On December 6-7, I960, the 8th Session of the Presidium of the Afro-Asian Peoples' Solidarity Organization was held in Nicosia, the capital of the Republic of Cyprus; in which prominent figures of the Afro-Asian Solidarity Movement, representatives of national-liberation movements of Afro- Asian countries as well as delegations of public representatives from Socialist countries, from international democratic orga- nizations, and from solidarity committees of Western Europe, took part. The participants to the Session discussed a number of urgent issues of the national-liberation movement and of the present-day internationa-.. l development, defined the tasks of the Afro-Asian solidarity movement in the framework of the international democratic movement and anti-imperialist struggle. progressive forces in Europe and America and of all peace- w

loving for°es against imperialism and reaction for independence? freedom and social progress, for detente, disarmament and for a lasting peace on Earth is widening. In all its many-sidedness it represents a vast struggle of the majority of mankind for the irreversibility of the onward march of history, for survival, for a better future of each person and of each people on our planet. The participants of the Session state that the peoples of Asia and Africa, in the present international situation, made ever more tense as a result of ceaseless imperialist intrigues, continue with confidence their movement along the path of strengthening of political independence and economic self- dependence of their respective countries, v/ork for and do achieve" deepening of progressive social-economic remaking in them,

ever more actively, come out for the strengthening of the prin- ciples of equality and justice in international economic relations. The last few years are marked by great achievements in the national-liberation struggle in Asia and Africa, and against fascist regimes in Latin America. Under the impact of the peoples1 anti-imperialist revolutions the rotten monarchic regimes in Ethiopia? Iran, Afghanistan and the fascist dic- tatorship in Nicaragua have collapsed. The victory of the people of Zimbab\>ve under the leadership of the Patriotic Front is of outstanding significance for the liberation of the whole African continent, particularly in South Africa under the A1\FC and in Namibia under SWAPO. An important contribution to the general anti-imperialist struggle is made by the movement of non-alignment in whose ranks the independent states in Asia, Africa and Latin America uphold their vital interests and rights against the encroachments of the imperialist policies of diktat and exploitation. The AAPSO Presidium highly appreciates the activity of the Organisation in the great struggle waged by the peoples of Africa and Asia for the establishment of a new and more equitable natio- nal order in the fields of economics, culture and information. The AAPSO Presidium pledges to act for the achievement of the legitimate demands of the Third World countries in their struggle for the establishment of a New International Economic Order and the dernocratisation of financial, monetary and political institutions. The AAPSO Presidium demands that all countries effectively participate in this endeavour to face the challenge of our time: of development of the Third World countries. The AAPSO Presidium stresses that a major factor of the indisputable successes of the task of liberation of the peoples in Asia and Africa from the fetters of colonialism and neo- colonialism is the combat solidarity and the natural unity of the forces of national-liberation movement with world Socialism, with the international democratic and workers' movement.

The peoples in Asia and Africa appraise very highly the great contribution made by the Socialist forces to the tire- less struggle of all progressive and peace-loving forces for peace, detente, an end to the arras race, for freedom and social progress,, for a peaceful and equitable international cooperation on the basis of respect for national independence and sovereignty on the basis of non-interference in others' internal affairs. Having considered the present international situation, the AAPSO Presidium draws everyone's attention to the increased - of late - activity of the forces of imperialist reaction which intensify their attempts to place under their supremacy the independent states and peoples, step up the arms race, grossly interfere in the other states' internal affairs. Trying to strengthen or at least to retain their positions in the countries of Asia, Africa and Latin America; imperialists all the more often resort to such methods as provoking of feuds and conflicts among the independent states, using of arms and mercenaries in order to support anti-people regimes, as knocking together of military-political groupings against progressive regimes and revolutionary forces. While leaning upon the local reactionary circles, imperialism is at great pains to prevent liquidation of the last remnants of racism and apartheid in South Africa and to prevent a lasting and just peace in the Middle East, their adherence to the Camp-David Accords, rejected by the Arab peoples, is but an evidence of this. Of special danger for the fate of peace and international security are the increased military activity and militarist preparations in the Indian Ocean, the Red Sea and the Gulf where new American military bases are set up and warships concen- trated. The American military are expanding the strategic naval base on Diego-Garcia Island, they have succeeded in getting new military facilities in Egypt and Saudi Arabia, and military bases in Oman, Somalia and Kenya, to act aggressively against the peoples of the area, strike at their national liberation movements and the progressive regimes of Democratic Yemen and Socialist . Ethiopia and to tighten their grip upon the sources of oil and its transportation lanes in the' Arab Psninsula and the Gulf.

