1. Foreword

1.1 Project Introduction

Yichang-Wanzhou Railway (hereinafter referred to as Yi-Wan Railway) is a project to be executed by using loan from Asian Development Bank. It starts from the west end of Yichang East Station and ends at Wanzhou Station through spanning the Yangtze River at Tuokou Wuqiao District. It spans the Yangtze River, runs through Dianjun, Tucheng, Wuzhaoguan to Hejiaping, enters the Baozhen tunnel to Langping and crosses Baziling and Yesanguan tunnels, then spans Zhijing River, Yesan River, and reaches Gaoping, passes through Luoshui Tunnel to and through Longfengba to Enshi City. This railway line then spans Qingjiang River to Longlingong, passes through Yunwushan and Malujing tunnels, Yuanbao to Lichuan City, westward running through Liangwu and Qiyue Mountains, and then enters into Wanzhou District of Municipality. It totalizes 376.993km (324.289km in Province and 52.704km in Chongqing Municipality).

Yi-Wan Railway runs through two provinces (municipalities) and ten cities (counties, districts), i.e. , Dianjun District and Changyang Tujia Nationality Autonomous County of Yichang City of Hubei Province, , Jianshi County, Enshi City, Lichuan City of Enshi Tujia and Miao Nationality Autonomous State, and Wuqiao, Jiangnan New District, Longbao Management Committee of Wanzhou District of Chongqing Municipality, etc.

1.2 Objective

The objective of the monitoring report is, based on project design and environmental impact assessment (EIA), to investigate the execution of the environmental protection measures during the construction period, and to find the existing problems and give some suggestions of solving them, so as to ascertain whether these activities are in compliance with related environmental protection regulations and requirements of Ministry of Railway (MOR) and Asian Development Bank. More exactly, the report is to:

Š Verify whether actual environmental impact in the construction period is consistent with the environmental problems proposed in the EIA; Š Inspect the implementation of the environmental protection measures designed in the EIA; Š Identify and find any unexpected environmental issues and put forward relevant suggestions; Š Report the environmental protection activities for this project to MOR, Asian Development Bank and concerning departments.

In the meeting memorandum (from Jul. 17 to Aug. 11, 2003) of the site survey group for Yi-Wan Railway between MOR and Asian Development Bank, the two parties have agreed that the environment monitoring for Yi-Wan Railway shall be borne by Beijing OASIS Environment Protection Technology Co., Ltd. (hereinafter referred to as OASIS). According to requirements of the memorandum, OASIS shall submit construction report every six months during the period of

2009 Interim Environment Monitoring Report of Yichang-Wanzhou Railway construction from 2004 to 2008 and the assessment report of this line within one year after completion of the project. Because the construction period of the line needs to be extended to 2009, the monitoring contract was also extended to 2009 according to the contract requirement by agreement between OASIS and Yi-Wan Railway construction headquarter.

According to the environmental impact assessment report (EIA), the environment monitoring report should include the following parts: execution of the protection measures for the impact of Yi-Wan Railway on water, air, sound, solid waste, borrow area, spoil site, water and soil conservation facilities and Chinese sturgeons during construction and operation period, as well as environmental issues affecting local economic development due to construction of Yi-Wan Railway.

Beijing OASIS Environment Protection Technology Co., Ltd. submitted the Implementation Plan of Environment Monitoring Investigation for Yi-Wan Railway Construction during First Half Year in 2009 to Yi-Wan Railway Construction Headquarters under the Railway Ministry on May 4, 2009. This environment monitoring investigation is mainly focused on: (1) The shielding, renewing, virescence and second plowing of the soil collecting sites, spoil sites; (2) Restoration of the construction sites including construction camps and sites; (3) Construction for environmental protection projects such as acoustic barriers, sewage treatment plants and boiler dedusters, etc. On March 6, 2009, this company received a letter from Asian Development Bank, which showed their concerns on the results of hydrological monitoring for the spoil site at the entrance of No. 2 tunnel at Duiyanwan, the spoil site at Kongzidong, the spoil site at the exit of Qiyueshan tunnel and other key tunnels. In response to the above problems that drew attention of ADB, and the rectification and improvement for the spoil sites around Qingyangou that was mentioned in the Annual Report of OASIS Company for 2008, the rectification and improvement effect and the monitoring results will be followed up in this investigation. This report is the annual environment monitoring report for the first half year in 2009, and is compiled by following personnel:

