KATHERINE GOUGH DATE (Supervisor) i University of Ghana http://ugspace.ug.edu.gh ABSTRACT Mobile phones have been widely reported to be transforming Africa and have even been referred to as creating a ‘revolution’. Numerous studies have revealed how mobile phones are ‘flattening’ the world and facilitating economic development through improved connections between places and people. In Ghana, liberalisation of the mobile telephony sector has contributed to a dramatic rise in the number of young people who are engaged in various informal support businesses in the sector, including sale of mobile phones, accessories, airtime, and repair of mobile phones. Despite the fascination with the potential of the mobile telephony sector and impact of mobile phone usage, few studies have examined the livelihoods of those working in the business. Using a multiple research methodological approach involving a combination of quantitative and qualitative analytical techniques, this study specifically investigates the motivation for business establishment, performance and business implications in the life course of the youth working in the sector. The findings of this research counter the neoliberal interpretations and assumptions of entrepreneurship and livelihoods that are currently being promoted on two fronts. First, despite the majority of the youth-run mobile telephony businesses being ‘informal’, they cannot be dismissed as ‘necessity’ enterprises unworthy of support. On the contrary, many young people have growth aspirations for their businesses and some have succeeded in establishing successful businesses that enable them to become financially independent and make significant gains in social mobility. Second, although some young people are able to develop flourishing businesses, these are mainly educated males. On the whole, entrepreneurship within the mobile telephony sector is shown to be reinforcing existing social and economic inequalities rather than enabling young people to escape. This study takes up the challenge of presenting a short overview of the concept of communal labor from pre-colonial to post independent Ghana. The study is set to reveal indigenous institutions of communal labor and address the factors that have influenced the practice in each phase of Ghana´s development. Overall, the study is designed to enhance knowledge and understanding of the practice of communal labor in Ghana. Index Terms: Communal, labor, culture, indigenous, institutions, pre-colonial, post-independent Review of Relevant Literature on the concept of communal labor Theoretically, communal labor is placed within the wider concept of community development. Jnanabrata Bhattacharyya (2004) has provided very useful theoretical insights into the theory of community development that will be useful in this study. According to him, community development is purposed to “building solidarity and agency through adherence to the principles of self-help, felt needs, and participation, (Bhattacharyya 2004: 5). Drawing inferences from (Fried, 1971), he argued further that self help rests on a concept of human beings that when healthy they are willing and able to take care of themselves, to reciprocate, to be productive, more predisposed to give than receive, are active rather than passive, and creative rather than consuming, (Bhattacharyya 2004: 22).

Over 40,000 Liberian refugees (adult and children) settle at the Buduburam Refugee Camp in Ghana where the UNHCR and other relief agencies withdrew their educational support to the refugees in 2000. The UNHCR’s three proposed solutions to the problems of refugees is viewed from different angles by the refugees thus providing room for their own arguments and preferment. This attitude has invariably an effect on the educational system at the camp since administrators/teachers, parents and the children are involved. Amidst the quest for education by children, thousands of them at the Buduburam Refugee Camp are denied the opportunity of attending schools or prefer other means at their disposure rather than the classrooms. In exploring on the educational challenges facing these children, a qualitative research design using Library Research and Documentation, Semi Structured Interviews and Observation was employed. There were two research questions and a total of 26 respondents including children, parents, camp leaders, educational consultants and humanitarian organizations participated in the study.

    2017 ANNUAL PROGRESS REPORT i Foreword Decentralized local governance has become fashionable especially in developing countries where it has been argued to improve transparency and accountability mechanisms which are critical for good governance. In Ghana, decentralized local governance was however adopted as an alternate development strategy; and to mitigate the adverse effects of centralized governance systems as previously practiced. Ensuring the effective administrative management of the decentralized local governance system can sometimes be a daunting task and this is the mandate of the Local Government Service. The Service comprised the Office of the Head of the Local Government Service, the ten Regional Coordinating Councils (RCCs) and the Two Hundred and Sixteen Metropolitan, Municipal and District Assemblies (MMDAs) that were in existence during the reporting period. Specifically, the Service has the mandate of securing effective administration and management of the decentralized local government system in the country. In line with statutory reporting requirement, the LGS publishes the Annual Progress Report to provide an update on the performance and achievements of the Service. This APR provides up-to-date information on the performance of the Service during the 2017financial year. The report covers programmes and projects implemented by the OHLGS and RCCs in addition to salient issues from the 216 MMDAs. It provides a comprehensive update on implementation status of the LGS in its 2017 Programme Based Budget and can therefore be used to for objective assessment of the performance of the Service. The Service expresses its sincerest appreciation to the various partners and stakeholders who continue to provide support towards the steady progress of decentralisation in Ghana.

Kwame Osei Kwarteng Department of History, University of Cape Coast, Ghana Abstract Using multi–sources: archeaology, history, geography, anthropology, wildlife, zoology, biology, oral tradition and archival material, the article examines the history of the elephant in Ghana, highlighting the various methods employed in hunting as well as the cultural and economic use values of the elephant in Ghana. Introduction Ghana is one of the countries in Africa classified by the IUCN 1 as elephant range country. In 2002 the Ghana Wildlife Division estimated the country’s elephant population at between 1000 and 2000 in eleven separate ranges. 2 In this article an attempt will be made to establish that elephant hunting in Ghana predated the introduction of guns by Europeans. The economic and cultural significance of the elephant to the people of Ghana will be discussed. Geographically, pre–colonial Ghana had a large expanse of wilderness of uniformly thick forest and savannah vegetation relieved in only a few places by clearings for settlements and farms. 3 All over the country game (including elephant) was abundant in the forest, the savannahs and in the coastal bush and grassland. 4 Although we do not know the exact number of elephants at the time, both forest and savannah zones supported large elephant populations, with Dickson, for example, noting that ‘elephants were ubiquitous but tended to Journal of Philosophy and Culture 1 Kwame Osei Kwarteng congregate in thinly populated areas.’ 5 He adds: ‘the coastal lands between Accra and Dixcove had relatively few elephants because of the long period of settlement there….’ 6 Cardinall corroborates this by observing that ‘in books written two hundred years ago we read them [elephants] having been seen and killed within sight of the very sea itself’.
