1. INTRODUCTION

1.1 State and District Vision The Government of Maharashtra (GoM) has recently announced its vision of making the state Open Defecation Free (ODF) by March 2018.1 In order to contribute to this vision of the GoM; Zilla Parishad, Jalna decided to make the district ODF by March 2018 and developed an appropriate strategy and detailed action plan, outlined in this document.

1.2 Current sanitation situation in the district

A snapshot of the sanitation situation, as of January 2017, with respect to baseline Survey 2012 (BLS-2012) is presented in Table-1 below.

1.3 The Targets

1.2.1 BLS 2012 Target

Block wise targets and coverage An analysis of block wise status of 100% sanitation reveals that out of the 8 80% blocks to be made ODF, 2 blocks 60% have coverage above 80%, 1 block 40%

20% has coverage between 60% and 0% 70%, 2 blocks between 50% and 60%, and remaining 3 blocks have coverage below 50%. Details are given in table-2, below. Target Achievement

Four blocks (Jalna, Ambad, and Ghansangvi) have targets above 20,000 and contribute about 77% of the total target. Hence, these blocks need special attention.

1.2.2 Additional families and defunct toilets:

Two additional factors add to the target load. 2. SWOT ANALYSIS FOR SANITATION SECTOR

Jalna district has done well in moving towards achieving 100% ODF status in the district. This achievement is due to a vibrant enabling environment, though bottlenecks exist in some aspects. The SWOT analysis for sanitation sector in the district is presented in the schematic below. In moving forward, this strategy aims to further build on the strengths, address the weaknesses, take up opportunities for the progress and minimize the threats.

3. THE STRATEGY

This section presents the strategy and action plan adopted by Zilla Parishad, Jalna to achieve the goal of making the district ODF by June 2017. While the primary aim of the strategy is to cover the BLS-2012 target, the strategy also focuses on covering additional families without toilets and families with defunct toilets, in convergence with other programs. Another key focus area of the strategy is to ensure sustainability of the ODF status. The unit of planning in this strategy is a block and builds on three pillars; (i) Demand Management (ii) Demand Response Mechanism and (iii) Oversight and monitoring. Key elements of these pillars are explained in the schematic diagram presented below.

4. STRATEGIC ACTIONS AND ACTIVITY PLAN

The key strategic actions and a detailed action plan under the three strategic pillars are captured in this section. 4.1 Demand Management District While there is a good awareness Swachhata about need for adopting Plan sanitation behaviour, there are Oversight some sections where the Demand and awareness is not yet translated Management into demand. 4.1.1: Strategic planning and prioritization IHHLs construction All the 687 GPs will be targeted simultaneously but the achievement of ODF status is likely to spread in the next 16 months, based on the burden. While the GPs with very low burden are expected to become ODF earlier, focusing on high burden GPs is a non-negotiable. a. BLS-2012 families On the basis of GP wise data, planning for achieving ODF status of each GP was undertaken and plotted against monthly time frame. As per the Zilla Parishad goal, the reaming 687 GPs from 8 blocks are to be made ODF by March 2018. Following is the detailed planning  2 blocks Jafrabad and Partur are on the verge of becoming ODF and will be declared ODF in January 2017.  Ambad block will be made ODF in February 2018  Remaining 5 blocks- Badnapur, Bhokardan, Ghansawangi, Jalna and Mantha will be made ODF by March 2018  Even within blocks, the low burden GPs will be focused on priority and will be made ODF as soon as possible as per the saturation approach. The high burden GPs will also be targeted simultaneously and specific activities will be implemented for making them ODF within the time frame.

b. Additional families and defunct toilets: As discussed earlier, additional families and defunct toilets add to the open defecation burden in the district. These families would also be targeted under the strategy. This exact status under these categories will be clarified and confirmed during ODEP process and the action plan for addressing such families will be finalized during the process itself. The MREGS functionaries at village and block level will be involved in the process, and a realistic plan will be developed. The district has already prepared a format for MREGS proposal and the additional families will fill the format immediately after the process. This will trigger the proposal submission and approval activities. Additional families and defunct toilets will be targeted in the same time frame proposed in the above table for achieving ODF status. The process for addressing these families is elaborated further under the section on convergence. 4.1.2 Rolling out ODEP Process Open Defecation Elimination Plan (ODEP) is an effective tool for mobilizing community, triggering action and generating implementable plan for eliminating open defecation in the GP. The actual targets in each GP will be revisited during the ODEP process and realistic plans for target the GPs and Blocks will be drafted. The momentum for rolling out ODEP has already begun in the district. Two master trainers and seven motivators from Zilla Parishad, Jalna have already been trained, and are ready to train other personnel at district/ block level. A district level training has already been conducted for master trainers, DWSM team, HODs, BDOs, and BRCs. The DWSM team members were the chief facilitators of this training. During the training, status of sanitation, targets, mukkam mohim planning, ODEP film, etc. were discussed. The functionaries trained during district level trainings will further train block level functionaries during block level trainings. Motivators, champions, HODs, BRCs, Eos ANMs, Anganwadi supervisors, communication champions, etc. will be the participants of block level trainings. A GP wise schedule of ODEP process will be finalized during the block level trainings. The process will be implemented in each GP as per the schedule. The district has taken a decision to adapt the ODEP process as per the district needs.