2. Project Progress

2.1 Project Implementation Units, Contractors and Construction Supervision Companies of Yi-Wan Railway

In January 2008, the project implementation unit of Yi-Wan Railway was changed to Yi-Wan Railway Construction Headquarters under the Ministry of Railways (former Yi-Wan Railway Construction Headquarters under Railway Bureau). The whole line consists of 42 bid sections under the supervision of 8 supervision companies. The supervision unit of environmental protection for Yi-Wan Railway is Yi-Wan Railway Environment Supervision Department of

Project Supervision and Consulting Company of the 4th Survey and Design Group Co., Ltd. of China Railway, who is responsible for the supervision of daily environmental protection and water and soil conservation in the whole line during construction period. This unit started to work formally from October 2004. Since December 2008, China Railway 12th Bureau Group Co., Ltd. replaced the China Railway 15th Construction Bureau Co., Ltd. and became the contractor of the 33# bid. Table 2-1 lists out the construction and supervision units for Yi-Wan Railway.

2.2 Project Progress

By May 25, 2009, the accumulative earth-rock engineering of road foundation along the whole line annually completed are 250,000m3 and the total accumulative completion of 47,950,000m3, accounting for 96% of the total; accumulative tunnels and open tunnels annually completed are 4,109 meters long and the total accumulative completion of 324,378 meters, accounting for 99.6% of the total; super bridges met the total accumulative completion of 27,281 linear meters, of 99% in total; large bridges met the total accumulative completion of 45,025 linear meters, accounting for 99% of the total; RMB 19,50219 billion, accounting for 87% of the total investment. Wuzuaguan Tunnel, Guangchengshan Tunnel, Yichang Yangtze River Super Large Bridge and Wanzhou Yangtze River Super Large Bridge has been completed. Picture 1: Yichang Extra Great Bride Spanning Yangtze River On March 25, 2008, the contractor started laying the rail of Yi-Wan Railway from Yichang East Station. At present, the rail paved on the main line reaches 181 km, accounting for 27% of designed rail; the rail paved at the state reaches 34.7 km, accounting for 40% of the designed rail. 3. Environmental Control

3.1 Environment monitoring System

The implementation unit of Yi-Wan Railway is Yi-Wan Railway Construction Headquarters under the Ministry of Railways, who is in charge of the environmental protection of Yi-Wan Railway during construction period; while the operation units of Yi-Wan Railway (Wuhan Railway Bureau and Railway Bureau) are responsible for the environmental protection during operation period. Various local environmental protection bureaus along the line take charge of environmental protection supervision and management in areas under their respective jurisdiction. Environment monitoring for Yi-Wan Railway is undertaken by Beijing OASIS Environment Protection Technology Co., Ltd. The construction and supervision units are responsible for daily monitoring and supervision during construction period. The implementation unit and OASIS are responsible to collect monitoring data, and then OASIS shall compile the environment monitoring report and submit it to the MOR and Asian Development Bank. The monitoring unit has, upon the requirements set forth in the monitoring contract, prepared the block diagram of environment monitoring procedures for Yi-Wan Railway (see Figure 3-1).

According to the characteristics of this project and environmental issues often occurring in construction period, the monitoring unit is required to formulate the environmental protection rules in the following aspects: ● The construction and supervision units shall employ full-time (part-time) environmental protection personnel. All full-time (part-time) environmental protection personnel should accept special training on environmental protection, as well as be responsible to supervise and treat with various environmental issues arising in production under their own responsibility, and assist environmental management departments to manage environmental protection. ● Ask various construction units to perform related environmental protection statements in the construction contract. The construction units are also required to work out appropriate environmental protection measures according to environmental protection requirements set forth in the design documents, so as to protect the environment of construction site, as well as to avoid and reduce pollution and ruin of the environment due to inappropriate construction means. Once any event to destroy the environment happens, they should actively take remedies. If they cannot solve such issues by themselves, they should immediately invite appropriate experts and organizations to assist them to solve the problems. ● Ask environmental supervision units to perform daily environmental supervision upon the environmental protection requirements set forth in the construction contract. Once any environmental issues occur in construction, the supervision units should urge the construction units to solve them in time.

