New Isle Casino coming soon! 2015 REPORT TO THE COMMUNITY SCOTT COUNTY REGIONAL AUTHORITY Iowa law provides that only “non-profit” organizations can apply for a gambling license. In Scott County, two organizations were formed and hold the license for the casinos including the Scott County Regional Authority (SCRA). The mission of the SCRA is to serve the needs of the residents of Scott County, Iowa, through the distribution of gaming funds received from the Isle of Capri Casino-Bettendorf. The SCRA provides funding through a grant process. The funds are generated from gaming receipts received through the Isle of Capri Casino-Bettendorf. Funds are awarded twice per calendar year. Applications with guidelines and procedures are available online at www.ScottCountyRegionalAuthority.com. The current cycle grant applications are made available March 1 and September 1, being due April 1 and October 1, respectively. Grants are read by 3 panels; government, education and non-profit. Panel members read and score each grant which is then averaged with the scores from other panel members. For the past two years, Tim has been the Chief Lending Officer at Ascentra Credit Union, headquartered in Bettendorf, Iowa. Prior to Ascentra, he served as a Senior Vice President, Senior Lending Officer for Walcott Trust and Savings Bank. Tim has been in the financial industry for over 20 years working for various sized financial institutions. Tim received his bachelor’s degree in public administration from the University of Northern Iowa. His community involvement includes current board member and past president of the Iowa Quad Cities Rotary Club, advisory board member for the Bet- tendorf YMCA, member of the Bettendorf Community School District’s Finance Committee and current treasurer for the Bettendorf Community School District, board member for Hilltop Campus Village an Iowa Main Street program, and Bettendorf Soccer Association volunteer coach. Tim lives in Bettendorf with his wife and three daughters. Marcy Mendenhall Scott J. VanDeWoestyne Scott J. VanDeWoestyne is a native of the Quad Cities. Scott’s professional experience 2010-2015 – Board Member has been diverse, including positions in the private, public, and not-for-profit sectors. 2004-2009 – Community Member A prior law enforcement officer, private investigator, world-wide instructor, and numerous executive leadership roles within the non-profit community has allowed Scott the opportunity to lead, collaborate, and educate across many sectors. Scott received his Master of Public Administration degree from Drake University in Retiring Community Member: 2007, providing him with executive, public policy, and resource management expertise. Deb Brownson (2010-2015) Scott also has been on the board of Arrowhead Youth & Family Services since 2013, and currently serves as the Vice-President. Scott lives in Davenport with his husband Matthew.     The Foundation’s History The Amy Helpenstell Foundation was established in 2005 through the estate of Amy E. Helpenstell. Amy was a life- long resident of the Quad Cities and was an accomplished leader both personally and professionally. She loved her community dearly and was very active in serving on an array of boards of directors and committees. The On February 1, 2003, Amy passed away from complications due to an eating disorder. Although she did not anticipate Foundation Board Members Amy Helpenstell passing away at such a young age, Amy had the foresight and Franz “Bud” Helpenstell, President generosity to establish an estate plan that would help take Esta Helpenstell, Vice President Foundation care of her community long after she was gone.     Page 1 of 10 Request for Qualifications/Proposals Public Art Master Plan – Moline, IL September 10, 2019 Summary: The City of Moline (City), in partnership with Renew Moline, a 501(C)(3) non-profit economic development entity (Renew), is soliciting qualifications and proposals for the development of a Public Art Master Plan. The partners intend to develop a Public Art Master Plan for the downtown Moline area to enhance the urban experience and provide an attractive environment for new development. Background: With a population of approximately 45,000, Moline is the largest city in Rock Island County, Illinois. It is one of the Quad Cities, four mid-sized midwestern cities that straddle the Mississippi River, 165 miles west of Chicago. With its neighboring cities of Bettendorf, Iowa; Davenport, Iowa and Rock Island, Illinois, the area population is almost 400,000, the largest urban area between Minneapolis and St. Louis. Moline’s local economy has a strong corporate presence, including John Deere and KONE, Inc. A recent two-phase, $48 million expansion of Western Illinois University has added a new state university campus to the downtown riverfront. Nearby, IH Mississippi Valley Credit Union construction of its $26m headquarters is scheduled for completion this fall. Downtown hosts the John Deere Pavilion, a visitor and discovery center; as well as a number of national chain hotels and commercial developments. A portion of downtown Moline is a National Register Historic District. The Rock Island Arsenal, home of the First Army Headquarters, employs approximately 6,000 individuals on a 950-acre island immediately adjacent to downtown Moline.
