worldwide sponsors designated by the I. 0. C. Members of Club Coubertin, "Partnere" designated by C. 0. J. 0. Official suppliers of goods and services. Official Licensees.

Mars and Coca Cola seem to be the most active internationally of the TOP II members in producing pine.

All members of Club Coubertin have produced pins as give-aways. those members with access to retail outlets, such as Renault have also marketed a series of pins.

Space (and knowledge I pevents a detailed listing of the many pins in existence, however it is hoped that the following selection may encourage a collector member to share their knowledge.

Many "rarities" will exist, although pin values are very subjective. After the Calgary Games were closed. the fervour of pin collecting (and therefore values I almost disappeared.

Current Albertville rarities include a pin depicting the abandoned chamois mascot, and a pin produced for Renault which exists in two types. with or without acknowledgement of the COJO copyright in the official logo on the reverse.