Construction Unit: According to contractual requirements, executes the construction of the project and complete the environmental protection works.

Supervision Unit: According to contractual requirements, supervises the engineering quality and environmental protection processing.

Environment Supervision Company: According to the contractual requirements, train construction and supervision personnel in various levels, and on behalf of implementation unit, fully supervise the whole line environmental protection facilities and the environmental protection quality under the charge of construction unit and supervision unit during the construction period.

Monitoring unit: As the external monitoring unit, supervise the execution of environmental protection works and the whole line environmental protection progress, and submit the monitoring report to the MOR and Asian Development Bank.

3.2 Environmental Management during Construction Period in First Half of 2009

3.2.1 Advanced Flood Arrangement of Yi-Wan Railway Headquarters for 2009 On April 7, 2009, Yi-Wan Railway Headquarters issued the Notice on Careful Flood Arrangement in 2009, the Notice states 6 requirements for carrying out flood responsibility in all-around manner, organizing flood safety examination, clarifying the key points and appointing specific staff for watching, further intensifying the contingency schemes, setting the watching system in flood season and requiring supervisors to conduct self-examination carefully. The Safety & Quality Division of Yi-Wan Railway Headquarter organized the relevant supervisors and constructors to conduct the inspection on the flood arrangement and the safety and quality of the station facilities under construction from May 4 to 15, 2009. The inspection covers 31 bid segments and 8 station facilities under construction, 19 copies of routine inspection records have been filled up in response to the problems found in the inspection, and the inspectors have exchanged opinions with the relevant units on the spot and put forward the requirements for rectification and improvement. The supervision stations are required to urge the rectification and improvement and the recheck. Particularly, there are five tunnels with first-grade risk of sudden mud and water flows in the flood season, the inspectors put forward the specific requirements such as intensifying on-the-spot duty and hydrological observation to prevent against accidents. 3.2.2 Supervision of China Railway 4th Bureau During the Inspection, the company received 3 copies of monthly reports of the supervision station of China Railway 4th Bureau on supervision during February to April 2009 and 7 copies of reports on hydrological supervision on the five key tunnels during the first half year of 2009. In accordance with the monthly supervision reports, the supervisor of China Railway 4th Bureau Station conducts 30 -35 construction segments in each month, watch 100 soil collecting and piling sites, spoil piling sites, bridges, stations and sub-grades, etc. records authentically the state and changes of the construction sites, while appreciating their achievements, the inspectors also indicates the problems that need to be corrected and the possible hidden disasters, and issues the notification on the rectification and improvement for the key problems. The monthly supervision reports submitted to Yi-Wan Railway Headquarters play a significant role for the Headquarters in learning the schedule of environmental and water protection along the entire side in time and timely making decision and supervising the key problems. For example, the environmental supervision project division of China Railway 4th Bureau suggested that the Headquarters “arrange in advance the inspection during the flood season in 2009 before the flood season” in the monthly supervision report submitted in February 2009; On May 12, 2009 or so, there was a strong precipitation along the line between Hubei and Chongqing, and the maximum precipitation around Lichuan reached 120mm, which lead to flood disaster in some areas in Hubei and Chongqing to different extents. To our gratification, the spoil sites along Yi-Wan Railway withstood the challenge of the strong flood without collapse accident due to the concerns and strict requirements of Yi-Wan Railway Headquarters, the routine inspection and urgency of the supervision stations and segments and the long-term efforts of the constructors. 3.2.3 Supervision on Water and Soil Conservation In accordance with the contract, Changjiang Water Resources Commission and Changjiang

