Foreword

Dear friends,

The year behind us brought many challenges, but new successes of Trag foundation as well, which we are proudly presenting to you.

In May 2014, was hit by unprecedented floods and many local communities were devastated. Trag foundation reacted promptly, supporting civil society organisations which were active in flood relief, imme- diately after which we implemented a support programme aimed at the needs of devastated communities. Owing to Trag’s initiative, 66 individuals, civil society organisations, companies and institutional donors do- nated funds for the support to the communities devastated in the floods, in the amount of 4,812,898 dinars. In 2014, again, our priority was the development of local communities, in respect of which we supported, through our programmes, 103 initiatives of associated citizens which contributed to positive changes in 47 communities, in the amount of 8,019,500 dinars.

We are proud to have contributed to the activation of the women from the rural area near Novi Pazar, the opening of several youth centres in small towns across Serbia, the involvement of around 13,000 citizens in the public advocacy campaign in 24 local communities, and we are proud to have helped ensure conditions for regular gynaecological examinations for women with disabilities in Zrenjanin, open a hostel which em- ploys LGBT persons etc. Through different projects, we supported the most vulnerable groups of citizens – users of psychiatric services, persons with disabilities, women from rural areas, children without parental care, the Roma, socially vulnerable families etc. 6 Trag Foundation | ANNUAL REPORT 2014 |

In cooperation with SIGN Southeast European Foundation Network we implemented the initiative for the im- provement of legislative and fiscal framework for giving. Within the regional initiative, we worked on defining the amendments to the Law on Legal Entity Profit Tax and the Law on Property Tax in order to create a more favourable framework for the activities of civil society organisations and contribute to increasing the givings for the general good. In cooperation with the Office for Cooperation with Civil Society of the Government of the Republic of Serbia and 115 civil society organisations, the initiative for the amendment to the Law on Le- gal Entity Profit Tax and the Law on Property Tax was submitted. In 2014, we took over the presidency of the Coalition for Social Entrepreneurship Development (CoSED), when the Strategy for the Development of Small and Medium-sized Enterprises, Entrepreneurship and Competitiveness for the period from 2015 to 2020 was adopted by the Government of the Republic of Serbia upon the proposal of the Ministry of Economy.

In the previous year, we continued to promote philanthropy in Serbia and awarded, for the eight time, the VIRTUS awards for philanthropy. We are pleased to note that we gave an award in the category “Individual contribution to philanthropy” for the first time, and that the jury, beside awards in 5 categories, gave 4 special acknowledgements as well, due to a number of quality company programmes. We continued to coordinate regional project “SIGN for Sustainability” within which Standards for Transparency in Fundraising were estab- lished as a set of principles based on the documents applicable in 11 EU Member States, signed by more than 130 organisation. We dedicated special attention to the development of philanthropy at the local level, hav- ing supported 37 organisations which successfully implemented campaigns in local communities and raised funds for their work in the total amount of 14,532,786 dinars.

We share all our achievements with our beneficiaries, dedicated donors, members of the Board of Directors and Grant Committee, with our advisors, employees and volunteers. We sincerely thank all of them for believ- ing that the change for the better is possible and for all of us working together to make them.

We owe special gratitude to our founder Mia Vukojević, who was persistent and very successful in her work as executive director in the period between October 2011 and October 2014. Mia managed an important de- velopment phase of Trag and contributed to its strengthening and positioning in the philathropic community of Serbia. We continue along the path of new endeavours.

Trag’s programs

Within the Grants Program, the main focus of Trag is to provide financial support to those prepared to address specific issues in their community, and to improve their lives and the lives of those in their communi- ties. Trag provides financial support for the implementation of initiatives of the very people from local com- munities. Involving as many local stakeholders as possible in these actions is of particular importance, as well as the spirit of solidarity, tolerance and openness.

Through the Public Policy Program, Trag provides greater support for citizens’ initiatives in the commu- nities, through direct advocacy for favorable legislative and fiscal frameworks for local giving. By supporting the participation of local level citizens’ associations in the adoption and changingof certain policies, Trag provides for a better framework for development of the communities in certain areas.