During the process, importance will be given to BLS list finalization, triggering and finalization of activities for various categories. The families with financial issues will be supported by the GP in terms of supply chain arrangements and fund raising. The remaining families without IHHLs will be triggered for construction of toilets. The district has already designed three formats- MREGS proposal for additional families, consent note under SBM for families without IHHL and proposal for incentive under SBM for families which have completed toilet construction. The eligible families will fill these formats during the ODEP process and its processing will immediately start at GP and block level. The main roles and responsibilities of ODEP team are listed below.

The ZP will ensure smooth flow of funds and involvement of all village level functionaries, for the process. The ZP will also arrange appropriate transport facilities for the ODEP team for their travel to villages.

4.1.3 Behaviour Change Communications (BCC): A district level plan of BCC activities has already been prepared. Required BCC material is being developed/ prepared and is being distributed to the blocks. The BCC plan in the district focuses on three key typologies of BCC activities- Activities for technical awareness and information dissemination, information on strategic planning for making blocks ODF and activities for behaviour change communication. The proposed BCC activities are listed below-

The district also proposes to use social media and social networking. To better manage home visits for generating demand for construction and use of toilets, every block would prepare a detailed ‘home visit plan’ for all GPs. The district will publish advertisements, informatives and news in mass media and social networking.

All relevant communication materials and tools will be developed by the district and distributed through most appropriate channels. The key materials are:

4.1.4 Involvement of elected representatives for oversight and effective monitoring In all, there are about 158 elected representatives Table 5: No. of elected representatives at various levels (excluding GP level) in Jalna Designation Number district. 4.1.5 Involvement of Other Stakeholders - Apart from the political leaders, many other stakeholders play an important role in the society and could influence the sanitation behaviour of the people, to varying degrees. These stakeholders include social leaders, SHG members, NGOs, religious leaders/ groups like Ramkrishna Hari Mandal, Satsang Mandal etc., social units of companies, police patils, police department, KRC members, resource persons, NSS students, etc. Data regarding these stakeholders is already available with the district. Dialogue will be initiated with them and will be appealed for supporting IEC/ BCC activites. Interest/ commitment expressed by them would be recorded and the ZP would make all arrangement to enable their active and timely involvement.

4.2 Demand Response Mechanism Jalna district has a good demand response mechanism for sanitation and efforts would be made to build on this system. The key aspects that would be strengthened are; (i) monitoring technical quality of construction, (ii) strengthening/ supplementing financial resource mobilization, (iii) ensuring effective supply chain links, (iv) effective convergence, and (v) making available capable and optimal human resources. Following section presents the key strategic aspects of the response mechanism in the district.

4.2.1: Monitoring Quality of Toilets Construction Proper monitoring of the toilets during construction and quality assurance needs to be ensured for reducing the number of defunct toilets, in future. Following additional steps have been designed to ensure quality of toilets built;

 A process of maintaining technical quality was implemented in Partur block. Similar process is proposed in other blocks too. In Partur block, initially, a meeting of masons’ federation was organized where the masons were appealed for technically appropriate toilet construction on priority in target GPs. Then, the masons were involved in the ODEP process in the GPs. During the process, a demonstration of Quality of toilets will be ensured through implementation of Partur toilet construction was done. 4.2.3. HR development and deployment to high burden areas

Following are other activities to be implemented in the district for HR development and deployment-

- Efforts would be made to rope in officers from other departments (MREGS, NRLM, ICDS, education, health and revenue department etc.), as required and feasible. - The ODEP master trainers will be allotted the responsibility of SBM implementation. - A refreshers training on ODEP to the master trainers and motivators is proposed where the knowledge regarding ODEP will be refreshed and the critical issues faced by the master trainers and motivators during implementation will also be addressed. Guidance will also be provided on how to achieve the remaining targets by March 2018.