Monitoring Center Station for Soil and Water Conservation submitted the Brief on Monitoring Water and Soil Conservation on the Newly Built Project of Yi(chang) – Wan(zhou) Railway in September 2008. In accordance with the requirements of the Brief on Monitoring Water and Soil Conservation on the Newly Built Project of Yi(chang) – Wan(zhou) Railway, during July to August 2008, Changjiang Monitoring Center Station for Soil and Water Conservation, Chongqing Municipal Bio-environment Monitoring Station for Soil and Water Conservation and Hubei Enshizhou Monitoring Station for Water and Soil Conservation adopted a method combining the key monitoring and the tour monitoring along the construction line with the assistances of environmental supervisors and relevant constructors so as to conduct the monitoring work for the soil and water conservation in the flood season. There are 30 monitoring sites (incl. 18 spoil sites, 5 road sub-grades and 7 stations and sites), of which, 1# spoil site at the entrance of Baozhen Tunnel, spoil site at the entrance of Yesanguan Tunnel, spoil site at entrance of Qiyueshan Tunnel, spoil sites at Wuqiao Station and Enshi Station, Yichangnan Station and Wuqiao Station are set with fixed monitoring sites and the others are tour monitoring sites. Refer to Table 3-1 for the monitoring results of water and soil losses at the spoil sites. The supervisors thought that the water and soil conservation in the construction for Yi-Wan Railway “has drawn attention from the constructors and installers, and the water and soil loss in the project construction has been well controlled in general, the water and soil conservation measures have been completed gradually in the project construction and the water and soil conservation has seen remarkable effect.” The investigation shows that 1# and 3# spoil sites at Enshi Station that sustain serious water and soil losses mentioned in the monitoring report have been listed in the local governments’ rectification and improvement range around the stations. China Railway 1st Bureau who is responsible for construction of Enshi Station is negotiating with the local railway offices on the hand-over of the 1# and 3# spoil sites.

4. Supervision and Inspection of Affected Points

Beijing OASIS Environmental Protection Technology Co., Ltd. made the site investigation on 34 spoil sites, 4 bridges and 4 stations within 22 construction segments during May 18 to 25, 2009. During the investigation the inspectors, accompanied with Li Zili, the station master of Special Environmental Monitoring Division of China Railway 4th Bureau, have exchanged opinions with the leader of Safety and Quality Division of Yi-Wan Railway Construction Headquarters. We hereby extend our thanks to Li Chunhua, the senior engineer of Safety and Quality Division, for his good arrangement and the relevant constructors and supervisors for their great assistance in the investigation.

4.1 Investigation on Implementation of Environment Protection Measures

Refer to Tables 4-1~4-35 for the execution of environmental protection measures for 42 bid sections of Yi-Wan Railway in details. The engineering of No.39 to No.41 bid sections have been completed and the soil collecting sites and spoil sites have been handed over to the local authorities. Therefore, they are not included in this investigation.

4.2 Brief Summary

The construction for Yi-Wan Railway has come to an end. The tunnels, bridges and sub-grades projects relating to the railway have been completed in generally except for Qiyueshan Tunnel, Yesanguan Tunnel, Dazhiping Tunnel, of which, the construction progresses slowly due to their complex geological conditions and remarkable hidden accidents. The follow-up projects have been launched in all-around manner. As Yi-Wan Railway locates within the mountainous area, there are many tunnels and bridges need to be built, those tunnels and bridges account for over 70% of the entire line. The construction for those tunnels and bridges produce a lot of spoil, which will lead to water and soil loss if disposed inappropriately, and the drainage channels will be affected in the flood season. The full renewal and safe shield of the soil collecting/piling sites and the spoil/soil sites are the significant ite4ms in the environment and water protection for Yi-Wan Railway construction. The investigation showed that the constructors attached great importance to the renewal of those spoil sites in the late construction period, the constructors who have completed their construction have centralized personal and material powers and put them in the renewal work of the spoil sites in the late construction period late as required by flood prevention of Yi-Wan Railway Headquarters. The key spoil sites concerned by the letter of ADB and the problems put forward by OASSIS company’s last report have been remarkably improved. The details are as follows:

4.2.1 Spoil Sites between No. 35 Bid and No. 42 bid within Wangzhou Segment of Yi-Wan Line have been Handed over to Local Authorities The construction for Wangzhou segment between No. 35 Bid and No. 42 Bid of Yi-Wan Railway has been completed totally. Since December 12, 2008, the constructors have compiled the related documents on acquirement and preliminary design for 31 spoil sites in detail as required and submitted those documents to the local competent authorities of environmental protection, water conservation and land as well as local railway offices and local development and reform committees for approval, and the project had been jointly examined and inspected by the local competent authorities. Yi-Wan Railway Headquarters has officially handled the handover formalities with the local competent authorities in Wanzhou District in May 2009. The Situation of Key Spoil Sites On March 6, 2009, we have received a letter from ABD, in which, ADB stated their concerns on

