Thirty one Starred Questions (Q. Nos.348, 361 to 390) were put down on the order paper. Three Questions (Q. No.348, 361, 362) were discussed with supplementaries. Answer to 28 Starred Questions were laid on the Table. Two hundred eighty-three Un-starred questions (Q. No. 218, 466, 902, 1229, 1244, 2306 to 2583) were put down on the order paper. Eleven Questions (Q. No.2376, 2405, 2499, 2411, 2545, 2352, 2427, 2514, 2430, 2568, 2579) were deleted having been transferred to dtd, 18.07.2014 (Q Nos.2376, 2405, 2499, 2430, 2568), 21.07.2014 (Q Nos. 2411, 2545, 2579), 16.07.2014 (Q Nos. 2352, 2427, 2514) for answer by the Minister for ST & SC Development, Minorities and Backward Classes Welfare, Chief Minister, Planning & Co-ordination, Steel & Mines, Housing & Urban Development, Finance. Answer to 252 Unstarred Questions were laid on the Table. Materials were not ready with regard to Q.No. 2308, 2343, 2381, 2386, 2396, 2398, 2409, 2422, 2435, 2438, 2459, 2463, 2475, 2488, 2492, 2519, 2527, 2530, 2533, 2534. 2. SPECIAL MENTION 12.22 P.M. i. Shri Jacob Pradhan made a special mention regarding the need of taking action on the representation submitted by the people's representives of Kumbaringa Grama Panchayat under Daringbadi Block in Kandhamal district to the district administration. ii. Dr. Nrusingha Charan Sahu made a special mention regarding the need to constitute Primary Teachers Transfer Committee at Block level under the Chairmanship of Collector concerned. iii. Shri Naba Kisore Das, Smt. Radharani Panda, Shri Jogesh Kumar Singh and Dr. Prafulla Majhi made special mention regarding the use of red-light in the vehicle of Chairman of the Western Odisha Development Council in violation of the notification of Commerce & Transport Department in regard thereto. iv. Shri Mahesh Sahoo made a special mention regarding the need to declare the Plantation Day in the State as a holiday. 3. ADJOURNMENT MOTION 12.39 P.M. The Hon'ble Deputy Speaker withheld his consent to the moving of an adjournment motion regarding the " eþÐSÔÒeþ aÔÐ`L ÒaAB_ LÞÅÞ¤_Ñ LÐeþaÐeþ, eþÐSÔaÐjÑ A[*Þ¼[" after the Minister of State, Health & Family Welfare made a statement in that regard. 4. SUBMISSIONS: 4.02 P.M. The following submissions were made:- i. Shri Nityananda Sahoo: Regarding the need to establish a Sub-treasury office at Baliapal. ii. Shri Saiba Sushil Kumar Hansdah: Regarding the need to regulate the paddy procurement through marketing committee at Rairangpur. iii. Shri Tara Prasad Bahinipati: Regarding the need to abolish the tax which are collected by Jeypore Munucipality from Munucipality Hat in Jeypore Assembly constituency. iv. Shri Subal Sahu: Regarding the need to supply drinking water to Barapalli N.A.C. from the river, Ranj at Barangapalli in Bijepur Assembly constituency. v. Shri Pravat Ranjan Biswal: Regarding the need to construct a railway over bridge at Goshal in Cuttack town. vi. Shri Dibya Sankar Mishra: Regarding the need to construct a high level bridge over the river, Hati on N.H.26 connecting Junagam and Dharmagarh in Junagarh Assembly constituency. vii. Shri Braja Kishore Pradhan: Regarding the need to reemply 127 retrenched persons of Hensamula village under the Mahanadi Coal Fieled company in Talcher Assembly constituency. viii. Dr. Raseswari Panigrahi: Regarding the water leakage in the power house of the Hirakud Dam. ix. Shri Purna Chandra Nayak: Regarding the need to construct a bridge over the river, Dahuka at Surukabari under Nuagaon Block in Dasapalla Assembly constituency. x. Shri Chandra Sekhar Majhi: Regarding the need to regulate the paddy mandies and distress sale of paddy in Koraput district. xi. Shri Anam Naik: Regarding the need to supply drinking water to Bhawanipatna Municipality area and rural area in Bhawanipatna Assembly constituency. xii. Shri Dambaru Sisa: Regarding the need to expedite the construction work for Pangam-Satiguda canal project, Saptadhar and Ammakunda Irrigation canal in Chitrakonda Assembly constituency. xiii. Shri Bhadav Hansdah: Regarding the need to complete the Subarnarekha irrigation project. xiv. Shri Prafulla Samal: Regarding the need to construct a bridge over the river, Salandi at Naripur of Banta Block under the Biju Setu Yojana in Bhadrak district. xv. Shri Prasanta Kumar Jagadev: Regarding the need to upgrade the Begunia P.H.C. (New) into C.H.C. xvi. Dr. Ramesh Chandra Chau Patnaik: Regarding the need to open the office of the District Education Officer at Berhampur. xvii. Shri Akash Dasnayak: Regarding the need to construct a railway over bridge at Sai Temple near N.C. High School under Byasanagar Munucipality in Korei Assembly constituency. xviii. Shri Devendra Sharma: Regarding the need to establish a sub-treasury office at Ali Block in Aul Assembly constituency. xix. Shri Priyanshu Pradhan: Regarding the need to provide compensation to farmers whose crops have been damaged by the last phailine in Chatrapur Assembly constituency of Ganjam district. xx. Shri Bijaya Kumar Mohanty: Regarding the need of shifting of Jharpada jail from Bhubaneswar centre to near by place. 5. VOTING ON DEMANDS FOR GRANTS 4.33 P.M. THE BUDGET ESTIMATES FOR THE YEAR, 2014-2015 EXPENDITURE RELATING TO THE FOOD SUPPLIES & CONSUMER WELFARE DEPARTMENT. Shri Sanjay Kumar Das Burma moved that " the Assembly do assent to a demand which will come in course of payment during the year ending the 31st March, 2015 of such sum as together with the expenditure already authorised in the Vote-on-Account will amount of Rs.1406,93,88,000 in respect of Expenditure relating to the Food Supplies & Consumer Welfare Department. This appropriation has the recommendation of the Governor." Refusal of Supplies standing in name of Shri Kengam Surya Rao, Shri Subal Sahu, Shri Tara Prasad Bahinipati, Shri Devendra Sharma and Shri Chandra Sekhar Majhi in the order paper were moved. Token Cut motions standing in name of Shri Kengam Surya Rao, Shri Subal Sahu, Shri Devendra Sharma, Shri Jacob Pradhan, Shri Tara Prasad Bahinipati and Shri Chandra Sekhar Majhi were moved. After reply, the refusal of supplies & token cut motions moved on Demand No.9 were put to vote separately and negatived. Thereafter, the Demands for Grants in respect of Demand No.9 relating to the Food Supplies & Consumer Welfare Department was voted in full.
