3. PROJECT OBJECTIVES:

 GENERAL OBJECTIVE: To improve the accessibility in the cross-border area Calarasi-Silistra, by promoting joint clean and energy-efficient road and river transport systems

 SPECIFIC OBJECTIVES: - to improve cross-border policy coordination among local public administrations in order to develop joint road and river transport systems meaning using new innovative technologies, - to contribute to the sustainable development by developing/designing joint clean and energy-efficient road and river transport systems, - to implement a joint bilingual information system related to the local transport and its effects on cross-border environment.

4. TARGET GROUPS

Local Public Administration (both side Romania, Bulgaria) Employees of the local public transport operators Citizens of Calarasi-Silistra area as target group and beneficiaries 2

5. PROJECT CONTRIBUTION TO THE PROGRAMME OBJECTIVES

Creating the better transport services for the citizens in the cross-border area, improving the accessibility and the mobility of the people and goods with the minimum effects in the environment Development of new public policy instruments based on the new technologies, using the natural resources of the area in order to support a clean, self-sufficient and energy efficient transport system Development of a joint information system that will improve people access to information in the cross-border area. The transport routes and the effects on environment will be known by all the people and this will offer the opportunity for time economy.

6. MAIN ACTIVITIES

- Studies regarding use the renewable energies and possibilities to use clean energy road and river transport systems in eligible area - Development of a clean and energy-efficient road and river transport system tailor made for the Calarasi-Silistra area - Common planning documents for public transport services in Calarasi –Silistra Area - Training for clean and efficient-energy local transport - Elaboration of the Guideline for clean and energy-efficient road and river transport systems - Development of joint bilingual information system - Information campaign for cross-border public awareness related to the effects of the transport to the environment

7. EXPECTED RESULTS

- Promoting cooperation between Romanian and Bulgarian researchers and local public administration in order to improve accessibility in the cross-border area - Creating an ecological transport system (2 demonstrative boats, one for Calarasi, one for Silistra) that can contribute to the sustainable development of the region - Common Strategy for public transport on road and river in Calarasi-Silistra area - Guideline for clean and energy-efficient road and river transport systems

8. EVENTS ORGANIZED

8.1 Workshop “Common Strategy for Public Transport on Road and River in Călăraşi - Silistra area” The workshop “Common Strategy for Public Transport on Road and River in Călăraşi - Silistra area” has been organized (by LP with the contribution of all partners) in Calarasi, between 29th October and 1st November, at Hestia hotel. The main purposes of this event were: setting up the Joint Working Group (including local politicians, civil servants, and experts from university and research institutes, representatives of transport public companies) and drawing the main directions of the Common Strategy for Public Transport on Road and River in Calarasi-Silistra area. Several papers have been presented during the workshop by team members of LP, Partner 2, Partner 3, Partner 4 and Partner 5. Also, for the workshop sessions LP

3 ensured the moderators. All the partners took part to the round tables and to the discussions held on the topics of the workshop. The Joint Working Group was established, consisting in: 3 professors, 3 researchers, few politicians, several public servants and public transport representatives. In addition, during this event, with the support of the Joint Working Group, the main directions of the Common Strategy for Public Transport were established: road transport in Calarasi city, passengers’ river transport between Calarasi and Silistra, tourist river transport (especially for visiting the islets and historical sites). Each partner appointed some members to be part of the Joint Working Group which will coordinate the common strategy elaboration, along other people (civil servants, local politicians, public transport) representing different institutions that could play a significant role in the strategy elaboration. 60 persons, representing different institutions from Romania and Bulgaria participated to this event.

Joint working group round table

Currently, the LP members of the Joint working group are analyzing in detail the information contained in the study in order to draw conclusions and to propose clean transport solutions tailor made for Calarasi-Silistra area. Moreover, Lead Partner held a meeting with some of the members of the Joint working group (representing LP and Partner 4) on December 17th, 2013. During this meeting there were performed: a preliminary analysis of the tourist attractions from Calarasi-Silistra Cross-Border region (tourist traffic analysis and forecasting), a preliminary analysis of existing urban public transport routes and their characteristics in order to optimally size the environmentally friendly transport system, the analysis of the sociologic study’s conclusions, including the effects on population from the ecological transport point of view. Partner 2 held a meeting on December 12th, 2013 for discussing issues related to the common strategy – specific aspects that have to be analyzed for Calarasi area; at this meeting, alongside other specialists (the representative of the Prefecture and technical director of Calarasi Municipality), participated some members of the Joint working group. Also, Partner 3 and Partner 5 had a meeting at Silistra Municipality on 2nd January, 2014 for: preliminary analysis of the tourist attractions from Calarasi-Silistra cross border area, analysis of the public transport existing routes which are suitable for electric transport, positive effects of the ecologic transport on environment and population, etc. To this meeting took part some members of the Joint working group.

