One might think that this is a colorful and charming theme; but in truth it is much more. It reflects the Jewish approach to teaching Torah. Every morning we begin the Shacharit service with blessings called Birkhot HaTorah. Among the blessings we declare l,ru , hrcs ,t ubhvkt ‘v tb crgvu – “ Please, Lord our God, make the words of Your Torah sweet in our mouths. ” The 18th century rabbinic thinker and prolific author, Yaakov Emden, noted that this is a pragmatic request. We pray that Torah will be sweet for everyone to enjoy, making it universally desirable among all Jews. A number of years ago, on a visit to our Shul, the President of the Los Angeles Jewish Federation, Jay Sanderson, remarked how impressed he was that children come over to me on Shabbat to receive lollipops. He exclaimed that encouraging children to come to their rabbi for something sweet will guarantee the future of our people. The non-politically affiliated Union, representing over 240 000 public-sector workers, is looking forward to progressive engagements with the leadership for a better Public Service. The Union, however, raised concerns about the operations of several key departments and indicated that it will engage with the relevant Ministers. The Department of Public Service and Administration is key to the well-being of the Public Service. The relationship between labour and the Ministry was starting to take positive form and with the appointment of Mr Senzo Mchunu as the new Minister, the PSA is looking forwards to building on the progress. Health and safety continue to be a major issue in many government buildings with many not meeting the requirements of Occupational Health and Safety Act and posing danger to employees and the public. The PSA is an advocate for safe working conditions and unfortunately the employer has not been forthcoming in resolving the issues, regardless of judgements that found it guilty of not following procedure.

ISSUES IN THE ENVIRONMENT 1. Eskom 1.1. Cabinet fully supports all efforts meant to ensure electricity supply certainty in our country. In this regard, Cabinet has mandated Public Enterprises Minister Pravin Gordhan to negotiate with the Chief Executive Officer Mr Andre de Ruyter to commence his duties earlier than the set date. 1.2. Mr de Ruyter together with his management team will immediately deal with the concerning issues of governance, lack of financial management as well as stabilize the operations of Eskom. This includes dealing with the huge backlog of maintenance of the aging fleet of their power stations and the structural defects in Medupi and Kusile power stations. 1.3. Deputy President David Mabuza will convene a resuscitated Energy War Room comprising Finance Minister Tito Mboweni; Minerals and Energy Minister Gwede Mantashe and Minister Gordhan. The team will deal with any challenges to our energy supply in the country. 1.4. Renewables will play a key role in our energy supply to complement the efforts of Eskom. Page 1 of 12 2. Cabinet is confident that this intervention will assist in repositioning the national airline into a stronger, competitive entity that with time will gain confidence of all South Africans and attract equity partners.