4.2.4 Supply chain management Considering the IHHL construction targets, huge supply chain arrangements are required.  Sand availability is a major issue in the district. For this, a meeting will be conducted with Revenue Department for discussing the issue, block wise requirement of sand and royalty process. Block level

 First of all, every block will prepare a list of trained masons, masons federations, suppliers/ service providers available in the block. This will clearly put forth the picture of adequacy and need of additional supply chain arrangements. The list of masons will be made available in every GP the Gramsevak will help the villagers in identifying a mason and supplier based on the list.  A block level meeting of service providers and suppliers, including the masons, groups will be organised immediately to inform them about the present need and their expected involvement and support. Critical aspects like timely availability of material, rate negotiations, transport facilities, etc. may be discussed with them during the workshop.  Just like BRC staff, even the masons and suppliers can also be shifted from ODF blocks to the high burden blocks. Their willingness and availability for support in other blocks may be finalized in the block level workshop.  A meeting of tehsildaars will be called to discuss the sand availability issue based on the guidelines provided by the district. Required support will be provided to them during the process for royalty.

4.2.5 Effective Fund Flow Mechanism

The following steps would be adopted by the ZP to enhance fund flow speed and effectiveness;

- The district has already distributed 3 crore Rs. to each block in advance for incentive payments. - Village Sampark Adhikaris have been appointed for each GP who assess the constructed toilets and submit proposals to blocks. It has been proposed by the district that at block level, all concerned officials will take proposal processing and sanctioning on priority and payment will be released as early as possible. The entire fund disbursal process is proposed to be completed in not more than 10 days. In the blocks where ODEP campaign is going on, the sanctioning will done on campaign mode and payment will be released within an hour. - Revolving fund will be provided to few good GPs on pilot basis if required - The SBM funds for CB and IEC activities will be made available to the blocks as per requirement. - The ZP would dialogue with all the private companies situated in the district and try to raise CSR funds, to the extent possible. - Maharashtra state government recently formed a Swachh Maharashtra Kosh (Fund) on the lines of Swachh Bharat Kosh. The district would submit a proposal to avail the Kosh funds.

4.3 Oversight and Monitoring

The SBM gives importance to monitoring both outputs (Toilet Construction) and of Outcomes (Toilet usage). The following steps would be taken to improve the speed and quality of monitoring.

 Daily monitoring- The district already has a daily monitoring mechanism in place. The block Sampark Adhikari takes daily review of activities and progress in every GP on telephone and reports it to the BDO. BDO further reports the data to district HoDs, who in turn report it to Dy CEO (WATSAN) and the CEO. All experts from DWSM have been assigned specific blocks for rigorous review and monitoring. The DWSM experts too on the other hand report the progress to DPM who in turn report progress to Dy CEO (WATSAN) and the CEO. There is also a social networking based review mechanism in each block where daily progress is updated.  Weekly and monthly review- A weekly review of all sampark adhikaris is held at block level and a monthly review is taken by the CEO during monthly meetings.  Oversight by political leaders- As discussed before, oversight of sanitation activities and progress in their respective Gats/constituencies by elected representatives would be institutionalized.  Concurrent online and offline data- The district and block level functionaries are also taking special efforts for maintaining concurrent online and offline data, which is found to be useful in reducing data gaps and enable faster uploading on the website. This good practice would be continued.

 Fortnightly meeting of motivators- A fortnight meeting of all motivators will be conducted at block level by concerned DWSM experts. This block level review will be done GP wise and feedback on future planning and addressing challenges will be provided to the motivators. Block wise/ Gat wise progress will also be communicated to the Blocks, GTF and other stakeholders to enable their timely actions.  Regular meeting of master trainers at district level- Similarly, DWSM experts will also conduct regular meetings of the master trainers, at the district level to review block wise progress and plan future actions.

4.4 Sustainability Plan

Sustaining ODF status is very crucial for realizing the intended benefits of SBM initiatives and the following activities are planned for the same;

 The ZP would develop special IEC and BCC activities focusing on use and maintenance of toilets and would implement the same to influence individual/ household and community behaviours.  The ZP would felicitate the gramsevaks and sarpanchas from the ODF blocks.  Follow up and monitoring system will be set up in every GP. This system will comprise of Open Defecation Elimination Follow up Committee and a Toilet Use Monitoring/ Nigrani Committee. These committees will take care of maintenance of sanitation structures and will monitor the ODF+ activities and ZP will train them adequately for the same.  The OD status within GPs that achieved ODF status would be monitored and analysed periodically.  The status reports, along with deviations and course correction measures, would be shared with all key stakeholders for their action.  To ensure continued improvement in environmental sanitation, the ODF+ activities will also be promoted in all ODF GPs. These include activities for effective SLWM, personal hygiene, MHM, institutional sanitation etc.  Village sanitation days will be planned and implemented and topics for discussion will be based on the context and specific need of the GP. Also, discussions regarding sanitation will be held during every gramsabha.