The Philanthropy program is dedicated to the promotion of the idea of giving for the common good amongst private sector companies, individuals and all of society’s stakeholders. Trag encourages organiza- tions to achieve sustainability of their initiatives by relying on their own strengths and establishing coopera- tion with a wide circle of potential donors in local communities.

SOCIAL SERVICES AND SOCIAL ENTREPRENEURSHIP GRANTS

In partnership with the Institute for Sustainable Communities (ISC), and with the financial support of the Unit- ed States Agency for International Development (USAID), Trag carried out training and financially supported the organizations at the end of 2013, while advocacy campaigns were implemented in 2014.

The six organizations supported within this program have successfully gained the support of individual do- nors and local companies through a variety of fundraising approaches. Two civil society organizations have allocated funds for organizational capacity building and the improvement of quality standards for the accred- itation of their social services. Four organizations have allocated funds for the development of entrepreneur- ial activities (e.g. employing persons with disabilities and women; a hostel employing members of the LGBT community; agricultural activities for socially vulnerable families).

Success stories from these initiatives include: • 15 socially vulnerable families participate in a greenhouse project in Bosilegrad; • the opening of an LGBT community operated hostel; • the improvements of service quality and the accreditation for supported housing services in Pančevo; • the improvement of an innovative “Kitchen on wheels” service, including facility – a 200 m2 kitchen was renovated and equipped for meal preparation and distribution to the elderly, ill and others in need in Zvezdara Municipality; • the improvement of fundraising and community mobilization skills; the creation of a methodology for online sales and distribution of handcrafts made by the beneficiaries and the organization of fundraising events. 20 Trag Foundation | ANNUAL REPORT 2014 | Trag Foundation | ANNUAL REPORT 2014 | 21

Tax relieves In cooperation with the SIGN network

The initiative for the improvement of legislative and fiscal framework for giving has been carried out. During 2014, within the framework of a regional initiative, the Trag foundation has been working on defining the amendments of the Law on Legal Entity Profit Tax and the Law on Property Tax to encourage increased giving for the general good and to create a more favorable framework for the work of Serbia’s civil society organizations.

In cooperation with the Office for Cooperation with Civil Society and 115 civil society organizations, the in- itiative for amending the Law on Legal Entity Profit Tax and the Law on Property Tax has been submitted.

The following has been initiated:

• Amendment of article 15, paragraph 1 of the Law on Legal Entity Profit Tax to secure equal treatment of CSOs and social institutions in social protection giving, effectively harmonizing the Law on Legal Entity Profit Tax with the provisions of the Law on Social Protection; • Amendment of article 44, paragraph 1 of the Law on Legal Entity Profit Tax to increase the surplus of revenues realized in the market over expenditures from RSD 400,000 to 600,000; • Amendment of article 12, paragraph 1 of the Law on Property Tax to allow for property tax reliefs for CSO. 22 Trag Foundation | ANNUAL REPORT 2014 |

SECTORAL CIVIL SOCIETY ORGANIZATIONS (SEKO)

In cooperation with the European Integration Office with the financial support of USAID and ISC

Sectoral civil society organizations (SEKO) constitute a mechanism for cooperation between the civil society and public sector in the planning and use of international development assistance funds.

Following a 2014 competition for lead organizations within the SEKO mechanism, leading consortiums of organizations were selected for nine SEKO focus areas and supported by Trag with RSD 1,208,721.20.

These sectoral civil society organizations extended their network to local organizations and adopted action plans for 2015. Trag Foundation | ANNUAL REPORT 2014 | 23

COALITION FOR DEVELOPMENT OF LOCAL ENTREPRENEURSHIP (KorSP)

The presidency of the Coalition for the Development of Social Enterpreneurship (KorSP) became the res- posibility of Trag in 2014 , after the drafting of the Belgrade Declaration on the Development of Social En- trepreneurship in the Region of the Western Balkans and Turkey, which was supported by 479 civil society organizations from the region of the Western Balkans and Turkey (194 from Serbia).

The declaration aimed to influence public policies for an enabling environment for the development of social enterpreneurship at national and regional levels, as well as at the European Union level.