The AAPSO Presidium decisively condemns the aggressive plans and hegemonist claims of U.S.A. imperialism in the Indian Ocean and in the zones of the Gulf and the Red Seaj and demands an immediate liquidation of all forms of US military presence in that strategic region of the world. Imperialist circles try to line their coat due to the armed conflict between Iraq and Iran, which does not promise to these countries anything but mutual weakening, economic dislocation and serious losses and objectively is conducive to escalation of US interventionist plans in the Gulf. The AAPSO Presidium calls on Iran and Iraq to achieve as soon as possible a peaceful settlement of the conflict whose continuation is only to the benefit of those who are absolutely alien to the interests of the peoples of this region. Activization of imperialist subversive intrigues and plotting against freedom and progress of peoples is closely connected with the course of aggressive circles of the USA and other NATO countries to undermine the process of detente and return to the times of cold war, to heighten the overall military danger. The AAPSO Presidium stresses that the arms' rate, stepped up by militarist circles^ hampers the economic and aotial progress of all states, especially of the developing ones, creates considerable obstacles for a speedy overcoming of their backwardness inherited from the epoch of colonial domination. The participants in the Meeting denounce the hegemonic aspirations, aggressive and great-power arrogant policy of the Chinese leaders towards the Socialist Republic of Vietnam. The international public voices serious ' concern over the fact that the Chinese leaders are strengthening their political and military ties with the forces of imperialism and reaction, and in particular with the fascist junta of Chile and the South African regime, which harm the national liberation movement and the movement for peace, whipping up tension in South East Asia and Asia as a whole.

Evidence is abundant that a U.S.-Chinese-Japanese Axis is being fostered and consolidated, to create and escalate tension and destabilisation in the region. The participants of the Session decisively condemn hostile and provocative actions and intrigues of China against the heroic Vietnam, the People's Kampuchea and Laos who with confi- dence go along the path of building of new, peaceful life, and express their combat solidarity with the struggle of these people which is a major factor of peace and progress on the Asian continent. While confirming profound adherence of the Afro-Asian Peoples' Solidarity Organization to the ideals of freedom, independence and progress of peoples, to the ideals of security and a lasting peace on Earth, the AAPSO Presidium declares a firm resolution of the Afro-Asian solidarity movement to con- tinue a tireless activity in close unity with all anti- imperialist peace-loving forces along the following major lines: - To increasingly support the forces waging a struggle against imperialism, colonialism and neo-colonialism, for national liberation and social progress. - To condemn the increasing imperialist direct or indirect interventions in the affairs of other countries. - To achieve a speedy liquidation of the last remnants of racism and apartheid. To actively come out on the side of the people of Namibia in its legitimate struggle for a speedy achievement of national independence, to demand liquidation of the apartheid system in South Africa- To render comprehensive moral, political and material support to the SWAPO of Namibia, Africa and to the A1\TC of South Africa who are the true and legitimate representatives of the peoples of their countries and to expose the insidious attempts of the forces of imperialism and racism to make the peoples of Namibia and South Africa align themselves to neo-colonialist decisions leading to the consoli- dation of the racist regimes and creating the danger of new conflicts in this region.

- To support the efforts of the Front-line States of Angola, Botswana? Mozambique, Tanzania, Zambia and Zimbabwe in their comprehensive support to the national liberation,struggle of the peoples of South Africa and. Namibia. The Presidium hails the efforts of these countries to get rid of the economic domination of the Pretoria regime. - The legitimate Palestinian struggle for liberation against imperialism and Zionism aims not only to achieve the inalienable rights of the Arab Palestinian People to self- determination and to set-up their state on their national land, but constitutes a fundamental consolidation to the Arab National liberation movement and its political and economic independence. It puts an end to the capitalisation of the hotbed of conflict in the Arab region to act against World peace. Hence, it is one of the foremost tasks of the Afro-Asian Peoples: - To extend their comprehensive help and support to the Palestinian Liberation Organisation - the only legitimate representative of the Palestinian Arab people1. - and to all the Arab patriotic progressive forces, in their struggle against imperialism, Zionism and local reaction, to liberate the occu- pied Arab territories, to foil the capitulatory settlement plans designed in hostility to the Arab peoples in the Middle-East and to halt the fascist practices of the Zionist entity, in the occupied territories comprising arrests, assassinations, deportations wreaking havoc with the national economy, under- mining the Palestinian society, seizure and annexation of territories and the establishment of Zionist settlements on Palestinian land? to halt the military practices of the Sionist entity .^against the Arab peoples of Palestine and Lebanon in South-Lebanon and to stand against the rightist separatist forces allied to imperialism and Zionism in Lebanon; to call for the consolidation of the Lebanese people under the leadership of their patriotic progressive movement which is engaged in fierce battle for the unity, sovereignty, independence A abism and democratic development of Lebanon. Consolidating the Arab progressive forces of liberation will enable the Syrian Arab Region to stand firmly against imperialist, Zionist, and reactionary machinations hatched against Syria and its people and directed against its stead- fastness and socialist achievements,

