    We, the Counsellors of Adjud City, are united today together for the first Adjud City Development Strategy 2007-2013, with one common goal: „During the forthcoming years to take unconditional active participation in the implementation of the City Strategy and provide visionary leadership, sound representation and prudent financial management” 4 My fellow citizens, visitors and friends of Adjud, In light of 1 January 2007, the day when our country will formally join the European Union, I am pleased to present to you the first ever Adjud City Development Strategy and hope it offers a constructive and useful outline of the goals our city administration has set out to achieve during the next seven years period ahead. Intended for a broad audience, this document is a summary of nearly one year of strategy-related work based on the views and recommendations of a number of groups, individuals and experts. Translating all the technical and consultative work undertaken into a comprehensive strategy document was no easy task. The work involved participatory process followed by valuable insight in identifying the right balance between competing priorities, various stakeholders and citizens’ needs and selection of key actions and policies, of vital importance for the future growth and development of our City. I would like to thank all participants who contributed to the development of the Adjud City Development Strategy. The analyses, consultations and surveys carried out by senior international and local experts and the engagement with the city administration generated thoughtful discussion and helped to improve overall the way we who work for the municipality see our role developing in the future.

    Centrul Cultural Vrancea Raport de activitate pentru anul 2019 Prezentul Raport de activitate a fost elaborat pentru evaluarea managementului de către Consiliul Judeţean Vrancea, denumit în continuare autoritatea, pentru Centrul Cultural Vrancea, denumită în continuare instituţia, aflată în subordinea sa, în conformitate cu prevederile Ordonanţei de Urgenţă a Guvernului nr. 189/2008 privind managementul instituţiilor publice de cultură, aprobată cu modificări şi completări prin Legea nr. 269/2009, cu modificările şi completările ulterioare, denumită în continuare Ordonanţa de Urgenţă, precum şi cu cele ale regulamentului de evaluare. Analiza şi notarea Raportului de activitate şi a interviului se fac în baza următoarelor criterii de evaluare: 1. evoluţia instituţiei în raport cu mediul în care îşi desfăşoară activitatea şi în raport cu sistemul instituţional existent; 2. îmbunătăţirea activităţii instituţiei; 3. organizarea/sistemul organizaţional al instituţiei; 4. situaţia economico - financiară a instituţiei; 5. strategia, programele şi implementarea planului de acţiune pentru îndeplinirea misiunii specifice instituţiei, conform sarcinilor formulate de autoritate; 6. evoluţia economico - financiară a instituţiei, pentru următoarea perioadă de management, cu menţionarea resurselor financiare necesare de alocat de către autoritate. The decision analyses are useful tools used successfully in many fields – from Economics and Management to Urban Planning and Tourism. The aim of this analysis is to illustrate the usefulness and the potential of the decision analyses in tourism and even for business purposes. The paper presents a very brief introduction on the decision analyses with an emphasis on the multicriteria method applied in these. Further, applied on the study case, the phases of a decision analysis are being presented. The study case area is represented by a touristic area, which is not very well developed – Vrancea Depression – and it combines socio-economic aspects with touristic ones. The dynamics of the demographic system of Vrancea County is the result of the combined action of a plurality of elements of diverse nature, among which historical, political, economic and demographic factors play the primordial role. The analysis of the total balance of the population of Vrancea County at the level of the basic administrative units proves the antithetical relationships between towns and villages on the one hand, between the two political and economic tried out patterns on the other, revealing specific aspects such as: resistance or lack of demographic vigour, propension for emigration or, on the contrary, a polarization potential able to generate and focus endodynamic migration flows. Introduction The change of the political regime in 1989 meant a turning point in the geodemographic evolution of Romania, the year 1990 representing the beginning of a new stage, in which the demographic behaviour of the population escaped the control of the political factor but entered the incidence of the economic one. The pre-December period clearly opposes a well expressed urban dynamism and a stronger and stronger rural exodynamism, with a maximum amplitude at the beginning of the 80's in the urban context of both a certain overrepresentation of the migration component and of the advance gained on the level of natural dynamics under the circumstances in which the drawn rural population preserved (at least during the first phase) its specific behavioural habits.

Area of Vrancea Depression analysis 12 communes: Bârseşti, Jitia, Năruja, Negrileşti, Nereju, Nistoreşti, Paltin, Păuleşti, Soveja, Spulber, Tulnici and Vrâncioaia. Were emphasized the authenticity and heritage tourism area to emphasize the beauty and riches of the required type of rural tourism. Attracting tourists to the area analyzed contribute to the development of host communities through rural tourism and agrotourism. Natural environment is strongly affected by uncontrolled deforestation in the last decade, is doubled by the lack of activities to limit landslides. The whole rural area is characterized by serious problems to development of migration of young people to big cities or abroad and lack of basic infrastructure. Area of Vrancea Depression and neighboring mountain has a tourist interest has so tourist resources are real and significant potential for developing the area analyzed. Locals need to promote the area to attract tourists. It is well known that area of Vrancea Depression is an area of recreation, relaxation and leisure for tourists. On the Vrancea Depression poit out Soveja resort spas, villages Nistoreşti, Năruja, Tulnici, respectively Nereju which are famous for their tradition and etnofolcloric vaults and monuments of religious art. Promotion in Europe provide attracting tourists and investors in the area covered by the project and the development of several forms of tourism (by integrating the proposed destination of excellence in an international tourist circuit): ecotourism, cultural tourism, business, spatourism, ecumenical and sports tourism.

The first part of the study consists of a detailed analysis of the natural and anthropical touristic potential of the tourism patterns that can be developed based on the former and the present capitalization way. Despite a remarkable value of the potential, the insufficiency and, in some cases, the inexistence of adequate improvements, the old-fashioned or undersized infrastructure determine that numerous areas remain un-capitalized, although they are extremely attractive from a touristic point of view. Taking into account the existing proclivities of the tourism market at the European level and also the particular situation of Vrancea County, the second part of the study purposes to establish several development guidelines with the corresponding investments to be enclosed in an average and long term strategy which should mainly address the population section having a low income. On the other hand, the modernization of the infrastructure in general and, especially of the roadways as well as of the water supply and sewage systems represents an advantageous and strategic investment where the touristic function must be equally correlated with the economic one.