The Declaration was addressed to competent institutions in Serbia, the Ministry of Economy, the Ministry of Labour, Employment, Veteran and Social Affairs, the European Integration Office, the Office for Cooperation with Civil Society, as well as to the European Commission. • A critical outcome of KorSP activities is the adoption of the Strategy for the Development of Small and Medium Enterprises, Entrepreneurship and Competitiveness for 2015–2020, by the Serbian government, based on the proposal of the Ministry of Economy. Following KorSP intervention, activities encouraging social entrepreneurship development in Serbia, were included in the strategy.

In addition, in 2014, the Ministry of Labor, Employment, Veteran and Social Affairs established a Working Group for drafting the law on social entrepreneurship, where KorSP has its representative.

Results include the fact that the topic of social economy was included in the regional EU competitions and therefore stable financing has been provided for social entrepreneurship development/launching initiatives in the Western Balkans and Turkey. 24 Trag Foundation | ANNUAL REPORT 2014 | Trag Foundation | ANNUAL REPORT 2014 | 25

PHILANTHROPY PROGRAM

The Philanthropy program is aimed at the promotion of individual and corporate philanthropy, the creation of a more favorable legislative and tax framework for giving, the development of standards for transparency in fundraising and the capacity building of civil society organizations to increase their sustainability by mobiliz- ing individual and corporative donors for donating funds in their local community.

VIRTUS Award

With intention to acknowledge and publicly recognize companies and enterprises that have set the standards of corporate responsibility with their material and financial support, in 2014, Trag had opened a call for VIR- TUS Award for Corporate Philanthropy for the year 2013/2014. The official ceremony took place in January 2015 in Metropol Palace hotel, with support of European Union and Balkan Trust for Democracy. The hosts of the ceremony were Kori Udovički, Deputy Prime Minister, and the Minister of Public Administration and Local Self-Government in the Government of Serbia and Ambassador Michael Davenport, Head of the EU Delegation to Serbia.

The prizes were awarded on 5 categories, and the award for individual contribution to philanthropy was awarded for the first time that year. Due to high quality programs and projects conducted in 2014, jury has also decided to award 4 special prizes.

Regional Cooperation – SIGN for Sustainability

The Trag Foundation has continued to coordinate the “Sign for Sustainability” project, which has been im- plemented by independent foundations from six countries in region that are members of the SIGN network.

By amending the law and establishing transparency standards in fundraising, the project contributes to in- creased giving for the common good and enabling civil society organizations to mobilize resources in the community, and therefore increase their sustainability and strengthening their influence in the democratiza- tion of the Western Balkans.

In 2014, SIGN partners successfully completed the first phase of the project. This involved advocating for and proposing amendments to the law, adopting regional transparency standards for fundraising, and implement- ing the “Sustainability Academy” which allowed organizations across the region to build their capacity and raise more than 92,000 EUR. In midyear, the European Commission carried out an evaluation of all projects within the program, declaring “SIGN for Sustainability” as one of the most successful. As a result, it was de- cided that the support for this initiative would be extended for an additional two years, ending in November 2016.

Regional “SIGNs for Philanthropy Development: A regional perspective” Conference

Within the “Sign for Sustainability” project, more than 100 participants, representatives of civil society organ- izations, companies, state institutions and media from five countries in the region, gathered at the conference in October in Belgrade. During the conference, the participants have discussed a more favorable legislative environment and transparency issues as preconditions for philanthropy development in the Western Balkans and they used the opportunity to form a joint, inter-sectoral platform for further work on these issues. Standards for transparency in fundraising

Standards for transparency in fundraising were established as a set of principles based on documents in force in 11 countries of the European Union and in consultation with organizations from the region, since their comments have shaped the final version of the document. These standards are intended to contribute to phi- lanthropy development and to establish principles of good practice, which will increase citizens’ confidence in civil society organizations, their legitimacy, sustainability and impact. The standards outline fundraising practices, the management of funds raised, and reporting to individual, institutional and corporate donors, as well as the general public.

Over 134 civil society organizations from all countries in the Western Balkans have signed the Standards.

Programs Supporting Civil Society Organizations in Fundraising

Intending to support civil society organizations to work on their long-term financial sustainability, as well as to establish closer cooperation with a wide circle of potential donors in local community, the Trag Foundation has launched numerous programs aimed at improving the capacity of civil society organizations to achieve sustainability through orientation towards various sources of funding in the community and greater involve- ment of citizens in their work.

