His research interests focus on inequalities and policies in spheres of unemployment, employment, and education. His PhD thesis deals with school-to-work transitions in Croatia. During his stay at the MZES, he provided analyses for the Croatian School Leaver Survey. Abstract This paper portrays the transitional developments in the education system, youth labour market and related institutional provisions in Croatia in line with recently published comparative work on transitions from school to work in Europe. The overview is primarily based upon the Croatian Labour force Survey series data ranging from 1996 to 2008. The Croatian education system, based upon its central-European legacy, underwent, through substan- tive expansion in the 1950s and 1960s, a de-tracking experiment in the 1970s and 1980s, and a sub- stantial but unbalanced expansion of its tertiary education since the mid-1990s. The system re- trenched into a rather stratified system with medium standardization and weak employer linkages at the secondary level. In such a setting, coupled with strong employment-protection legislation, recent school-leaver unemployment in Croatia is high relative to general unemployment and tends to decline relatively slowly with labour market experience. Economic growth in the 2000s combined with partial deregulation of the labour market were followed by improved dynamics of entry, but an increase in the precariousness of the initial employment opportunity. Consequently, around 2008, it still took about five years on average for the school-leaver unemployment risk to approach that of the national aver- age. In the Croatian case, its stratified education system leads to stratified labour market outcomes, both with respect to integration into the labour market and job quality. Achieved education level plays a cru- cial role in the school-to-work transition process. Unlike in the occupational labour market (OLM) coun- tries, secondary vocational education in Croatia does not enable smooth transitions or better job reten- tion, making the country pattern more akin to that of Mediterranean countries. Early school leavers and youth with only a general secondary education face the worst outcomes, while tertiary education persistently offers the substantive advantage in terms of labour market integration, job quality, and se- curity. Recent expansion in the number of tertiary graduates coincided with a decline in their job- search advantage, and their initial occupational status tends to be slightly lower, with substantive dif- ferences persisting. Once a job has been found, there is a strong tendency among graduates from each track of education to cluster in particular sectoral and occupational niches, while differences be- tween education tracks and levels in status of achieved jobs are as high in Croatia as they are in OLM countries. While such a de- scriptive effort provides a necessary background and foundation for further analytical work, the time span and detail of data available within the Croatian Labour force Survey (LFS) allowed for a more analytical approach in this paper. Therefore, this article will aim to position institutional structure and school-to-work transition patterns in Croatia within the contemporary findings for other European coun- tries, while exploring the fitness of the prominent theoretical concepts with respect to the observed de- velopments. The first section of the paper outlines the education system of Croatia and describes its historical roots since the middle of the 20th century. The educational system receives detailed attention in this paper as there are no external resources that provide comprehensive information about all the elements of the education system in Croatia (some institutional reports exist in Duke et al., 2008; ETF, 2006; Jafarov and Gunnarsson, 2008; OECD, 2001). The section loosely follows the structure laid out in Europe Enlarged (Kogan et al., 2008), while figures follow the templates provided in the education chapter of Transitions from Education to Work in Europe (Müller and Wolbers, 2003). It starts with a description of institutional heritage. Next, the main tracks and levels in the contemporary Croatian education system are introduced and the dynamics of expansion and vertical structuring of education among recent cohorts are described. This is followed by a discussion focusing on aspects of stratifica- tion, standardization, vocational specificity, and linkages of the education system at secondary and tertiary level. The second section briefly lays out the structural and institutional dimensions of the labour market, as there is an adequate amount of literature discussing the contemporary Croatian labour market (Cazes and Nesporova, 2004; Crnković-Pozaić, 2007; Franičević, 2008; Matković and Šošić, 2007; Rut- kowski, 2003; Šošić, 2005). The third section lays out the hypotheses for school-to-work transition outcomes based on commonly used concepts and observed dynamics of the education system and labour market. The fourth part specifies the Croatian LFS dataset, target population, variables, and methods used in the analysis. The final section turns towards the description and analytical observation of the school-to-work transi- tion process for Croatian recent school leavers between 1996 and 2008. It contains three subsections. In the first, activity and unemployment dynamics are observed. The second subsection deals with early career occupational and sectoral destinations. Croatia started the curricular reform in school education in 2016, and since 2017 the reform has been particularly focused on improving students’ and teachers’ digital competences as well as equipping schools. Already in 2017 we started a project of introducing digital literacy to various subjects and after-school programs by using microcomputers. In cooperation with the Institute for the Development and Youth Innovation, CARNET acquired 45.000 microcomputers for 6th grade primary school students with the aim to develop students’ digital competences, foster creativity and innovation and an interdisciplinary approach to the use of information technologies. Furthermore, Information Technology was introduced in 2018 as a compulsory subject in the 5th and 6th grades of primary school. To prepare for the introduction of the new subject, additional teachers were employed, specialised classrooms were equipped, and teachers were trained to implement new curricula focused on learning programming. In addition to that, in 2018 the regulations on textbooks were changed to provide for budgetary funding of digitalised textbooks and learning materials.