2009 Interim Environment Monitoring Report of Yichang-Wanzhou Railway the spoil site at the entrance to Yanwan 2# Tunnel, Kongzidong Site and the spoil site at the exit of Qiyueshan Tunnel. We had conducted an investigation on the relevant spoil sites and the construction thereof by combining the problems we put forward in the former reports. The investment covers an examination for all spoil sites of the tunnels that under strict control except for the condition the construction sidewalk was jammed due to raining. The details are as follows: -Spoil site at the entrance of Yanwan No. 2Tunnel The spoil dumped in the site at the entrance to Yanwan No. 2 Tunnel in Bid 5 is about 190,000m3, as the site locates in the valley, the spoil piled reach 50-60m high with steep slopes, and therefore, it is more difficult to renew the site. To accomplish the site renewal in the high-quality manner, China Railway 3rd Bureau employed the high-grade local excavator technicians in Yichang to laminate, descend and level the site, and the drainage ditches have been built on the surface of the area with steep slope in accordance with the design requirement. At present, new land are acquired for the site at the entrance to Yanwan No. 2 Tunnel to reinforce the retaining walls. For the time being, the renewing of the spoil site has been completed in general, and the local competent authority express their satisfaction with the renewing quality of the site and agreed to accept the site. Picture 9: The renewed spoil site at the entrance to Yan Wan No. 2 Tunnel -Spoil site at Kongzidong Tunnel The site is located on a hillside at Langping Town. The site is adjacent to the village roads and residential area, the designed volume of the spoil is 83,000 m3. The retaining walls of the drainage ditches on the hillside at the foot of the spoil pile have been completed and the walls are more than 20m higher than the pile. To ensure the life and safety of the mass in Langping town, Yi-Wan Railway Headquarters has issued the notice of rectification and improvement at the beginning of 2008, asking China Railway 14th Bureau to descend the pile and transport the spoil out. The investigation showed China Railway 14th has earnestly carried out the requirements of the Headquarters and adopted the following measures: -Transport the spoil to Tieluoping Spoil Site. At present, about 2/3 spoil is transported; - Require the designer, Changyang Hydrological Reconnaissance Institute to modify the design (the modified design shall be approved by the Headquarters). At present, the spoil transport is stopped, and the retaining walls are heightened according to the modified design, the remaining spoil is laminated, descended and leveled. Picture 10: Kongzidong Spoil Site is being renewed according to the modified design. - Qiyueshan Tunnel There are 233 m of tunnel unexcavated on the main line of Qiyueshan Tunnel and the 163 m of horizontal guider line left; F11 Fault lasts 210 m at the middle of the tunnel, which accommodates large volume of water inside, with the maximum water pressure of 2.7MPa approx. At present, the fault is the key section of the entire project. The spoil dumping in the site at the entrance to Qiyueshan Tunnel in Bid 32 has been completed;

