The Chair opened the meeting and thanked everyone for attending.

Matters Arising Petterden – SEPA had been requested to attend the site by an adjoining neighbour, as blowing sawdust was causing breathing difficulties. The site had been told to shut down the wood processing machine and NWH were to sweep and clean neighbours paths and windowsills. Westhall Tce – The installation of new water pipes appeared to be finished.

Police Report PC Wilson stated the situation in the area was quiet at present, other than issues at Ballumbie Castle Estate, which Police is monitoring in regards to youths. Braeside Cottages – Youths had been reported acting suspiciously carrying spades. found no evidence. 9/3/19 – A suspicious male had been spotted at Oakloan, Ballumbie Castle. A housebreaking was reported in the area. 8/4/19 – Several garden sprinklers were stolen from Oakloan, Balumbie Castle. A suspicious incident in which craft items had been stolen from an insecure car was reported. In the area, an unidentified person had been knocking on house windows, causing concern. Mobile CCTV cameras were now being situated at Ballumbie Castle at periodic times. Westhall Farm – had reported fly tipping. A flat bed lorry had dumped concrete slabs. / – poaching had been reported in the area. Several road accidents in the area had occurred. SA enquired about Pop-up Jims and PC Wilson stated the Sidlaw area is waiting to use this equipment. PC Wilson also stated, PC Nicky Harrison, he hoped would attend the next meeting. Scams involving phone calls and emails, had taken place throughout the area, and some residents had lost substantial amounts of money. PC Wilson advised to be very careful and vigilant regarding these scam communications. He also stated that with changes to Police Scotland shift patterns, and a reduction of overtime, the football training would not take place this summer. He was very disappointed.

PC Wilson left the meeting.

Sea Green Update The Chair introduced Pauline Allison and Martha Lovett, representatives from SSE Glasgow to give an update on the proposed application for the Sea Green Offshore Wind Farm. The on-site works would be from to Tealing substation, and it was hoped the final planning application would go before Angus Council in June/July 2019. All aspects of the application will be scrutinised e.g. people, vehicles, safety. Traffic Management and noise limits especially near schools and housing were a priority. A new application had been submitted recently for 120 larger turbines rather than 150 smaller turbines. Residents will be contacted by Angus Council to make them aware what is happening in their area when the application is submitted. A map outlining the application will go on SSE Facebook page. Community funding from the project will be available if the planning application is successful. Community Groups impacted by the cable routes would be given priority for project funding. Time scale is approx 5 years, but this may change as work progresses. The turbines will be brought by boat, but abnormal loads to substations will be transported by road. This will be part of the Traffic Management Plan. Sampling will be carried out at Carnoustie. This involves boring holes on the sea bed, 100 metres from shore. Maps etc can be found on SSE website. Treasurers Account There is £189.20 in the bank with no outstanding payments.

Planning New stables at Gagie House. (See below) , Kingfisher – Swimming Pool. Gagie Home Farm- New Steading. Laws Lodge, Drumsturdy Rd – extension. Jacksville, Drumsturdy Rd – roof conversion.

Mr & Mrs Smith withdrew their application for a shed at their property. They presently have approval for an extension to their property and they may again submit once this is complete, for a single storey shed.

Ballumbie Castle – storage container. This application is awaiting an outcome from planning.

Gagie House – A. Fraser stated neighbours had sent in objections to this application. The right of way, which is also a path to walk horses, has been re-routed down the side of the perimeter wall. Neighbours are concerned noise from riders and horses, along with increased delivery vans etc. will impact on their privacy. AF has contacted Brighty Wood Group to ask if they would develop the horse path in the wood. SA will raise with Angus Council the concerns over the change in right of way and traffic issues.

L. Clink, a resident from Ballumbie Castle, had concerns regarding the planning application to site a storage container in a garden. The storage is in place, but has not been granted planning permission. L. Clink is concerned this will be a precedence others may follow. L. Clink stated according to the title deeds, residents in the Ballumbie Castle Estate were not permitted to have storage containers on their ground. BW said title deeds were between buyers and sellers and therefore a civil matter and not part of the Angus Council planning application process. An enforcement order may be issued to the applicant. If planning permission was given, residents, if wished, could take legal action. Planning permission has already been given for an extension at the property. Ballumbie Castle Residents Association has submitted an objection.

Bin collections BW stated Angus Council were in talks with employees and unions to end the strike action.

AOCB Donald McNeil, Angus Council Community Planning Officer stated a member of the Community Planning team would try to attend every second Community Council meeting. Mr McNeil stated he was involved with Youth Work and the Mens Shed, along with various other resident groups.