Successful Fundraising

In 2004, Trag launched the “Fundraising Locally” program, which has been modified several times over 10 years, having supported 72 organizations. In 2013 and 2014, the 22 participating organizations have been collecting funds for their community activities after having completed the educational component of the program. Trag provided funds equal to that which they raised independently, up to USD 5000, providing additional encouragement. Sustainability Academy

Improving the capacity of civil society organizations to achieve sustainability through the diversification of financing sources and greater public engagement.

Within this program, 14 organizations have completed training in strategic and financial planning, fundraising from local sources, organizations’ profitable activities and sustainability plan development. Subsequently, the participating organizations conducted fundraising campaigns, collecting up to EUR 3,000, which the Trag Foundation doubled.

Within this program, 10 organizations have successfully conducted local fundraising campaigns and collected more than EUR 22,000 from their communities.

With the financial support of USD 10,000 and consultative assistance from the Trag Foundation, the organiza- tions and networks involved have been collecting funds for their community projects where they operate and beyond those communities. Trag then doubled funds collected up to USD 30,000. The program supported 5 organizations, which, through innovative fundraising approaches, have successfully collected approximately USD 80,000 and secured the long-term support of individuals and companies. National Forum for “Green Ideas”

In partnership with the Rockefeller Brothers Fund, the United States Agency for International Development (USAID), the Institute for Sustainable Communities (ISC) and ERSTE Bank, in 2014 the Trag Foundation or- ganized the second National Forum for Green Ideas, to encourage individuals, associations and small enter- prises to develop innovative entrepreneurial ideas based on sustainable development principles.

The Grujičić family won the first prize for the production of organic eggs and organic chicken feed on their farm near Valjevo.

Vladan Pantović and Igor Kojčić from Knić won the second prize for an automated, continuous-flow dryer prototype for fruits, vegetables and spices, based on energy efficiency principles.

Stevan Čović from Subotica won the third prize for his idea for agricultural holding, an earthworm and earth- worm humus farm, and the transition from conventional to organic farming.

The winners of the national forum were automatically granted the right to participate in the regional Green Ideas Forum in Albania in the mountain village of Logar. Participants from Serbia reiterated the success of the previous delegations in winning two of three prizes of USD 10,000 each. ACTIVE COMMUNITIES FOR FLOODED AREAS

The “Bajina Bašta” Scouts Squad was the first to provide immediate help to victims of the floods in May, which affected Bajina Bašta and surrounding villages. Their activities included organizing the distribution of humanitarian aid, visiting affected households and supporting clearing after landslides. The scouts squad cre- ated the “I am a scout, you should be too” program, which includes visits for children from rural areas affected by floods to the scouts camp on Tara mountain. 132 children from elementary schools in Bačevci, Rogačica, Kostojevići and Pilice participated in the camp. In addition to more than 500 volunteer hours invested in the program, the scouts have engaged the local community as well. Bajina Bašta municipality and several local businesses donated RSD 242,000 in money, food and services. 38 Trag Foundation | ANNUAL REPORT 2014 |

SOCIAL SERVICES AND SOCIAL ENTREPRENEURSHIP

In order to improve the quality of supported housing services as a means to prevent the insti- tutionalization of people with disabilities coming from primary families, the “Halfway There” As- sociation from Pančevo successfully conducted a fundraising campaign in the local community. The funds raised, approximately USD 5,000, have been invested in the improvement of services pro- vided (10 associates have completed 8 accredited training sessions) and in the technical function- ality of the facility with the relevant equipment. These improvements have enabled the “Halfway There” Association to become one of the first as- sociations licensed to provide social protection services – in particular licensed to provide sup- ported housing service

PUBLIC ADVOCACY IN LOCAL COMMUNITIES

The representatives of Zrenjanin Education Center conducted a campaign to influence the creation of conditions for regular gynecologi- cal exams for women with disabilities in the “Dr Boško Vrebalov” Health Center. Owing to their efforts, the city of Zrenjanin allocated resources for the acquisition of a hydraulic gynecological chair, one consultation room was adapted and an access ramp was installed at the women’s clinic. As a result, regular gynecological exams and, therefore, the protection of reproductive health are provided to women with disabilities in Zren- janin. Trag Foundation | ANNUAL REPORT 2014 | 39