- The Presidium supports the struggle of the people of

Cyprus for the elimination of occupation9 for a solution based on the UN resolutions, for an independent, unitary, non-aligned territorially integral Cyprus free of foreign troops and foreign bases. - The AAPSO Presidium demands the dismantlement of all military bases and the complete denuclearisation of the Mediterranean and its transformation into a lake of peace in the general interest of the peoples of the region. - The Presidium reaffirms its total support to the Saharaoui people and calls for the opening of direct negotiations between the POLISARIO and Morrocco as recommended by the deci- sion of the O.A.U., its Ad-hoc Committee and the recent resolu- tion of the United Nations. The Presidium launches an appeal to all the patriotic forces of Chad to put an end to the fratricidal A-;ar and to respect the cease-fire under the resolute leadership of the transitional government of national union. - Deeply anxious over the African policy of Prance, the Presidium alerts all the progressive forces on the danger of establishing and restructuring French military bases in certain African countries, particularly to the South of the Sahara and denounces the deployment of French warships in the Indian Ocean. - To give the utmost assistance to a peaceful solution of the Iraq-Iran's conflict in order to restore peace and stability in the region. - To redouble the vigilance of the peoples in Asia and Africa against the insidious imperialist intrigues against progressive national-liberation forces. - To .support the people of independent Afghanistan following the path of peaceful construction, to expand the campaign of international solidarity with the struggle of the people of the D.R.A.

Efforts by progressive international forces including AAPSO which recently took various initiatives in this respect - should be continued more actively for reaching a settlement in the area not by milJLtary action but through peaceful means and negotiations based on guaranteed termination of military attacks against Afghanistan. - To try to achieve joint efforts of the peace-loving public of Asian countries in the provision of a stable peace and security on the Asian continent. - To develop wide international solidarity actions with Vietnam, Kampuchea and Laos which are subject to provocations on the part of China. - To support the plan for national reunification and the 10 point political programme of the unified country made by D.P.R.K. regarding a confederal state with the two parts retaining their different social systems, independent of any military bloc and strictly neutral? declaring the Korean Penin- sula as nuclear-free zone; and to demand the complete immediate withdrawal of U.So troops and lethal weapons including nuclear weapons from South Korea. The fascist suppression in South Korea, against all the patriotic people demanding democracy and peaceful reunification must be stopped, all the democratic personnalities arrested; imprisoned or unjustly sentenced must be immediately released and military fascist regime should be replaced by democratic government. - To actively participate in the struggle for the transformation of the Indian Ocean into a zone of peace and good-neighbourlinesSj a zone of mutually beneficial interna- tional cooperation. - To support the proposal of the President of the Democratic Republic of Madagascar to hold a Summit Conference on the ndian Ocean as a Peace Zone, of littoral countries of the Indian Ocean and all concerned countries, in Tananarive, during 1981 or the beginning of 1982, - The AAPSO Presidium calls for a further strengthening of the combat union and cohesion of the forces of the national- liberation movement, the world Socialism, the democratic and workers' movement in a joint anti-Imperialist struggle.

The AAPSO Presidium, calls on all the organizations taking part in the v/ork of the Afro-Asian solidarity movement to actively prepare for the coming XIHth Session of the AAPSO Council which will be held in March 1981, in Aden, capital of the People's Democratic Republic of Yemen, and to demonstrate a combat unity of the ranks of our movement. APPEAL

