Specifically, this Final Rule removes barriers to the integration of variable energy resources by requiring each public utility transmission provider to: (1) offer intra-hourly transmission scheduling; and, (2) incorporate provisions into the pro forma Large Generator Interconnection Agreement requiring interconnection customers whose generating facilities are variable energy resources to provide meteorological and forced outage data to the public utility transmission provider for the purpose of power production forecasting. In this Final Rule, the Commission acts under section 206 of the Federal Power Act (FPA) to adopt reforms that will remove barriers to the integration of variable energy resources (VER)1 and ensure that the rates, terms, and conditions for Commission- jurisdictional services provided by public utility transmission providers are just and reasonable and not unduly discriminatory or preferential.2 As the Commission noted in the Proposed Rule, VERs are making up an increasing percentage of new generating capacity being brought on-line.3 This evolution in the Nation’s generation fleet has caused the industry to reevaluate practices developed at a time when virtually all generation on the system could be scheduled with relative precision and when only load exhibited significant degrees of within-hour variation. As part of this evaluation, the Commission initiated this rulemaking proceeding to consider its own rules and, based on the comments received, concludes that reforms are needed in order to ensure that transmission customers are not exposed to excessive or unduly discriminatory charges 1 As defined in the Notice of Proposed Rulemaking, a Variable Energy Resource is a device for the production of electricity that is characterized by an energy source that: (1) is renewable; (2) cannot be stored by the facility owner or operator; and (3) has variability that is beyond the control of the facility owner or operator. This includes, for example, wind, solar thermal and photovoltaic, and hydrokinetic generating facilities. See Integration of Variable Energy Resources Notice of Proposed Rulemaking, FERC Stats. & Regs. ¶ 32,664, at P 64 (2010) (Proposed Rule). 2 16 U.S.C. 824e (2006). 3 Proposed Rule, FERC Stats. & Regs. ¶ 32,664 at P 13. Docket No. RM10-11-000 - 4 - and that public utility transmission providers have the information needed to efficiently manage reserve-related costs. 2. Specifically, the Commission amends the pro forma Open Access Transmission Tariff (OATT) to provide all transmission customers the option of using more frequent transmission scheduling intervals within each operating hour, at 15-minute intervals. There is currently no requirement to provide transmission customers the opportunity to adjust their transmission schedules within the hour to reflect changes in generation output. As a result, transmission customers have no ability under the pro forma OATT to mitigate Schedule 9 generator imbalance charges in situations when the transmission customer knows or believes that generation output will change within the hour. This lack of ability to update transmission schedules within the hour can cause charges for Schedule 9 generator imbalance service to be unjust and unreasonable or unduly discriminatory. Accordingly, the Commission amends the pro forma OATT to correct this deficiency. 3. The Commission also amends the pro forma Large Generator Interconnection Agreement (LGIA) to require new interconnection customers whose generating facilities are VERs to provide meteorological and forced outage data to the public utility transmission provider with which the customer is interconnected, where necessary for that public utility transmission provider to develop

However, state-level nuclear capability has previously only included nuclear weapons, limiting this application to a handful of states. Current scholarship lacks a detailed examination of state-level nuclear capability to determine if greater nuclear capabilities lead to conflict success. Ignoring other nuclear capabilities that a state may possess, capabilities that could lead to nuclear weapons development, fails to account for the potential to develop nuclear weapons in the event of bargaining failure and war. In other words, I argue that nuclear capability is more than the possession of nuclear weapons, and that other nuclear technologies such as research and development and nuclear power production must be incorporated in empirical measures of state-level nuclear capabilities. I hypothesize that states with greater nuclear capability hold additional bargaining power in international crises and argue that empirical tests of the effectiveness of nuclear power on crisis bargaining must account for all state-level nuclear capabilities. This study introduces the Nuclear Capabilities Index (NCI), a six-component scale that denotes nuclear capability at the state level.

Wade1 seems to have saddled feminists with a limited and limiting rhetoric of reproductive choice.2 By focusing on privacy, the Court ignored the importance of a state-created safety net for poor and non-white women.3 Choice rhetoric justified class and race divisions in access to reproductive healthcare, reinforcing assumptions that some women could not responsibly exercise reproductive autonomy.4 By spotlighting an understudied debate about reproductive liberty at work, this paper explores the lost potential of arguments for reproductive choice. Immediately before and after the decision of Roe v. Wade, feminists developed a principle of meaningful reproductive choice.     Recovering the LaFleur Doctrine Deborah Dinner' ABSTRACT: The landmark 1974 Supreme Court case of Cleveland Board of Education v. LaFleur, which held pregnancy dismissal policies unconstitutional, deserves a far more prominent place in our constitutional history and canon than the case now holds. This article uses novel historical research to recover the activism that gave rise to LaFleur and the multiple, significant meanings of the decision for workers, school boards, feminist lawyers, and the legal academy. In the early 1970s, women's rights organizing within unions, grassroots feminist activism, and sex discrimination law all evolved in symbiotic relationship. Labor and legal feminists argued for sex equality and reproductive liberty as interdependent, necessary conditions for women to realize the status of rights-holding persons under the Fourteenth Amendment. Although decided upon the basis of an incoherent and quickly discredited theory of procedural due process, the LaFleur decision also grappled with the relationship between women's rights to equal employment and their right to bear children. Today, rigid doctrinal categories sever the constitutional right to sex equality from the right to reproductive liberty. Recovering the LaFleur doctrine entails recovering an activist vision of equal employment and reproductive freedom as inextricably related as well as a moment at which the Court contemplated the significance of that relationship to women's citizenship. ABSTRACT The modern television viewer enjoys an unprecedented amount of choice and control -- a direct result of widespread availability of new technology and services. Cultivated in this new television landscape is the phenomenon of binge watching, a popular conversation piece in the current zeitgeist yet a greatly under- researched topic academically. This exploratory research study was able to make significant strides in understanding binge watching by examining its effect on the viewer - more specifically, how it affects their reception towards a television show. Utilizing a uses and gratifications perspective, this study conducted an experiment on 212 university students who were assigned to watch one of two drama series, and designated a viewing condition, binge watching or appointment viewing. Data gathered using preliminary and post questionnaires, as well as short episodic diary surveys, measured reception factors such as opinion, enjoyment and satisfaction. This study found that the effect of binge watching on viewer reception is contingent on the show.

With symbolic computation, the Lax pair and Bäcklund transformation are explicitly obtained when the coefficient functions obey the Painlevé-integrable condi- tions. Meanwhile, under the constraint conditions, two transformations from such an equation either to the constant-coefficient Gardner or modified Korteweg–de Vries (mKdV) equation are proposed. Via the two transformations, the investigations on the variable-coefficient Gardner equation can be based on the constant-coefficient ones. The N-soliton-like solution is presented and discussed through the figures for some sample solutions. It is shown in the discussions that the variable-coefficient Gardner equation pos- sesses the right- and left-travelling soliton-like waves, which involve abundant temporally-inhomogeneous features.

The primary objectives of the report are to raise awareness of these costs among the business community and to motivate all stakeholders to invest in the labor force of the future. The economic prosperity of the nation as a whole, employment rates, and the climbing dropout rate in Canada during the 1980s, when over one-third of Canada's youths were not graduating from secondary school, are considered in terms of education's importance. The myth of the over-educated Canadian is also discussed. The cost to Canadian society over the working lifetime of the nearly 137,000 secondary school dropouts who should have graduated in 1989 is $4 billion in present-value terms.
