1. Call to Order

1.1 Reeve Bester called the meeting to order at 10:28 A.M.

3. Adoption of the Agenda

3.1 Adoption ofthe November 27, 2017 Council Meeting Agenda.

632.17 Councillor Harris moved that the agenda be approved with the following additions:

. Review of Letter to Minister Brian Mason RE: l-lamlet Status . Previous Councillor Recognition Dinner; Resident Complaints Regarding Aviation Light;

. MGB Hearing - Heritage Ranch Development (In Camera); Discussion Regarding Labour Issues (In Camera); Report from Councillor Lacey Regarding Meetings in ; Report on Fire Insurance; and Ticketing of Unliitched Ball Hitch Receivers by Town of Cardston Bylaw Officers.

4.1 Adoption of the November 13,2017 CouncilMeeting Minutes.

633.17 Councillor Houghton moved that the minutes be approved with the following amendments:

1. That Item 8.8 be amendedto include the informal " Drainage Project" as an additional title;

2. That Item 9.5 be reworded to provide greater clarity; and

3. That Item 9.6 include the addition of "(shippingcontainer)" after "sea can."

5. Unfinished Business

5.1 Road Closure Application:

Deferred from the November 13,2017 Cardston County Council Meeting, Council deliberatedthe application from Denver, Anna Joy and Dixie Bevans for the closure of a road allowance adjacent to Plan 319AY and Plan 791025, an area of approximately 1.655 acres. The applicants are the owners of the property adjacent to the road allowance, (NE 31-2-26 W4M).

634.17 Councillor Leavitt moved that the applicationbe approved and the road allowance be closed.

Defeated

A?er Item 5.1 was defeated, Council requested that Administration develop and submita letter to the applicant informing them that the applicationwas denied, and that a setbackwaiver would be a more suitableoption for the applicant.

5.3 Regional Water Line Project:

Deferredfrom the November 13, 2017 Cardston County Council Meeting, Council discussed matters relating to funding and charges for the County’s regional water line project.

635.17 Councillor Lacey moved that the item be deferred to the December 11, 2017 Cardston County Council Meeting.

Planner, delivered a powerpointpresentation on the "Magrath Regional Trails Master Plan." Mr. Dyck indicatedthat a resolutionto ?le the presentationas informationwas required for the project to move forward, but stated that Council could defer the item to a later date to provide time for furtherdeliberation.

6.2 Mr. Albert Tagoe, Principal — Talbera International Technologies Ltd.:

At 11:25A.M., Mr. Albert Tagoe from Talbera International Technologies delivered a presentation to Council regarding the Mountain View Regional Water Study.

8.1 Agenda Concerns from County Resident:

A County resident expressed their concerns via letter to Administration regarding the October 30, 2017 Cardston County Organizational Meeting not being advertisedas a public meeting. Further, they conveyed their concerns that agendas for the November 13, 2017 Cardston County Council/MPCMeetings were not posted on the County web page.

9.1 Draft 2018 Budget Discussion:

Discussionon the 2018 Draft Budget will occur on Monday, December 4th at 9:00 A.M. during the Cardston County Public Works Meeting.

9.2 Letter to Minister Brian Mason RE: Status:

Administrationdistributedcopies of a draft letter to Minister Brian Mason regarding the status of hamlets in Cardston County. Administration was directed by Council to receive comments from Mr. Mike Burla to supplement the letter prior to submission.

9.2 Previous Councillor Recognition:

Councillor Lacey enquired about possible dates for the Previous Councillor Recognition Dinner. Administrationwas tasked with investigating the possibility of coordinating the dinner with with the Foothills-LittleBow meeting in on January 20"‘,2018.

9.3 Resident Complaints Regarding Aviation Light:

Deputy Reeve Quintonbrought forth concerns from his constituentsin regards to an aviation light located within his division.Administration was tasked with looking into the matter and reporting back to Council. Cardston County Council Meeting Minutes Monday, November 27, 2017

9.4 Report from Councillor Lacey: Meetings With Sustainable Resource Development - Lands Division:

Councillor Lacey provided a report to Council regarding his meetings

with Alberta Sustainable Resource Development — Lands Division while in Edmonton for the Fall AAMDC Convention.

9.5 Fire Insurance:

Councillor Quintonreported that he looked into his ?re insurance policy and was informed that his insurance coverage. titled “Prairie Farm Insurance Policy,” provided coverage for ?re responses only in the event that the ?re had the potential to damage insured property, such as farm equipment, a home or a bani.

9.6 Ticketing of Unhitched Ball Hitch Receivers:

Reeve Bester introduced his concerns regarding the ticketing of unhitched ball hitch receivers.

Administration was tasked with developing and submitting a letter to the Town of Cardston requesting that the Town's Bylaw Officer does not ticket drivers for the aforementioned driving behaviour.
