LIGHTFOOT 2021 BUDGET OVERVIEW LETTER FROM THE MAYOR My Fellow Chicagoans, It is an honor to present to you the City of Chicago’s budget for fiscal year 2021. This $12.8 billion budget represents our roadmap toward a fiscally responsible recovery from the unprecedented COVID-19 crisis, as well as a moral document rooted in our core values of equity, transparency and inclusion, and our ongoing mission to expand opportunity and success across each of our city’s 77 communities. Just as with the COVID-19 crisis itself, the 2021 Budget is made up of difficult choices as our nation and our entire world continue to grapple with the ongoing impact of this once-in-a-century global pandemic. Here in Chicago, this virus has cost the lives of thousands of our residents, and upended the financial security of countless others, particularly the tens of thousands already living on the edge of unemployment, health care, hunger, and more. Creating a budget under these extraordinary circumstances presents us with enormous challenges absent of simple solutions or quick fixes. Yet, rather than overwhelming us, it has only enhanced our resolve to use this moment as an opportunity to further our work in creating the long-term structural solutions needed to make our government more responsive to our communities and businesses in a holistic and inclusive way. To do this, we embarked on a robust community engagement campaign to hear from residents and organizations about their highest priorities. We also leveraged funding from the CARES Act and undertook other targeted measures to supplement our investments in historically disinvested communities across key areas like mental health and violence prevention. We developed revenues and efficiencies that met both our policy and financial goals, and that would aid our longer-term recovery, rather than hinder it. And we also shouldered some very difficult choices regarding our workforce on account of COVID-19’s financial impact. No matter how challenging or painful, each decision we made was guided by our core values which prioritized the long-term health and well-being of our families, communities, and small businesses. It’s those values that have guided us throughout the turbulence and uncertainty of this crisis, and it’s because of those values that—despite this unprecedented moment—I continue to feel hopeful and inspired about our future. That is because I am confident those values will continue to carry us forward now, in the choices we face today, and in the challenges and successes that await us in the months and years to come. Gradel University of Illinois at Chicago Department of Political Science May 17, 2017 2 Since Mayor Rahm Emanuel and the new Chicago City Council were sworn in two years ago, there have been 67 divided roll call votes or roughly three per month. A divided roll call vote is not unanimous because at least one or more aldermen votes against the mayor and his administration. The rate of divided roll call votes – twice the rate in Emanuel’s first four year term – combined with an increase in the number of aldermen voting against the mayor – are indications that the aldermen are becoming more independent. Clearly, the city council is less of a predictable “rubber stamp” than it was during Mayor Richard M. Daley’s 22 years and Emanuel’s first four year term from 2011-2015. However, this movement away from an absolute rubber stamp is small and city council is only glacially evolving. The increase in aldermanic independence is confirmed by a downward trend in the vote agreement with the mayor, with only five aldermen voting with him 100% of the time and another 22 voting with him 90%. The number of aldermen voting with the mayor less than 90% of the time on divided votes has risen to 23 over the last two years. Aldermen are also more willing to produce their own legislation and proposed solutions to critical city problems than in the past rather than wait for, or to clear their proposals with, the 5th floor.

The biggest shock waves caused a major upset in the race for Mayor. Chicago voters rejected Toni Preckwinkle, President of the Cook County Board President and Chair of the Cook County Democratic Party. Instead they overwhelmingly elected former federal prosecutor Lori Lightfoot to be their new Mayor. Lightfoot is a black lesbian woman and was a partner in a major downtown law firm. While Lightfoot had been appointed head of the Police Board, she had never previously run for any political office. More startling was the fact that Lightfoot received 74 % of the vote and won all 50 Chicago's wards. In the same elections, Chicago voters shook up and rearranged the Chicago City Council. seven incumbent Aldermen lost their seats in either the initial or run-off elections. A total of 12 new council members were victorious and were sworn in on May 20, 2019 along with the new Mayor. The new aldermen included five Socialists, five women, three African Americans, five Latinos, two council members who identified as LGBT, and one conservative Democrat who formally identified as an Independent. Before, the victory parties and swearing-in ceremonies were completed, politically interested members of the general public, politicians, and the news media began speculating about how the relationship between the new Mayor and the new city council would play out.

    Independent Monitoring Period No. Chicago Police Department 03 Reform Progress Update SEMIANNUAL MARCH – DECEMBER 2020 Message from the Superintendent More items submitted than first two monitoring periods combined Dear Chicagoans, In 2020, the City of Chicago and the Chicago Police Department faced unprecedented challenges. Never in the history of the Depart- ment have our officers had to contend with a global health pandemic, civil unrest, and the scourge of rising gun violence simultaneously. Despite these challenges, Department members worked tirelessly to meet the requirements of the consent decree. Much of this work was performed in partnership with the community, and we are grateful for the efforts by residents from across Chicago to improve our Depart- ment and our City. The contents of this status report, covering the third Independent Monitoring Report period (IMR-3), are a testament to the drive, re- solve and commitment of every Department member. It also reflects the cultural change that is manifesting in our organization as we seek not just to reform the Department, but transform it. 93% increase in items submitted compared to IMR-2 I am proud to see that these transformational changes are beginning to take shape. We documented more progress this reporting period than in the first two reporting periods combined. Among CPD’s accomplishments during the IMR-3 period: • Introduction of new community-centric, immersive training programs for officers to help them better understand the history, culture, and richness of Chicago’s diverse communities. 2 • The start of a pilot program for CPD’s new Officer Support System, which aims to identify and support officers who may be at risk for adverse outcomes.
