OUR VIEW by the Transcript-Bulletin editorial board Taxpayers should take a close look at RDAs Tooele County treasurer’s office collected just over $30 million in property taxes in 2011 on behalf of Tooele County, its cities and towns, schools, fire dis- tricts, recreation districts, and other special districts that collect and spend tax- payers money. One out of every five of those tax dollars, or a total of $6 million, went to redevelopment agencies in Tooele County, Tooele City, and Grantsville instead of paying for schools, teachers, road improvements, parks, recreation, and other services. Despite reassurances that performance incentives protect taxpayers invest- ment in RDAs, the shear amount of money that bypasses normal government budgets warrants a close examination of RDAs and their missions. RDA’s are hailed as an economic tool. We are told by their promoters that they create jobs, revitalize downtrodden areas, and broaden the property and sales tax base of community governments. RDA critics claim tax incentives are corporate welfare, especially when used for retail development. After all, don’t those same economic development gurus that promote tax incentives tell us that retail follows roof- tops? RDA’s have been used successfully to lure industry to Tooele County. Talent for swimming, finding God helped Stansbury Park native become U.S. Coast Guard rescue swimmer

.J. Marshall was always good at swimming, but he vowed never to swim again when he got burned out in high school. Now, as a new grad of the elite U.S. Coast Guard rescue swimmer training, Marshall said he’s not sure what his former self would think about how things turned out. “If I were to see myself as I am now, I don’t know,” he said. “I probably would have made fun of myself.” Coast Guard rescue swimmers are trained to embark on water rescue mis- sions from helicopters or boats, spe- cifically in rescues involving storms. The program has been officially in place since 1984 and to date, 825 swimmers have passed the rigorous 18-week training, while 350 are currently active. Marshall, an Aviation Survival Technician Third Class, is swimmer number 821, and is now stationed in Savannah, Ga. Marshall, 22, had a natural inclination to water from a young age. His moth- er, Kim, said he completed swimming training at breakneck speed, and his swimming teachers suggested he start swimming competitively. At age 6, T.J. swam his first race as a member of a swim team. At Tooele High School, the
