The BOCC then directed the County’s Marine Resources Department (Department) to prepare a countywide public water access and marine management plan. Monroe County is experiencing the loss and redevelopment of waterfront marine facilities and their associated businesses and employment. A limited supply of waterfront land and an increasing demand for different uses are driving the apparent change in waterfront properties. One challenge is the loss of “working waterfront,” which includes commercial marinas, boatyards, wet and dry storage, fish houses, commercial-fishing dockage, and marine-related industries, such as boat dealers, boat repair and maintenance services, commercial and recreational fishing operations, and tourism. The ongoing trend is a transition to non-water-dependent uses (e.g., condominiums) and exclusive use (e.g., private marinas). Related to the redevelopment issue is concern for public water access and the loss of boat ramps and dockage currently offered by boat yards and marinas. Responding to the growing perception that public water access is shrinking, not only in Monroe County, but also in many other parts of the state, the Committee on Community Affairs of the Florida Senate compiled a Working Waterfronts report, which was released in November 2004.1 This study posited that public access to boat ramps and marinas may be diminishing due to increases in statewide vessel registrations and conversions of recreational and commercial-fishing working waterfronts from public to private use. Committee recommendations led to the passage of the Florida Waterway and Waterfront Improvement Act of 2005.2 One requirement of the new law applicable 1 Working Waterfronts. Section 342.07(1) of the Waterway and Waterfront Improvement Act provides: The Legislature recognizes that there is an important state interest in facilitating boating access to the state’s navigable waters. This access is vital to recreational users and the marine industry in the state, to maintaining and enhancing the $14 billion economic impact of boating in the state, and to ensuring continued access to all residents and visitors to the navigable waters of the state. The Legislature recognizes that there is an important state interest in maintaining viable water-dependent support facilities, such as boat hauling and repairing and commercial fishing facilities, and in maintaining the availability of public access to the navigable waters of the state. The Legislature further recognizes that the waterways of the state are important for engaging in commerce and the transportation of goods and people upon such waterways and that such commerce and transportation is not feasible unless there is access to and from the navigable waters of the state through recreational and working waterfronts. Section 342.07(2) follows with: [T]he term “recreational and commercial working waterfront” means a parcel or parcels of real property that provide access for water-dependent commercial activities or provide access for the public to the navigable waters of the 1 to Monroe County, a waterfront community, is for the Future Land Use Element of the County’s Comprehensive Plan to set forth regulatory incentives and criteria that encourage the preservation of commercial and recreational working waterfronts, including public access.3 To this end, it should be noted that Monroe County’s Comprehensive Plan already requires a Shoreline Use Priorities Plan that sets forth criteria for the siting of water- dependent and water-related uses, such as marinas.4 The County has in place a number of land use zones specifically designated for commercial fishing, such as the commercial fishing village, commercial fishing special district, maritime industries district, among others.5 To aid in the development of a public access and marina siting plan and to assist the County in meeting the requirements of the new law, this report supports the preparation of the overall Monroe County Marine Management Strategic Plan. This report consists of the following sections: 1. Study Area Description of the Upper, Middle, and Lower Keys (with maps) 2. History, Culture, and Importance of the Working Waterfront 3. The Working Waterfront Today 4. Analysis of Key Stakeholder Interviews 5. Similar Challenges Facing Other Waterfront Communities state. Recreational and commercial working waterfronts require direct access to or a location on, over, or adjacent to a navigable body of water. The term includes water-dependent facilities that are open to the public and offer public access by vessels to the waters of the state or that are support facilities for recreational, commercial, research, or governmental vessels. These facilities include docks, wharfs, lifts, wet and dry marinas, boat ramps, boat hauling and repair facilities, commercial fishing facilities, boat construction facilities, and other support structures over the water. 3 Fla.     Boaters: Vessel Sewage Restrictions Protect Our Environment Good water quality is essential to a healthy Florida Keys’ marine ecosystem. q Discharging treated or untreated sewage from your boat’s marine head (Marine Sanitation Device [MSD]) into the waters of the Florida Keys National Marine Sanctuary is prohibited. q To help prevent unintentional discharges of treated or untreated sewage into the marine environment, MSDs must be secured and locked at all times. Acceptable methods for securing MSDs include, but are not limited, to those approved by the U.S. Coast Guard. (33 CFR 159.7) Pump-out facilities are located throughout the Keys to assist boat operators in adhering to these rules, which help protect people and marine life from potentially harmful vessel sewage discharges. Take a break at Money Key about halfway there. Look for Bahama Sea Stars on the way out. There is a lot of other sea life to look for like stingrays and sharks. Many bird species inhabit the islands, the rare white-crowned pigeons nest there, and during spring and fall, migrating warblers and other birds can be seen passing thru. Skill Level: Intermediate Distance/Approximate Time: 2.7 Miles Each Way/1.5 Hours each way Launch Site: Little Duck Key - Wayside Park Ramp Special Considerations: As you paddle towards the Molasses Keys, you might be pushed out if the tide is receding or drawn toward the bridges if the tide is rising. There is a section of choppy water between Money and the Molasses Keys. Just stay calm, keep your eyes on the islands and keep paddling! The Molasses Keys are privately owned is- lands that locals and tourists have been visiting for years. Please respect these pristine keys that the owners keep trash free. Do not take anything and do not leave anything, es- pecially trash but also do not post any signs or structures. Hurricane Irma in September 2017 destroyed the islands with major loss of trees and even extensive loss of land (particularly the beach on the little key). Permission is required for camping. SAUNDERS With the approach of each new hurricane season, I often think over my experience of fifty-three years ago when I, with 160 other men, was washed away from Long Key on the morning of the 18th of October, and lived to tell the tale. I had been living on the southeast coast of Florida for some fifteen years, first at "Lake Worth Lagoon", now West Palm Beach, and at Miami for a part of the time. There had been four hurricanes while I was living at Lake Worth. I thought that I had learned all there was to know about such storms. But the fifth one was by far the worst, and I found out a lot more about them. Henry M. Flagler had made a good start on building the Florida East Coast Railway from Homestead on the mainland over the keys that stretched out southwest to Key West. One of the main points where open water had to be bridged with concrete arches started at Long Key and extended to little Money Key almost five miles away. The story of the assembling of men, material and machinery was a saga in itself. But it is enough for our purpose to say that housing and feeding needs were met by towing an old Mississippi River barge across the Gulf of Mexico, making the below decks into kitchen and dining room, and building a one story frame house on deck that resembled the Christmas Noah's Ark of our childhood days.

There are hundreds of places to pull over to fish or kayak or enjoy a cocktail at sunset. There are dozens of colorful coral reefs to snorkel or dive. Fresh seafood is a Florida Keys staple, offered at roadside fish shacks and upscale eateries. For many, the destination is Key West, at the end of the road, but you’ll find the true character of the Florida Keys before you get there. This mile-marker guide will help you discover new things to see and do in the Florida Keys. It’s a great tool for planning your Florida Keys driving itinerary. Card Sound Road 127.5 — Florida City – Junction with Fla. Turnpike and U.S. 1. 126.5 — Card Sound Road (CR-905) goes east to the Card Sound Bridge and northern Key Largo. If you’re not in a hurry, take the toll road ($1 toll). Card Sound Road traverses a wild area that once had a small community of Card Sound. All that’s left now is Alabama Jack’s, a funky outdoor restaurant and tiki bar known for its conch fritters and the line of motorcycles it attracts. (Don’t be afraid; it’s a family oriented place and great fun.) If you take Card Sound Road, you’ll pass a little-known park, Dagny Johnson Key Largo Hammock Botanical State Park, before coming to Key Largo itself.
