The M Street Journal Radio's Journal of Record NEW YORK NASHVILLE The M Street Journal Radio's Journal of Record NEW YORK NASHVILLE ARS ON EZ STREET. In what seems to be a never -ending string of purchases, American Radio Systems announced it will buy EZ Communications for cash and stock valued at $655 million. ARS will pay EZ 0.9 shares of its.Class A common stock along with $11.75 in cash for each of EZ's 9.6 million shares. The deal gives ARS 96 radio stations in 20 markets. EZ's Chairman Art Kellar, along with President /CEO Alan Box will join the ARS Board. Box becomes EVP and will handle acquisitions for the new company. Kellar and Box own almost 75% of EZ Communications. Three stations in Sacramento will have to be spun to make the deal legal. IF YOU CAN'T BEAT 'EM, BUY 'EM. Regent Communications is strengthening its presence in a couple of its duopoly markets. The company will pay stock and cash to Southwest Florida Enterprises for country KWNR, Henderson, NV. The country station is the chief competitor to Regent's KFMS, Las Vegas. Regent also owns children's KKDD, North Las Vegas, and soft AC KSNE -FM and is in an SMA with oldies KBGO. In Salt Lake City, it will buy new rock KUTQ, Bountiful and dance CHR KZHT, Provo for an undisclosed amount of cash and stock from Bountiful Broadcasting. Regent will own five stations in the market when the deal is done. It currently owns talker KALL and oldies KODJ, Salt Lake; country KKAT, Ogden; and has an SMA with country KBKK, Spanish Fork, UT. Washington, DC 20554 Re: MM Docket No. 00-244 Dear Ms. Dortch: Yesterday, Jack Goodman, Karen Kirsch and the undersigned of NAB; Brian Madden of Leventhal, Senter & Lerman; and Greg Masters and Chris Robbins of Wiley Rein & Fielding met with Susan Eid and Alex Johns to discuss the definition of radio markets. We made the following points: · Due to the scattered location and widely varying signal strength of radio stations, any method of defining radio markets will produce a certain number of anomalies. The current market definition method has produced only a small number of anomalies in comparison to the large number of radio transactions since 1996. The current method is also stable in operation, well understood by the industry, and accurately identifies the stations that potentially compete against each other for listeners and advertisers. Adopting a revised market definition will only create a different and unpredictable set of anomalies. · The Commission lacks the authority to alter its radio market definition at this juncture. Because Congress in 1996 addressed local radio ownership limits and did not change the Commission’s well-established interpretation of what constitutes a radio market, then that interpretation should, under existing court precedent, be regarded as the interpretation intended by Congress. Certainly the Commission should not alter its market definition to cut back on the level of local radio consolidation expressly approved by Congress in 1996. · The Commission should not adopt Arbitron radio markets, for a variety of reasons.

    Minnesota Emergency Alert System Statewide Plan 2018 MINNESOTA EAS STATEWIDE PLAN Revision 10 Basic Plan 01/31/2019 I. REASON FOR PLAN The State of Minnesota is subject to major emergencies and disasters, natural, technological and criminal, which can pose a significant threat to the health and safety of the public. The ability to provide citizens with timely emergency information is a priority of emergency managers statewide. The Emergency Alert System (EAS) was developed by the Federal Communications Commission (FCC) to provide emergency information to the public via television, radio, cable systems and wire line providers. The Integrated Public Alert and Warning System, (IPAWS) was created by FEMA to aid in the distribution of emergency messaging to the public via the internet and mobile devices. It is intended that the EAS combined with IPAWS be capable of alerting the general public reliably and effectively. This plan was written to explain who can originate EAS alerts and how and under what circumstances these alerts are distributed via the EAS and IPAWS. II. PURPOSE AND OBJECTIVES OF PLAN A. Purpose When emergencies and disasters occur, rapid and effective dissemination of essential information can significantly help to reduce loss of life and property. The EAS and IPAWS were designed to provide this type of information. However; these systems will only work through a coordinated effort. The purpose of this plan is to establish a standardized, integrated EAS & IPAWS communications protocol capable of facilitating the rapid dissemination of emergency information to the public. B.