8.2 Workshop “Training for clean and energy-efficient local public transport in Calarasi - Silistra Cross-Border Area” LP organized the workshop “Training for clean and energy-efficient local public transport in Calarasi - Silistra Cross-Border Area” and ensured the administrative coordination for this event. Partner 5 in collaboration with LP provided all the training materials. During the training sessions 15 papers have been presented by professors, researchers and PhD students. The workshop has been organized in Ruse, between 27th and 29th November, at Cosmopolitan hotel. The main purpose of this event was to provide two trainings: one related to transport policies and one regarding the relation between public transport systems and equal opportunities, sustainable development and climate change. 7 Thus, to these trainings have participated: local politicians, professors (both from Bulgaria and Republic of Moldova), researchers, public servants and public transport representatives (ALI TRANS COM Calarasi, Polaris-8 Ltd-Varna (Main office - Silistra), Sole Trader “Malniya - Ivan Draganov” – Silistra, Sole Trader “Hari-3”- Silistra). The total number of participants to this event was 67. It is to be noticed that to this event have also participated representatives of different institutions from Romania and Bulgaria (like Romanian Water Company, AFDJ Galati, Calarasi Waterways Agency, Calarasi Prefect Institution, Ruse Municipality, Governor of Ruse Region) that could be involved in the project’s successful unfolding by providing data, information, expertise/consultancy and know-how. Discussions on the issues related to clean and energy-efficient local public transport in Calarasi - Silistra Cross-Border Area have been carried out.

O ŞANSĂ LA ACCES CURAT ÎN ZONA TRANSFRONTALIERĂ CĂLĂRAŞI‐SILISTRA

Pe data de 28 august 2014, la ora 10, a avut loc în localitatea Silistra din Bulgaria o altă etapă importantă din cadrul proiectului „Acces curat în zona transfrontalieră Călărași‐Silistra”, cod MIS‐ETC 118. Această activitate a constat într‐un work‐shop tehnic având ca scop prezentarea și supunerea unei dezbateri în vederea îmbunătățirii draft‐ului Strategiei de Transport rutier și fluvial în zona Călărași‐Silistra.

Recent, Institutul Național de Cercetare Dezvoltare pentru Inginerie Electrică ICPE‐CA București, prin intermediul proiectului „Acces curat în zona transfrontalieră Călărași‐Silistra”, împreună cu partenerii săi: P2‐ Primăria Călărași, P3‐Primăria Silistra, P4‐INCDT COMOTI București, P5‐Universitatea „Angel Kanchev” din Ruse, Bulgaria, demonstrează că totul este posibil atunci când se dorește cu adevărat realizarea unui fapt. Proiectul cu titlul „Acces curat în zona transfrontalieră Călărași‐Silistra” a fost inițiat din necesitatea îmbunătățirii accesibilității în zona transfrontalieră între orașele vecine Călărași (Ro) și Silistra (Bg), prin intermediul promovării unui transport public rutier și fluvial curat și eficient din punct de vedere energetic, utilizând mijloace ecologice de furnizare a energiei electrice precum turbinele eoliene și panourile fotovoltaice. Proiectul este finanțat în cadrul platformei Programului Operațional de Cooperare Transfrontalieră România‐ Bulgaria (2007‐2013) din Fondul European pentru Dezvoltare Regională. În data de 28 august 2014, începând cu ora 10, s‐a desfășurat la Silistra, Bulgaria, un work‐shop tehnic care a avut ca obiectiv prezentarea draft‐ului Strategiei de Transport rutier și fluvial în zona Călărași‐Silistra, care promovează utilizarea surselor de energie regenerabile. Persoanele prezente la eveniment, reprezentanți ai organizațiilor partenere, ai instituțiilor interesate, precum și oameni de afaceri importanți din România și Bulgaria, au avut ocazia de a afla informații interesante și bine documentate privind expertiza pe plan local și internațional în domeniul utilizării energiei neconvenționale pentru realizarea transportului public fluvial și terestru, fiind prezentate și explicate în mod argumentat avantajele folosirii acestei modalități ecologice atât pentru comunitățile locale‐țintă, cât și pentru mediul înconjurător. Concluziile studiului au fost preluate și integrate în acest document, care reprezintă unul dintre rezultatele proiectului. Strategia a fost creată în scopul de a constitui un reper important pentru autoritățile locale responsabile de politicile de dezvoltare, cât și pentru reprezentanți din mediul de afaceri, interesați de eficientizarea activității, de îmbunătățirea perfomanței în domeniul propriu de activitate, dar și de practicarea unui transport în condiții prietenoase cu mediul. Documentul a fost supus dezbaterii și urmează să fie completat de către colectivul tehnic de redactare cu observațiile și sugestiile propuse de către participanți. În acest mod, produsul final va consta într‐un document util în ceea ce privește dezvoltarea durabilă a transportului pe apă și terestru în zona vizată.