PROMISING PHILANTROPHY AND FUNDRAISING PRACTICES

For nine years, the Center for Youth Integration has been working with more than 400 children living or working on the streets of Belgrade. The organization established a “Circle of Shelter’s Donors” for all indi- viduals who have decided to pay a minimum monthly cost of RSD 550, which covers the cost of one day per child at the shelter. A similar idea has been carried out in cooperation with three companies that became members through monthly donations of their products monthly or a minimum of RSD 10,000 for immediate expert work at the Shelter for Children. Furthermore, four additional companies have donated toward this campaign, and the organization has collected more than USD 17,000 and their support will be continued in the following period, which is of the utmost importance. 40 Trag Foundation | ANNUAL REPORT 2014 | Trag Foundation | ANNUAL REPORT 2014 | 41

Informal group “Kaleidoscope” has organized a sight specific group exhibition at the Main Rail- way Station in Belgrade with to promote art in public spaces, reviving the area around the rail- way station and connecting everyday situations, such as traveling, with art. The 76 images with a railway theme created by artists, photographers, students, railway workers and Roma children were placed on the windows and platforms of the station. The exhibition and two workshops with a railway theme served to revive the main railway station, which, in addition to being an architec- tural monument, is the first place seen by visitors in Belgrade. The exhibition was opened on 130th anniversary of the station’s construction. 42 Trag Foundation | ANNUAL REPORT 2014 |

SUSTAINABILITY ACADEMY

“Milica” Women’s Center conducted a campaign to raise funds for the estab- lishment and equipping of a daycare center that provides support to patients suffering from cancer and their families. The campaign was supported by entre- preneurs, private and public companies, local government, musicians, athletes, friends and beneficiaries of the Cen- tre, as well as those from surrounding towns. They have demonstrated their solidarity with the association through volunteer engagement, the provision of facilities, food and beverages, organiz- ing music events and concerts, and do- nating funds. As a result, RSD 461,760 was collected for this initiative.

SUCCESSFUL FUNDRAISING

Although they haven’t raised the maximum amount, but $3700 out of maximal $5000, Association “Space” has shown the great per- sistence and conducted number of various ac- tions, such are table tennis tournament, exhi- bitions, concerts and poetry evenings, and in that way motivated donors for both financial support and in kind support as well as volun- teer community engagement and support of companies and Rotary club. Their goal was of specific nature and presented a challenge, as they were raising funds for the art therapy workshops for beneficiaries of psychiatric ser- vices, which is not so popular giving cause. However, organization has proven that expand- ing network of contacts and including wide range of various people could have positive ef- fect. Additional value of their fundraising is that they have significantly increased the visibility of their work, but also of the problems bene- ficiaries of the psychiatric services, as one of the most vulnerable groups, face on daily basis. SOCIAL CARE REFORM INITIATIVE

The “Together” Association for the support of persons with psychophysi- cal disabilities conducted an advocacy campaign and successfully influenced the city of Subotica to allocate a hous- ing unit with a yard for the provision of supported independent living services. After the adaptation of this facility, more than 20 people with disabilities will ben- efit from the supported independent living service, and 23 families will enjoy the use of the respite care services. The provision of this service will allow for a higher quality of life of people with dis- abilities, contribute to social inclusion, deinstitutionalization of the provision of social protection services and develop- ment of mechanisms for independent living support. It will also allow people living with disabilities to live active and dignified lives in the community.

FORUM FOR GREEN IDEAS

Owing to the awards obtained at the national and regional Forum for “Green Ideas”, the family business “Agro Integral” from Knić constructed a prototype of an innovative dryer for fruits, veg- etables and spices, accompanied by a business model for rural development based on innovative dryers. They also worked on clearing local village road in order to prevent further land sliding that could lead to 4 villages be- ing cut off from Bajina Basta. Scouts squad, in coordination with Crisis headquarters of Bajina Basta municipality, had visited communities of remote villages: Bacevce, Gvozdac, Rogacica, Ovcinja, , and Visesava and deliv- ered basic necessities to flood affected citizens.