The Eighth Presidium of the AAPSO meeting in Nicosia on 6-7 December 1980 re-affirms and welcomes the proposal of the AAPSO Permanent Secretariat to hold the 13th Council Meeting of the Organisation in Aden on 20-26 March 1981. The Presidium records its appreciation of the Yemeni Peace and Solidarity Council as well as of the Yemeni Socialist Party and the Government of the People's Democratic Republic of Yemen for their offer and cooperation to host this important AAPSO function in Aden at this crucial moment. The Presidium calls upon the Permanent Secretariat, all member national committees, all associated and support orga- nisations to turn this Council Meeting to a grand conference of the AAPSO movement with the biggest and most representative gathering of delegates of national? regional and international political forces engaged in the common struggle.against impe- rialism, colonialism in all its forms, reaction, Zionism and racism, and for social progress and development. It must be a conference of unity and consolidation of all the forces supporting the AAPSO which will lay the foundation for its further enlargement and the consolidation of its organisational structure to correspond with the present tasks of the AAPSO. The AAPSO Presidium calls on the national solidarity committees to mobilize a wide campaign to undertake publicity and propaganda activities for the next Council tasks including mass meetings and rallies, press publications, establishing national preparatory bodies, using radio and TV and so on. The Presidium recommends the AAPSO Permanent Secretariat within the preparation for the next Council, to organise visits of solidarity delegations to Afro-Asian countries. - 2 -

Just as in the political field the AAPSO movement stands at the cross-roads transforming itself from being primarily a movement of national liberation to a movement for the conso- lidation of sovereignty and security, for development and social progress, and above all, to battle for a new International Economic Order, tfria change with its expansion and further broadening will be reflected in the organisation and the nesessary restructuring of our movement, The AAPSO Presidium expresses its confidence that the 13th Council Session will reconstitute AAPSO leading bodies and enlarge mass participation in the solidarity movement. doc, 3/18 EIGHTH PRESIDUM MEETING . _. - - OF A.A.P.S.O. 1. In preparation for the XIII Council Session, the efforts of the Permanent Secretariat should be concentrated on the question of activisation of the national member-organizations - to use for that purpose different forms of work: regional meetings, visits, publications, seminars, etc... 2. To intensify campaigns for the mobilisation of public opinion .on most burning issues in the world, in supporting'the struggle of.Arab peoples, 'especially Palestine under P..L..O. , of the peoples of South Africa under the leadership of AJTC and of Namibia .under the leadership of S:$kPO through publication of books, booklets, posters, statements, etc,., and to observe national and solidarity days of struggling peoples.

The Eighth Presidium meeting of the Afro-Asian Peoples' Solidarity Organisation, held in Nicosia, 6-7 December, 1980, has pronounced its vehement indignation on the inhuman practices perpetrated by the fascists military dictatorship of South- Korea and condemns with, utmost vigour the arbitrary trials organised by the military tribunals and the atrocious sentences pronounced against the democratic figures, among them Kim Dai Jung. The Presidium meeting strongly calls for the immediate repeal of all these arbitrary sentences; and the unconditio- nal release of Kim Dai Jung as well as other democratic figures who have unjustly been arrested and detained.

The Afro-Asian Peoples Solidarity Organization (AAPSO) is an NGO in consultative status with ECOSOC (category II). It has its headquarters in Cairo and has member organizations in some So countries. It was founded in 1958 with the following objectives: - to strengthen Afro-Asian Solidarity - to unite all anti-imperialist forces - to intensify struggle against colonial and apartheid fascist regimes in Southern Africa for final assualt - to support the liberation struggles of the peoples of Indochina and Palestine and - to support the struggles of all developing young states against neo-colonialism in their battle for economic emancipation. The AAPSO constitution provides for a presidium of 17 members including at the present time such prominent leaders as Madame Binh of South Vietnam, Vasco Cabral of Guinea Bissau and Aziz Sharif of Iraq, and leaders of African national i liberation movements. ' The AAPSO has recently organized (a) an international conference in Cairo (13-14 April 1975) to commemorate the twentieth anniversary of the Bandung Conference; and (b) an international conference in Lourenco-Marques (17 September 1975) to support the peoples of former Portuguese colonies and southern Africa. The Secretary-General was invited to participate in both meetings (see copies of cables attached sent in response to those invitations).

Tfhe Ant i -Apartheid seminar to which AAPSO is referring will be held from 24-28 May 1976. It is not clear from the cable whether the AAPSO wishes to meet the Secretary-General in Havana, assuming that he would attend the seminar, or •^Si^iS? in New York after the seminar. You may wish to check with the Secretary-General whether he would like to receive the AAPSO delegation in New York. We may then reply that they could either meet with Mr. Shevchenko in Havana or the Secretary-General himself on the date indicated. Should the Secretary-General not be in a position to see them, we would then suggest that they should endeavour to meet with Mr. Chevchenko in Havana. Prom a memorandum handed to the Secretary-General in February 1975 in Baghdad, it appears that the Secretary- General has already received a delegation of AAPSO. The memo refers to a meeting with the Secretary-General "in your office at the United Nations on 22 April 1974, on the occasion of the UN General Assembly Special Session. ..."