The results of this research show that high school students in Croatia tend to start thinking more seriously about where they will continue their education in the third and, more often in their fourth (last) grade of high school.

  • Organisation of the Education System and of Its Structure
    Published on Eurydice (https://eacea.ec.europa.eu/national-policies/eurydice) Croatian education system provides education services at pre-school, primary school, high-school and higher education levels, as well as for adult education, so as to enable every user to develop his/her potential optimally, aiming at their personal development and entry into the labour market, including their preparedness for lifelong learning. Education in Croatia is available to all, under equal conditions, in line with their capabilities. Compulsory education is free of charge, as stipulated by law, while private schools and colleges/polytechnics can be established in accordance with the relevant legal framework. Universities are guaranteed autonomy and they can independently decide on their structure, organisation and operation (Articles 66 and 67 of the Croatian Constitution). Croatian education system is centrally managed by the Ministry of Science, Education and Sports (MSES) [1]. Besides MSES, other national public bodies involved in the regulation, development and quality control of the educational sector in Croatia are Education and Teacher Training Agency [2], Agency for Vocational Education and Training [3], Agency for Science and Higher Education [4], Agency for Mobility and EU Programmes [5] and National Center for External Evaluation of Education [6]. In line with the aforementioned, Croatian education system consists of the following levels: early childhood and pre-school education, elementary education, high school education and higher education. Pre-school education Pre-school education in Croatia includes education and care about pre-school children. It is carried out through programmes of care, education, healthcare, meals and social care for children aged from 6 months to school age children.

It was a part of Serbo- Croatian language courses, and it was focused on theatre, film and television. The most valuable was a wide range of extra-curricula activities for pupils, that included drama classes, puppet classes, school choir, art group, writing and poet group, and excellent journalistic groups where students of the age 10-14 had a possibility to work as a real journalist for the school magazine, and for a wide range of national children magazines, radio program on state radio, even some television children programming. Once a year, the most motivated and active pupils from this classes and groups, gathered together at the Republic’s Meeting for children’s’ drama, writing and journalism, or at Novigrad Spring journalism school, etc.

Since the country’s establishment as an independent country in 1991, Croatia has fast tracked its way into European prominence. With a legal focus on internationalisation, education, and STEM related research, Croatia has generated momentum when the Adriatic Aerospace Association (A3) was established, negotiating its way into the European Union (EU), and drawing up plans for its first observational satellite, PERUN-1. Croatia faces many hurdles on its way to establishing a strong space program however. As a country that relies on tourism for capital, the effects of COVID-19 and a recent earthquake have hindered Croatia’s efforts. Generally speaking, Croatia’s unemployment rate continues to drop each year, as their PPP grows more stable. It is worth noting that despite lagging behind other world powers in space activities, Croatia stands to gain the most by learning from the mistakes of established organisations such as NASA and Roscosmos, and with an early investment in space technology. This report details recommendations such as an emphasis on privatisation, state funded research partnerships, and international cooperation as methods Croatia may use to achieve their goals. Croatia may be a lesser known Adriatic country, but with the advent of many international’s partnerships, a focus on interdisciplinary education, privatisation, and a willingness to adapt as they go, Croatia may cement itself as a formidable space power.

The authors exhibit interesting results of a recent study of youth in Croatia and present the results of their research conducted among Croatian students aiming to explore the attitudes of young people and to discover how young people in Croatia develop resilience in times of crisis. Autorice donose interesantne rezultate recentnog istraživanja o mladima u Hrvatskoj te prezentiraju rezultate vlastitog kvalitativnog istraživanja provedenog među hrvatskim studentima s ciljem da ispitaju stavove mladih ljudi o krizi i otkriju kako mladi ljudi u Hrvatskoj razvijaju otpornost u vremenu krize. Nastavljaju s opažanjima o građanskom odgoju u Hrvatskoj i pružaju pregled Kurikuluma građanskog odgoja. Autorice otvaraju pitanje da li se govori o građanskom odgoju ili radije o posljedicama ne postojanja građanskog odgoja u vremenu krize u Hrvatskoj. It develops a novel framework that calls both primordialist and modernist approaches to nationalism and national identity into question before applying that framework to Croatia. In doing so it not only provides a new way of thinking about how national identity is formed and why it is so important but also closely examines 1990s Croatia in a unique way. An explanation of how Croatian national identity was formed in an abstract way by a historical narrative that traces centuries of yearning for a national state is given.
