PART B – BACKGROUND AND ORGANISATION
Background
HMNB Clyde is an operational support and maintenance base, within the Navy Command TLB. Its primary purpose is to deliver support to the submarines and ships of the Faslane Flotilla and to crews, together with visiting RN and foreign vessels. HMNB Clyde also provides support, at agreed levels to Lodger Units and establishments within the Scotland, Northern England and Northern Ireland area, including RNR and URNU units. This includes authorised berths, anchorages and buoys for nuclear vessels in Scotland and Northern England. HMNB Clyde also provides support to TSSBNs at Cape Canaveral and Kings Bay in the USA and other Strategic Weapons Systems opertations, and the worldwide to the deployed Clyde base ported ships and submarines.
The Base itself comprises of : a. The Faslane Site b. The UK Strategic Weapons Facility at RNAD Coulport c. The Off Site Centre Rhu (COSC)
Organisation
The purpose of Captain of the Base (CoB) Department is the provision of services and facilities for all Service personnel at HMNB Clyde, including accommodation, catering, medical/dental, sports and recreation, welfare and personal administrative support. The Duty Naval Base Officer Section, within CoB Dept, provides an emergency response (Nuclear and non-Nuclear) and assume initial command and control of any incident affect the Faslane site.

Asst DNBO Purpose
The ADNBO provides support and assistance to the DNBO. Providing 24/7/365 cover in assisting the DNBO with duties and responding to any emergency situation Nuclear and Non- Nuclear. The ADNBO reports to the Base Executive Officer via the DNBO.
PART C - RESPONSIBILITIES
Key Responsibilities: a. To assist the Duty Naval Base Officer in initiating and controlling actions required by NBC Clyde in the response to emergencies involving the Nuclear Accident Response Organisation, or in the absence of the DNBO to initiate and control actions until relieved by the DNBO or other appropriate authorities. b. To assist the DNBO and Incident Command Team in te management of non- nuclear related Base emergencies. c. To maintain the ICCC state boards relating to Base Activities, berth, Departmental and Security Status and, necessary Base Incidents. d. To act as the compiler of the Daily MCA Brief and deliver portions of the brief as directed by DNBO. e. To monitor signal traffic addressed to NBC Clyde and Neptune bringing these signals requiring action to the attention of the DNBO. f. To control activity within P611 and to ensure that nuclear safety requirements of CORP A1-085 are met with espect to the Faslane and Garelochhead Helicopter Landing Sites. g. Under the supervision of the DNBO, to act at the Duty Queens Harbourmaster out of working hours, making contact QHM Duty Harbour Controller when circumstances require. h. To assist in the efficient running of the ICCC executing routine tasks as directed by the DNBO.

PART E – ADDITIONAL REQUIREMENTS
Health & Safety The Post Holder must be fully acquainted with HMNB Clyde’s Health & Safety and Environmental Protection Regulations and complete all mandatory training.