M. K. PeOanou 16 April 1976 NOTE ON THE AFRO-ASIAN PEOPLES SOLIDARITY ORGANIZATION (AAPSO)

The Afro-Asian Peoples Solidarity Organization (AAPSO) is an NGO in consultative status with ECOSOC (category II). It has its headquarters in Cairo and has member organizations in some SO countries. It was founded in 1958 with the following objectives: - to strengthen Afro-Asian Solidarity - to unite all anti-imperialist forces - to intensify struggle against colonial and apartheid fascist regimes in Southern Africa for final assualt - to support the liberation struggles of the peoples of Indochina and Palestine and - to support the struggles of all developing young states against neo-colonialism in their battle for economic emancipation. The AAPSO constitution provides for a presidium of 17 members including at the present time such prominent leaders as Madame Binh of South Vietnam, Vasco Cabral of Guinea Bissau and Aziz Sharif of Iraq, and leaders of African national liberation movements. The AAPSO has recently organized (a) an international conference in Cairo (13-14 April 1975) to commemorate the twentieth anniversary of the Bandung Conference; and (b) an international conference in Lourenco-Marques (17 September 1975) to support the peoples of former Portuguese colonies and southern Africa. The Secretary-General was invited to participate in both meetings (see copies of cables attached sent in response to those invitations).

A 5-man delegation from AAPSO is in New York. Last Friday it presented awards to the Committee against apartheid The same day I received it on your behalf. In brief the AAPSO delegation hopes: a) The Secretary-General will find time to receive the delegation for a courtesy call. b) The Secretary-General will consent to send a repre- sentative or send a message to an international seminar on South African racism it will co-sponsor in Addis Ababa from 30-31 October 1976.

Notes of a meeting held in Mr. Farah's office with AAPSO Delegation on on 15 October 1976 at 3:30pm.

Mr. Farah welcomed the delegation on behalf of the Secretary-General. Recalling AAPSO's cable requesting a meeting with the Secretary-General, Mr. Farah referred to the reply which explained that because of other engagements, it would not be possible for the delegation to be received at the time suggested. Mr. Farah went on to explain that the current period was an extremely active one for the Secretary-General because of the General Assembly. However, the Secretary-General had asked him to receive the delegation and to receive any submissions which it wished to bring to the attention of the Secretary-General. Dr. Lyssarides stated that the delegation appreciated the situation. He explained that more than 70 countries were represented in AAPSO, consisting of representatives of political parties and liberation move- ments. The purpose of the delegation's visit to New York was to renew contact with the Secretary-General, and to focus primarily on the problems of apartheid, racial discrimination and decolonization questions. He said that his organization followed closely the activities of the U.N. in such matters, and felt that there was room for increasing the coopera- tion between inter-governmental and non-governmental efforts in this regard. The delegation wished to discuss with the Secretary-General ways and means on how AAPSO could be of more help. He added that both ANC (South Africa) and SWAPO had joined AAPSO since its objectives coincided with those of the U.N.

Dr. Lyssarides stated that AAPSO had decided to convene Jointly with ANC a conference on South Africa to be held in Addis Ababa on 30-31 October 1976. - 2 -

It would be attended by more than 250 participants from its membership and guests. Invitations had been addressed to the U.N. Commission on Human Rights and the U.N. Committee Against Apartheid. The President of Ethiopia had agreed to open the Conference. AAPSO hoped that the Secretary-General would agree to send a representative or at least address a message to the Conference. Dr. lyssarides explained that AAPSO planned to visit the U.H. each year during the General Assembly Session to explore ways of strengthening cooperation between the two organizations. AAPSO had attended the U.N. General Assembly Special Session on Development and had met then with the Secretary-General. AAPSO enjoyed NGO observer status with ECOSOC. It had co-sponsored meetings with the Commission on Human Rights in 197^ and 1976. It has standing agreements on participation in OAU meetings and was the only non-governmental organization that participated in the Colombo Conference of the Non- Aligned. Mr. Farah undertook to inform the Secretary-General of the substance of his discussions with the delegation. He also took note of the strong desire of the delegation for a brief meeting with the Secretary-General. He noted also that the delegation proposed to depart N.Y. on Tuesday, 19 October 1976. He undertook to contact the delegation before its departure to advise whether a meeting would be possible. However, he again repeated the busy schedule of the Secretary-General.
