ABSTRACT Title Approaches in Cross Border Education Provision of Thai Higher Education Institutions Field Social – Psychology Name Ms. Chadarat Singhadechakul Course NDC Class 59 The objectives of this research are to study current situation and readiness of Thai higher education and supporting factors and limitations in cross border education provision of Thai higher education, and provide recommendations on policy formulation to strengthen the capacity of in cross border education provision. It was found that in relation to the readiness in cross border education provision 3 groups of higher education institutions have been identified. Group 1 has readiness in provision of cross border education in all 4 modes of supply, namely Cross Border Supply, Consumption Abroad, Commercial Presence, and Movement of Natural Persons. This is under conditions that the group receives government support in terms of policy and budget and there are simplification of rules and regulations that cause obstacles and quality control of education provision that meets the international standards. The higher education institutions in this group are large public higher education institutions, for example, Chulalongkorn , , , , , etc. This group also includes private higher education institutions that have delivered international programs for long years, for example, Assumption University, University, , Dhurakij Pundit University, University of the Thai Chamber of Commerce, etc. Group 2 is the group that has the capacity at a certain level but still needs to enhance its academic strengths, Therefore, higher education institutions in this group might collaborate with Group 1 in providing cross border education. The higher education institutions in this group are medium-sized public and private higher education institutions, for instance, , Srinakharinwirot University, Mahasarakham University, Ubon Ratchathani University, Nation University, North , etc. Group 3 are public and private higher education institutions that have limitations in providing cross border education since they need to be academically developed and raise their profiles in order to attract international collaboration. This group comprises Rajabhat , Rajamangala Universities of Technology and small private higher education institutions, for instance, Thongsook College, Nakhonratchasima College, Santapol College, Saengtham College, etc.