2009 Interim Environment Monitoring Report of Yichang-Wanzhou Railway there are anti-skid piles foundation at the site, now the spoil is utilized by the mass, the total spoil at the site has been reduced by 1/3; as there are farms at one side of the site, the spoil site continues to shrink inward and needs to built retaining walls in the end. In accordance with the report issued by Lichuan municipal environmental supervision station on hydrological supervision during January to March, the following information is obtained: Supervision item: PH value, water temperature, COD, BOD, DO, C16+,oils, SS, ammonia and nitrogen, and sulfides. Sampling site: 1# - General drainage port of the tunnel, the drained water is required to reach the Grade-I Standard of Sewage Comprehensive Discharge Standard. 2# - At the position 70 m lower than the general drainage port, and the water is required to the Grade III Standard of Surface Water Environment Quality Standard. 3# - At the position 300m above the general drainage port. Conclusion: All parameters of the samples reach the standards concerned except for SS in the water sampled at 1# position in February and March. Since December 2008, the constructor of Qiyueshan Tunnel in Bid 33 has been changed and China Railway 12th Bureau replaced the 15th Bureau to construct the tunnel, however, the responsibility for renewing the spoil site has not been determined up to now. Therefore, the problems existing in the spoil site at the exit of Qiyunshan Tunnel have not been corrected. We have asked Yi-Wan Railway Headquarters to clarify the responsibility for renewing the site so that the responsible party may be aware the existing problems and solve them in time. - Slurry Pool at Juanqiaohe Bridge The slurry pool of Juanqiaohe Bridge in Bid 33 (at left side of DK22+300), locates in the valley, and it has accommodated about 30,000 m3 of slurry that is generated during the construction for Juanqiaohe Bridge. It occupies 15 mu land and is 3 m deep. Since it was put in use in 2006, the slurry cannot be dried, which became a trap for people and livestock. Yi-Wan Railway Headquarters, China Railway Engineering General Corp. and China Railway 4th Bureau have attached great importance to the pool. During construction, the project headquarters, besides building dams, ditches and retaining walls, have set warning board, wire grid around the slurry pool to prevent against the accidental personal injury during the construction period. For the time being, the construction has been completed, the investigation showed that there is no water accumulated on the surface of the slurry pool, where grows 2m-high plants. The investigators and the Headquarters staff entered in the slurry pool for about 10 m long and found that the area around the slurry pool can withstand the weight of persons. At present, the constructor is handling handover formalities with the local authority, we hereby suggest they do well in the handover handling on the basis that the safety of the central area of the pool is confirmed. - Spoil site at the first line of Baiyunshan Tunnel There are farms around the spoil site at the first line of Baiyunshan Tunnel in Bid 6, and only part of grade-six retaining wall at the farm side has been completed by the end of 2008. The investigation showed that the retaining walls for the spoil site at the first line of Baiyunshan Tunnel have been completed entirely (refer to Picture 12) - Spoil site of the transverse tunnel of Wuzhaoguan Tunnel The spoil site of the transverse tunnel of Wuzhaoguan Tunnel in Bid 7 occupies 49.6 mu of land and accommodates 190,000 m3 of spoil. The retaining walls, drainage ditches and the spoil site have been renewed in place, but not been covered with soil for virescence or second plowing. (see Picture 13). - Spoil site 1# at the entrance to Baozhen Tunnel The spoil site 1# at the entrance to Baozhen Tunnel is designed to occupy 121.5 mu, and the actual volume of spoil at the site is 788,000 m3. Therefore, it is very difficult to renew the site as it covers a large land and accommodates huge spoil. The secretary of China Railway 14th Bureau who is responsible for environmental protection takes charge of the renewing work and often makes direction and submersion on the spot in person. The investigation showed that the spoil site is renewed with high-quality, and the local farmers have planted wheat on the surface of the site.(See picture 14) - Spoil site of the second line at the entrance to Yesanguan Tunnel The spoil site of the second line at the entrance to Yesanguan Tunnel occupies a land of 65.4 mu and accommodates 430,000 m3 (of which, 280,000 m3 of gravels and sand have been processed). The retaining wall at the entrance to the ditch has been completed, and the wall has been reinforced with the cement framework for the slopes at both sides and planted with grass; and the side wall of the ditch along the village road has been completed, the spoil at the site has been laminated, too; The culvert was specially built for the water drained from the mountain; the surface of the site needs to be further leveled and greened. (Refer to Picture 15). - Wujiawan Spoil Site Wujiawan spoil site in Bid 17 occupies 122mu of land and accommodates 750,000 m3. The spoil site locates in a narrow valley outside of the transverse tunnel, and the retaining walls thereof have been completed. The surface of the site is leveled in general, but the drainage ditch has not been built yet. In short, the spit needs to be further leveled and greened. (See picture 16). The investigation showed that the spoil sites along Yi-Wan Line have been renewed or are being renewed except for those handed over to the local authorities. The renewing work is not very difficult and there is no serious hidden disaster found. The spoil at the area around Qingyangou in Bid 10 has been randomly dumped for years (by many units), but now, such phenomenon has been changed greatly, however, further efforts shall be made to solve the problem. Picture 20: Part of retaining walls and drainage ditches of the spoil site of the oblique shaft of Jinzishan Tunnel in Bid 28 has been completed but the site is not renewed in place yet. - Spoil site of Malujing Tunnel The spoil sites at the entrances to Baiyunshan Tunnel, Yesanguan Tunnel and Malujing Tunnel have not been investigated on the spot in this investigation due to the raining that led inconvenience to vehicles on the construction sidewalk. However, as far as our knowledge, the spoil site at the entrance to Malujing Tunnel sustained the influence of accidental flood on April 11 and 19, and 300,000 m3 of spoil have been carried in Dukouhe River at the lower reach and 185,000 m3 have been deposited in Changyang ditch and need to be cleared away. As the cleaning workload for the spoil carried in the river-way is very large and difficult, the work stresses shall be focused on such work in the future. 4.2.3. Suggestions The spoil site at the entrance to Yanwan No.2 Tunnel in Bid 5 has been renewed in place generally. Yi-Wan Railway Headquarters and China Railway 3rd Bureau have attached great importance to the site and made great efforts, it is not easy to renew the site to the extent at present. However, as said by the environmental supervision station of China Railway 4th Bureau, the site features steep slopes and a high spoil pile, it is a close watch item to see whether the drainage ditches built at present can be maintained stably in the flood season without broken or sink. The units concerned shall, instead of letting down their guard, continue to observe the trend of the spoil site and make the record where necessary. 4.2.4. Environmental Monitoring of Key Tunnels of Yi-Wan Railway 4.2.4. 1. Monitoring Point and Implementation Schedule In order to grasp the impact of tunnel construction on nearby surface water, spring, well or ground water, etc., predict the impact of local domestic and industrial water use by water inflow or water leakage from tunnels, environmental monitoring for 5 key tunnels as Wuzhaoguan Tunnel, Gaoyangsai Tunnel, Yeshanguan Tunnel, Jinzishan Tunnel and Qiyueshan Tunnel has been conducted since the quarter of 2007 according to the arrangement of the Headquarter of Yi-Wan Railway. If it is predicted that the impact is unacceptable, the scientific information should be submitted to relative management department to adopt mitigation measures. Measuring item: water level, water flow, temperature and rainfall, etc. Measuring period: from the beginning of project construction to 3 month later after the end of tunnel engineering. Measuring frequency: once a week for timely measuring during tunnel construction period. If

