For the meeting held on Monday, 17 June 2019, following the AGM, at Lairhillock School, Netherley, .

Welcome and Introductions HIF welcomed all to the meeting. Emma Storey (ES), Committee Officer for Kincardine & Mearns was welcomed to the meeting.

2 Police Report • PC Marc Camus, Community Beat Policeman for K&M, attended our meeting and read through an overview of the May report which can be found on our website www.nkrcc.org.uk. • The format of the monthly report has changed recently and is not specific to one ward but a generic overview of crime within the area. Any specific ward details can be requested by contacting PC Camus (email address available from Secretary on request) • RAC – Retailers Against Crime – is promoted within our area and can be very useful for identifying organised gangs committing shoplifting offences. • Issues were raised on continual speeding on the Netherley Road, especially bikers on Sundays. PC Camus explained that there can be difficulties detecting vehicle registrations on bikes as the lettering is smaller than that of a car registration (64mm opposed to 79mm) and can be difficult to see. • Police can be contacted on 101 for non emergencies or by email [email protected]

3 Previous Minutes • HIF reviewed items from the previous minutes and the majority of items outstanding are covered by this meeting’s agenda. • Minutes of the ordinary meeting in May were proposed by RF and seconded by GN.

Matters outstanding:

• Pheppie Burn Bridge: Further discussion between G Masson and Endowments Trust took place. BM approached KDP and Scotmid requesting assistance with possible funding for a track. It was agreed that BM will take this forward on behalf of NKRCC. Action – BM to investigate further and advise • No official response has been received from Bob Gray on Signage, however, Cllr Pike confirmed that this topic was raised at Area Committee and a survey had taken place with Bob Gray and Barry Beattie. The signage displayed is the what was agreed with the contractors, at the initial stages of the AWPR, and therefore have to be abided by. This may take up to 18 months to be resolved. Action – HIF to chase Bob Gray for official response • The Fireworks continue at Ardoe House Hotel. MD diarises and advises the local community via Facebook. Action – HIF to write to Aberdeenshire Council

4 Matters Arising

Schools • Lairhillock Scool have their panto on the 18th of June – Pirates of the Curry Bean • The String Orchestra will play on the 4th July • The summer term ends on the 5th July • The Crynoch Cup & BBQ took place on Saturday 15th June at Lairhillock School. Durris won both the Crynoch Cup and the Invercrynoch Shield. This event was well attended but marred by an act of vandalism in the boys toilets, where 4 ceiling panels and aluminium struts were damaged. Police Scotland are currently investigating.

Website, Facebook & Media • BT & GN had a meeting to discuss the content and structure of the website, An alternative to Word Press is a possibility and BT hopes to have a draft copy for our `August meeting. • The website and Facebook are continually updated with relevant information. Roads • GN asked if the delay to the long anticipated works at Causey could be explained. Cllr Pike reassured us that the work will go ahead, however no specific dates have been planned. This was discussed at K&M area Committee. Action – ES to provide any information • CH used Aberdeenshire Council “Report-It” to report overgrown vegetation on South Deeside Road, between Leggart Terrace & Beannachar, however, the complaint did not register. Action – ES to investigate and advise. • Yellow lines, drawn pre December, indicating works on Netherley Road have never been attended too – any suggestions? Action – ES to investigate and advise • Grass cutting and verge works, at various locations throughout the ward have made visibility at junctions more dangerous as very high grass gas been left standing. Many have limited visibility for oncoming traffic. Cllr Pike advised that contractors are undertaking the work. Action – ES to investigate and advise Broadband • Nothing to report.

APP/2019/0801 Extension of driving range Paul Lawrie Golf Centre, Approved – subject to no land raising within the extent of 1 to Ardoe 200 year flood plain as detailed in SEPAs current flood mapping system APP/2019/0689 Erection of dwellinghouse – replacing an existing bothy which Site to Sth of Heathfield, is in a state of disrepair with a 4 bedroom house and garage. Refused – Proposal is located in Greenbelt where erection of new houses is restricted to replacement of non-vernacular dwelling house and those for which essential need case has been satisfactorily demonstrated. Proposal doesn’t meet either condition. Proposal would result in loss of vernacular building.

• Works by INEOS, on the FPS Pipeline at Netherley, have been completed within the timeframe. The repair was a success. Some reinstatement work on posts and wire fencing remains outstanding. An update will be provided in due course for any future work programmes. • GN requested an update on the time schedule with LDP2021. Cllr Mollison confirmed further stages of the consultation include sharing with the Area Committee on the 20th August 2019, thereafter full recommendations will be presented to the Infrastructure Service and then Scottish Government. 6 Finance & Lottery • The bank balance sits at £1482.06, which includes £771.92 for the Plant Sale (still to be distributed) and £90 of lottery prizes. Action – BM to distribute funds to beneficiaries from Plant Sale • No request for funding at the moment. • The “Crynoch Cup” and “Invercrynoch Shield” , previously funded by NKRCC, will now be funded by Lairhillock School Parent Council. • The final lottery draw took place. Action – BM to distribute funds.

7 Correspondence & Licensing Applications • 30 items of correspondence were received/sent in the last month. • The NKRCC Plant Sale will take place on Saturday 16th May 2020 and Corbie Hall has been reserved for the 15/16th May. Many thanks to Hazel Witte for her ongoing advice. Additional methods of fund raising will be discussed at our August meeting. • Details of the consultation on Aberdeenshire Litter Prevention Action Plan were received and sent to all Community Councillors. A response is required by 21/07/2019. It was also discussed that the roll out of the new bin collection rota is being trialled at 200 properties in Mintlaw and no date sent for NKRCC area. Action – Comments from all to MD by 14/7 – BM to respond on behalf on NKRCC by 21/7 • Information on Fetteresso Wind Farm, Section 36 Consultation, were received by Director of Energy, Scottish Government. Response required by 4/7 and BM took ownership. Action – BM to respond and copy MD for file.

8 AOCB • Although the Tri Community Council get together was cancelled for 30th July 2019 as PDCC were to be hosts and they have now disbanded, NKRCC are to invite NMCCC, local Councillors, Emma Storey & Bruce Stewart to a social event on Tuesday 30th July at Beannachar. Guided Tours will also be available. Action – MD to invite guests and co- ordinate event. • Car parking fees for short stays at , Market Square, were discussed. Cllr Pike advised 73 responses to the consultation had been received and Cllr Mollison added that none held a valid objection.. Cllr Evison added that monies spent must be covered, as rates, staff, renewal and introduction of meters comes at a cost. This will be discussed at the Area Meeting on Thursday. • BM clarified that removal of barriers over a right of way is not an offence, as previously indicated at our May meeting. 9 Next Meeting We would like to extend a warm welcome to all on Monday 19th August 2019 at 7.30pm at Lairhillock Primary School, Netherley.