2009 Interim Environment Monitoring Report of Yichang-Wanzhou Railway water level and water flow changed abnormally or in storm or flood, measure once every two days. When special situation occurs (as large amount of water inflow from tunnel), make continuous measuring for 24h for 3days, measure once every 2 hours until water inflow generally stopped, then recover to measure once a week. Environmental supervision of the 4th Survey and Design Group Co., Ltd. of China Railway was committed to conduct the work by the Headquarter. In May 2007, construction units of the 5 key tunnels signed technical service contract with the 4th Survey and Design Group Co., Ltd. of China Railway and training for relative stuffs was conducted by the 4th Survey and Design Group Co., Ltd. of China Railway. At present, each construction unit has finished following works according to the requirement of Implementation Schedule of Tunnel Environmental Monitoring: 1) Measuring points has been set. There are 8 points for Wuzhaoguan Tunnel, 7 points for Gaoyangsai Tunnel, 7 points for Yeshanguan Tunnel, 7 points for Jinzishan Tunnel and 7 points for Qiyueshan Tunnel 2) Necessary equipments for hydrology, atmosphere, measuring, traffic and communication were purchased. 3) Monitoring unit of each tunnel has completed a monitoring report including engineering geology, hydrogeology, local situation, natural geography and atmosphere situation, natural vegetation and resident and farmland situation in the monitoring scope, construction organizing and designing situation, water proof and drainage system in the tunnel, emergency responding schedule for water or mud inflow, situation of the monitoring point, monitoring equipment, engineering quantity, etc. 4) Tunnel environmental monitoring report for the 1st and 2nd season of 2008 had been finished.

4.2.2.2 Monitoring Situation of the Key Tunnels (1) Content of the Monitoring Report 1) General engineering situation; 2) Engineering geology and hydrogeology; 3) Natural geography situation; 4) Natural vegetation, resident and farmland situation in the monitoring scope; 5) Construction organizing and designing situation, water proof and drainage system in the tunnel, emergency responding schedule for water or mud inflow; 6) Situation of the monitoring point; -- Location and height of the monitoring point, see Appendix Table 4; -- Water inflow point in the tunnel, water pressure and flow of the point and water inflow discharged from the tunnel, see Appendix Table 5; 7) Abnormal water inflow of tunnel during construction period; 8) Relation between tunnel water inflow and rainfall, monitoring point; 9) Analysis and assessment.

2. Conclusions on Monitoring during January to June 2009 (1) Qiyueshan Tunnel Entrance Segment In accordance of the current monitoring data, the drainage at the entrance to Qiyueshan Tunnel is controlled within the designed range, there is no obvious evidence that indicates the influence of the tunnel drainage to the water volumes of the big and small Yuquan, the plants on the hill grows well and the water level of the monitoring points are stable without sharp decrease or disappear, which show the pressure of the water system is maintained at the higher level, and the tunnel drainage has not cause the disappearing of the water level at the monitoring points due to the huge leakage of the ground water. For the time being, the tunnel is still under construction, and the construction enters to the most difficult stage as there is richest groundwater. The tunnels has been constructed with the technology of curtain grouting and sealing batholite, and the tunnel drainage decreases comparing with that in the past, however, the influence of the tunnel drainage shall be observed continuously. For the time being, there is no serious influence of tunnel construction to the environment found. Exit Segment During the construction in the this season, the technology of curtain grouting and sealing botholite has been adopted for construction of the tunnel, such construction has a remarkable effect of water decreasing, therefore, there is no great fluctuation in the tunnel drainage, according to the analysis on the data of the monitoring points, there is no abnormality happened. Up to now, there is no great influence of tunnel construction to the environment found. As the tunnel is under construction now, it is necessary to make the further monitoring over the influence extent of the tunnel construction to the environment. (2) Wuzhaoguan Tunnel The construction for tunnels along Line I and II have been completed, and the continuity of the ground river has not sustained any damage, the water system is smooth and there is little water loss from the hidden river. For the time being, the drainage of the tunnel is very small and the water drainage and generation are maintained at balance generally. The drained water inside the tunnel sources from the condensed water by air and the water penetrated or leaked from the substrate through the capillary pipe, and the construction for the tunnel produces no influence to the underground river and the water environment around the river. (3) Yesanguan Tunnel Entrance Segment The volume of the drained water within the Bid Segment during construction is stable and much less than the designed volume (accounting for approx. 0.45% of the designed volume), and there is no clear data indicates that the tunnel drainage produces any influence to the ground water, and the supplementation of the atmospheric precipitation for the ground water is much more than the drainage water from the tunnel, in accordance with the current monitoring data, the tunnel

Exit Segment The volume of the water drained through the tunnel during the construction within the bid segment increases much more than that in the last monitoring cycle, which is mainly caused by the great increase in the atmospheric precipitation that effectively mitigate the influence of the tunnel drainage to the ground water. There is no clear data indicates that the tunnel drainage produces any influence to the ground water. The atmospheric precipitation brought a plenty of rainwater in this season, which greatly enhanced the supplementation capacity, although the increase in the tunnel drainage is very big, the increment thereof mainly comes from the atmospheric supplementation that is drained not passing through the ground water system, therefore, the tunnel drainage constitutes no threat to the groundwater resource in this season. (4) Gaoyangzhai Tunnel There is no sudden water or mud flow occurring in this season, and the drainage volume is relatively stable, in addition, there is no remarkable relation between the tunnel drainage and the external monitoring points. For the time being, there is no abnormality in the external environment. The water drained through the tunnel is mainly the leaked or penetrated water and it saw a great decrease comparing with the volume of the drainage water during the excavation and construction for the main body of the tunnel, which show that the second-layer liner has a good effect in water resistance. At present, the drainage water is mainly the leaked or penetrated water drained through the hole of the second-layer liner, and such water is permitted to discharge as it is with small volume and cannot produce any disaster to the environment. (4) Jinzishan Tunnel The routine drainage volume of the tunnel doesn’t reach 300m3/d, and the water drained through the tunnel main comes from the condensed water in the air and a little water penetrated or leaked from the soil, the tunnel construction produces no influence to the environment around.
